Blog from Britain

Readers, if anyone has noted the sudden silence from me on this Blog the past few days, after the flurry of activity last week, there is more afoot that a temporary pause in Bolivia’s convulsions. I have been on a plane. Believe me it takes a very long time to fly from Cochabamba to London. That is a lot of bad airline pasta my friends.

I’ll be away here in Europe working for a bit, and in the meantime I’ll still be watching events as they unfold in Bolivia and will be getting help from my co-worker Marcela to keep the Blog up to date from Cochabamba. Meanwhile, from my work here, I hope to post reports on some other issues of interest to readers, including an analysis of the new proposal by the world’s wealthiest nations to forgive some of the massive debt owed by the poorest ones, including Bolivia.

So while I trade in salteñas for bangers and mash, here’s some other good ways to sep up with breaking events in Bolivia – in addition to what we post here.

Interesting Jim, I just read an article today that I thought was going to give me a scoop on the blog.

The G8 countries that are giving debt releif, are giving it with some strings attached and one string, condition, is you guessed it; privatization. No doubt the next president of Bolivia, if he's not really committed to getting the wealth that can be generated in Bolivia to the masses - out of the hands of corporations, will use this condition to foil nationalization yet again. Already, I can see it as his campaign slogan to fool the middle class, the "just want to work" people, into voting for him.

Let me get this straight. The G8 countries LOANED the money to Bolivia, which accepted it as a LOAN. And now, the G8 is saying "if you want that money for free, you have to do x, y, and z." Someone has a problem with that? If so, Bolivia can always continue to pay back the loan!

BTW - the cost savings to Bolivia from writing off these loans is estimated at $45 million/year, or about what the recent strikes cost the country every 3 days, according to Bolivian government figures.

cynic in la paz: how about we stop the bean counting for a second and look at the entire picture?
You miss the point, having signed the dotted line, doesn't mean it is OK to obliterate an entire people and its culture. If you count pennies on a excel spreadsheet the world might make sense to you, but when you do get off your silver horse, reality might strike you a bit differently. Debt and/or debt relief should be called something else: How about legal extortion? Maybe the numbers add up and look perfect on your spreadsheet, but on the streets, life is a bit more complicated. If you're in La Paz, do you go on the streets?

sorry to post a personal comment or more properly put, a request for advice. I wasn't going to trouble anyone with this, but with the news that Jim has left Bolivia I wonder if I am nieve to not advice my 18 year old daughter to not return to Sucre from Chile.
She has been living in sucre for 10 months and was on a holiday alone to Chile when all hell broke loose. She has tenative reservations for a return on Thursday. I assume that if Jim left for safty reasons, it has more to do with his high profile then his beening from the USA, as is my daughter. Being 18 she may choose to ignore my advise. But at least I asked the most Informed Group I could find.


ps the tsunami warning was just lifted for the US west coast. Resulting from the 7.4 quake we had 2 hours ago off our Coast here in Humboldt County, Ca.

Mike: hopefully Jim, who's been on the ground more recently than I (I've been in the states throughout this recent wave of unrest), will have a chance to write you, or others will post here. But I will say that I do not believe Jim left for safety reasons - sounds like a pre-planned business trip. And if there are more protests, I think they'd swing back to La Paz now - Sucre should be much quieter.

Also, when I lived in Bolivia, my parents actually felt much better about my safety after having visited Cochabamba in February 2000 during the worst civil unrest the country had then seen for 15 years. Being on the ground, they were able to see the nature of the conflicts, and knew that it was virtually always possible to stay away from any potential violence. If your daughter has a good head on her shoulders and knows not to go join angry marches or hang around barricades during street battles, I don't think you have anything to worry about.

It's hard to picture, at a distance, how these things play out on the ground, but it really is a situation where if you want to be in harms way, you consciously place yourself there. Otherwise, you may worry for the fate of the country, but almost never for your own safety.

I assume she is with a family or some kind of program there, and anyone who is helping to host her should be able to look after her quite adequately.

I work with university students and our school has a tendency to cancel international programs whenever there is a State Department travel advisory for the country of destination. Everyone I've talked to with much overseas experience seems to think that's too hair-trigger an indicator. Particularly those who know Bolivia know that the worst she is likely to experience is travel delays and inconvenience.

Anything can happen, of course - there are no guarantees - but that's probably as true in Chile as it is in Bolivia.

(If anyone thinks this is reckless advise, please chime in -- for Mike's good and for mine, as I am preparing to make a similar case to the administration at Seattle University!)

