Evo Says the US is Sneaking in Soldiers Disguised as Students and Tourists

Several of my readers have asked me what I might have to say about this odd bit of news from Bolivia, courtesy of an AP dispatch. President Evo Morales evidently announced before an Aymara audience this week that the “US soldiers disguised as students and tourists are entering the country [Bolivia]."

I have to say; I think the claim is just a little strange.

First of all, what exactly would the US government do in Bolivia with secret stashes of disguised soldiers? Armed overthrow of the Morales government seems like a bit of a stretch. That would take one really large influx of fake students and tourists to pull off and I think that people might notice a hundred thousand or so extra Americans walking around. Heck, Burger King would be packed!!

Second, if the aim isn’t armed overthrow, what is it? Contact and influence with the Bolivian military? The US already has military advisors, a DEA fortress, and a scholarship program to bring Bolivian troops up for torture training to the School of the Americas in Georgia. What more influence and contact does the US want?

I also have to say; it is pretty darn hard to hide US soldiers here in Bolivia, especially as tourists and students. The haircut gives them away, first off. I get sought out by a lot of the US tourists, students, Peace Corps volunteers and others that pass through Bolivia and I can testify that what’s in fashion is scruffy not buzz cut. Just to grow hair that long the Pentagon would have started to do planning on this months before Morales’ election last December – and as we know from Iraq, planning is not the Pentagon’s strong suit.

Now Morales, assuming the press reports are accurate, might have all kind of reasons for making the claim (his press spokesman says that evidence is forthcoming). My guess is he is just flinging wild accusations back in the face of charges from his critics that he is allowing a flood of Venezuelan soldiers into the country. I am not sure how they are disguised. The Bolivian Ministry of Defense, by the way, took out a large newspaper ad this week categorically denying all of the Venezuelan soldiers are flooding the border claims aired on TV by PODEMOS.

I tired to look on the Internet for photos of US tourists and students in Bolivia, to see if I could find any suspicious evidence for myself. I do think I may have found something. Here is a link to a photograph purportedly taken of some US Peace Corps volunteers in some, to be frank, highly suspicious disguises. I am sure, dressed as this, they have been able to pass into highly secret areas throughout the country, without notice. Those Pentagon types under Rumsfeld are wily indeed.

If our readers catch any sightings of these hidden soldiers, secretly reading military instruction manuals stuffed surreptitiously into the pages of Lonely Planet Bolivia, please let us know.

Could you shed some lights on recent doctor's strike in Bolivia against the influx of cuban doctors in the rural areas? What is this about? Who are the main players organizing the strike? Well motives are fairly obvious, no?

So Morales makes ANOTHER indefensible fruitcake claim demonstrating incredible ignorance / naiveté and all you can do is take another crack at insulting the American serviceman.

The Americans are sending terrorists to Bolivia to blow up 3-star hotels.

The Americans are sending assassination teams to Bolivia to take out Evo.

The Americans are secretly infiltrating soldiers into Bolivia.

Now look at his choices in the cabinet, his affair with Chavez, and what all else. Have you looked at his education plan? I thought that he must be incredibly cunning, but the more he opens his mouth, the more I’m convinced that he’s Froot Loops! But if you can’t defend him, then use distraction and insult the American military again. Way to go Jim.

Norman I agree with your first comment, Evo is going crazy with his new-found power over the army. - Though you forgot to mention his "taking over" US arms at the begining of his term, his call to war during Che's birthday, and yesterday's "vamos a mandar [al] ejercito" comment regarding the Brazilians.

Evo is being all paranoid, Jimbo tries covering for him by trying to be funny.
Reality is that there are Venezuelan soldiers in Bolivia. The Bolivian government admitted that prior to the inaguration Venezuelan and CUBAN soldiers and/or security experts arrived to "help". Venezuelan troops were also photographed providing security for Evo when he delivered the nationalization speech at the gas field.

As for US troops arriving in-country, disguised as students and tourists. I doubt Jimbo -even with his powers of divination - would be able to distinguish the scruffy special forces operative from the scruffy grad student. Yes Jim, they allow them to wear their hair long.
--- People who would be able to tell are usually highly trained counter-intelligence types like Cubans.....

Hey Jim,

Has it ever occured to you that before you started writing this Blog that some of these characters probably had nothing to do with their time and now, by spending hours combing over everything you write, they actually think they have a life.