One interesting note I will mention, since those here are presumably interested in Bolivia:

Much of the debt relief movement began with the Jubilee 2000 campaign (the best work came out of our host's current port of call, UK).

Jubilee, in turn, comes from a Hebrew biblical tradition (picked up again in the New Testament), which says that after every 49th year, we should erase debts, redistribute the land, and free captives. Significant calendar years of different increments have traditionally been marked as Jubilee years by the Catholic Church and others.

Bolivia, and in particular the Catholic Church in Bolivia, decided to follow the whole 3-part biblical exhortation. In addition to participating in the international Jubilee 2000 debt relief campaign (Bolivia was one of the HIPC nations which did benefit significantly, if still not enough), the Church also organized land and prison reform campaigns for the millenial Jubilee year (I helped lead the latter). Both met with rather limited success, but they were significant in terms of organizing and consciousness-raising. And I've still not heard of a single other country that connected the global debt movement to the other two biblical jubilee issues. I think Bolivia was groundbreaking, bold, and creative in its approach.

I'm glad Bono and others have not let the world forget about the debt crisis as the millenium/Jubilee buzz fades. I hope Bolivia's landless peasants and prison inmates don't have to wait until the year 2050 before their causes are again taken up.

Don't want to stir things up, but whoever is learning the truth out of Eduardo Galeano's writings, should know better. Galeano is a pseudo-intellectual who makes a living out of ranting the US, the colonial potencies and hte WB/IMF. He has no objectivity. The fact that Galeano says that the IMF is controlled by five countries does not make it true. So, if you want to say "hey, look, this is true because Galeano says so" better start preparing some real arguments. I could go on for ever quoting by Galeano is a sack of $&^#, but won't be doing it. Why? Because to realize the load of crap that Galeano is, one doesn't need to quote anybody, just think a little.
The news agenct erbol is also totally leftist. You would be better off reading more objective news from AP/Reuters/BBC. No, wait. First we have to ask for permission to Mr. Galeano.
The truth is nobody forced Bolivia or the other countries to get loans. And the truth is a loan by itself is neither good nor bad, what you do with it is what counts. In Bolivia, as in several indebted poor countires, what happened is that politicians used the loans a an opportunity to get new houses. Had the loans been used for public good that enhance productivity, there would be no problem with getting loans or repaying them.

Omar Torrijos, former president of Panama, did use the imf/world bank loans for the public good, he was uncorruptable. Guess what happened to him ? (hint: it invovled a plane and a tape recorder with explosives)(conincidentally, this happened just after Reagan was elected, Carter had been trying to bring peace)

I would STRONGLY suggest anyonwe and everyone here read, "El Perfecto Idiota Latinoamericano". I believe there is an english translation "The perfect latin american idiot".

For those who are not familiar with it, its written by a group of former leftists who have come to realize that their vision of the world was totally wrong.

It's not a perfect book by any measure, but a very good one, and a very thought provoking one that looks dead center at latin america - especially the latin american left.

And they hate Galeano.

Sorry Galeando stirred things up, he has that effect on people. Perhaps that's one of the reasons why I like the fellow. I find it useful to quote his simplicity in response to the oversimplistic 1+1=2 assessment cynic in la paz provided.

I too can see in a not so distant future, a not so perfect book emerging from these dark ages, written by a group of former rightists who have come to realize that their vision of the world was totally wrong. Maybe the book is being written as we speak.

The days of endless growth, endless expansion, endless sacking of resources will eventually come to an end, nature will make sure that happens, we will see. And all the corporate apologists, they will also see their extreme ways were not that good after all. If we are lucky, by then, it may not be too late.

Thanks for the book Andrew T., I'll take a look.

Carlos Alberto Montaner a "former leftist"? The Vargas Llosa duo also "former leftists"? Not so, unless the concept of "left" no longer holds its classical meaning.

Their book, on the other hand, is a mix bag of insight and simplism.

They described themselves as former leftists. Whether their self description is acurate or not, I don't know.

As for the book, it has both insights and some parts that are overly simplistic.

However, I would doubt it's more simplistic than much of the garbage that passes for intelligent debate on the "traditional latin american left" end of things.

My personal read on the book, based on my time in Bolivia, is that much if it (though not all) is right on target.

And I can firmly say that I am a "former leftist".

I still believe in the same ends, I just believe the route the "traditional left" takes is totally out of whack.

As for the book, it is certaily worth an open-minded read, at the very least.

Personal requests for assurance, diatribes, POEMS!, er well, a poem . . . some lines of which are really nicely turned . . . wacky comments regarding "former leftists" and their books. But to get to the point about the "Loans issue" I can't recommend anything better than Monbiot's most recent comment vis a vis Africa, but it applies across the board.

Looks as if our host's reputation precedes him in Great Britain. The Economist has a piece in the current issue about Bolivia, in which Jim is (mockingly) quoted (by way of his interview with the NY Times, linked on one of his earlier posts). It looks like The Economist would agree with some of the comment posters here in their general take on things. Personally, I think they are oversimplifying and largely missing the point.

Here is the relevant quote (Jim is the "one pundit" referenced):

Much commentary has seen in these events a popular revolution by downtrodden Andean Indians. The protesters are held to represent a majority of Bolivians, while the government is that of a rapacious white elite. The protestors are waging a righteous struggle against “neo-liberal” reforms imposed by “Washington”, the IMF and other villains. The only beneficiaries of these reforms, which included the privatisation of the oil and gas industry, are said to be predatory multinationals. As in the best fairy tales, a happy ending is at hand. The election will be won by Evo Morales, the utopian socialist who leads the coca workers. Nationalisation of gas will end poverty and the constituent assembly will rewrite the constitution to make Bolivia racially inclusive. The bottom line, one pundit told the New York Times, is that Latin America is in open rebellion against the economic policies of the “Washington consensus”. Others compared Bolivia's upheavals to recent examples of people power from Ukraine to Kirgizstan.

Fiddlesticks. It is true that Bolivia's Andean Indians, who make up some three-fifths of the population, have faced discrimination, that wealthy “white” farmers benefited from dubious land grants by military governments, and that the traditional ruling parties are discredited. Because Bolivians have earned little from their mineral wealth, it is easy to whip up opposition to foreign oil and gas companies. It is true, too, that through Mr Morales's party and another left-wing movement, indigenous Bolivians have for the first time been elected to Congress in significant numbers. But the events of the past month are far from having been a democratic rebellion.

hey guys, on the slow growth issue: i don't see that as a real option for beating underdevelopment because it is a comparative thing, so that if you're consistently growing less than the world's average, then you're pretty much stuck at poor. I think it's an accepted notion that poor countries can't follow the slow route to the 1st world, but rather should use some sort of "fast track", the holy grail of the developing world economists. That and yes, Vargas Llosa is amogst the most notorious latin former leftists. Thought i'd bring those back.

I wonder if anybody has noticed the terms left and right are completely out of date? I mean think about where and when the terms came from. Just because eg. Morales is Aymara, and/or doesn't support capitalisation/privitisation, it doesn't make him Leftist. There are more economic, social, political and community attitudes than Left and Right. To think otherwise is culturally blind, idiotic and a very lop sided and narrow view of the world. including historically.

The same issues of Left-right politics colour political comments and economic decisions in Latin America, Africa or even in more wealthy (or is it circumstancially lucky?) countries makes most comment more about the writer rather than those they comment on.

Perhaps a fair bit more history, not just details but trends, and hypocracy by all peoples in power or trying to be in power would help the well meaning mob from rich countries.

It might also be time to stop looking for someone to blame. Someone mentioned scarcity of resources in another rant; maybe all those neo-liberals who think they can manage resources should try a more difficult task? Education, health, and a number of other things (add cultural security) listed eg in the UN human rights charter, could easily be provided without loss of 'productivity' or capital loss. If these basics are provided first, then maybe the values of the left or the right would be less relevant than survival and the real or perceived theft of resources and slavery of populations would not offend so much?

Besides, Seeing the education, health and other systems disintergrating in a number of wealthy countries it makes me wonder what the role of govt. is anyway? The problem with most arguments are that economics, and usually bad economic priorities and values are the focus rather than what goals anyone is wanting to achieve. IE. each nation, politician etc is protecting its interests first. Personally I think the US is fashionable both to copy and criticise, and with reason; is there another country who puts so much effort into protecting itself and interests and yet does at least as much damage to its interests as good, if only because it draws so much attention to itself and forgets others are not also benefiting?

There is an economic term "negative externalities"; reducing these would probably be better than reducing debts, or aid. But I wouldn't be supprised if most companies and their execs. would think the fun had gone out of business if it was enforcable globaly.

Satiation would be a skill most consumer countries could benefit from. But then that would take the humour out of the inhuman condition; after all, some fool called us homo sapiens? is there are bigger joke?