Nothing is more pathetic than a handful of people who think that by ranting on a Blog comments section for themselves and a handful of others that they are actually doing something in the world.

I think they should contribute to your Center because without you, they would have nowhere to rant.

Good for you for making both Evo and the US look as foolish as they do over their back and forth tirades the past week. At least some of your readers get that, even if the ranters don't.

Keep it up and Bol-Nica-Norman-Jonathan, thanks for the giggles.

These are the options I see: 1 - everything Evo says concerning the US infiltration (and the other above mentioned threats to democracy) is true. No one so far is defending that, so I won’t go there. 2 – Evo’s accusations are false and a) he knows it, or b) he doesn’t know it. If he does not know what is so obvious to the participants in this forum, then he is far too gullible and easily misled. I don’t buy this one either. I expect that his accusations are false and that he knows very well they are false. (O.K. so I just proved he’s a politician!) Well, if he is intentionally lying (pretty obvious), and it is a very bad lie, why would he do it? Does he think that the average middle class Bolivian will believe him? Doubtful. Then who is he lying to? Who would believe such obvious nonsense? And… can they vote? He’s building a bogey-man to scare the naïve / simple folk. Why not? PODEMOS is using Chavez as their bogey-man. Is PODEMOS playing to the same crowd then? If they are, they are doing a poor job of it. Am I wrong?

It does get a little bit embarrasing, though, as a Bolivian, to hear our president saying all that and being covered by the international press. I guess its just a different way of looking at life -and politics.

Evo's "paranoia" is political posturing. The US has tried to infiltrate the Cuban government. The US has intervened militarily in many Central and South American nations, Colombia, Panama, and Nicaragua to name a few. The US supported a coup against Chavez in 2002. Evo Morales knows that the US doesn't like his policies, so he is sending a message by accusing the US of planting spies in his country. It doesn't matter if the accusation is baseless because the whole point is to let the Bush administration know that Morales' government is keeping a watchful eye for any possible US intervention. Chavez does the same thing when he accuses the US of plotting to assassinate him and invade Venezuela. It is effective because it forces the US to deny the accusation, and then the US will look really bad to the international community if they intervene in any way, even if it was through covert support of another opposing force, like they did with the Contras. Also, keep in mind that the US has also been using the same kind of "paranoia" tactic for decades. The Red Scare is the classic example and the McCarthy hearings were almost as ridiculous. The Reagan administration made the Sandanistas out to be agents of the Soviet Union who were launching a full scale offensive of the entire western hemisphere. The Bush administration spent months convincing the world that Saddam Hussein had such a huge stockpile of weapons of mass destruction that if we waited one more day to invade, it would be too late.

Don't be rash - even if Evo had a history of paranoia (not that any indigenous or person of color shouldn't be paranoid about the intentions, motives, actions, and behaviour of "white people") - which I don't think he has, he would be smart to be very careful indeed about what the United States was capable of doing to him or to Bolivia to re-asert its interests.

At best, you're being rash to ridicule EVvo for acusing the United States of ploting against him. You know full well the U.S. is capable of anything in order to pursue it's sinister interests.

The only other leaders I can think of who constantly harp about a coming yanqui invasion are Morales' two closest allies, Castro and Chavez. The latter two do it in a bid to shore up their flagging popularity. I am not sure why Morales is doing it, he's got poll numbers they don't. It makes me think he's only doing it because his two patrons are doing it and he wants to run with the big guys. It's naive.

Im willing to bet anyone venturing down in to the wrong place or Region is likely to get their head kicked in by some big Cholitas, thanks to Evos Flattering comments. What a Doosh Bag.

Well, I guess we can all stop harping on how Jim is a pro-Evo, died-in-the-wool leftist with his flippant dismisal of Evo's claims. Any true leftist would be quick to point out the U.S.'s prior clandestine efforts to undermine sovereign governments. The latter half of the 20th century is littered with them.

Maybe it is Jim's ignorance of covert tactics that will allow him to retain his lefty bias. If he only understood that the CIA wouldn't send in crew-cut soldiers to pull of secret missions he would be true to his liberal bias and support Evo's claims.

Of course, Jim is trying to bring a bit of humor to his blog. Unfortunately he is starting to sound like a CIA planted confusion piece used in order to discredit enemies and drive them bonkers. Come to think of it, I may be doing the same thing myself. That's why insisting on transparency and truth is so damn important. A dream.

I just chatted online with my sister-in-law in Cochabamba. She is taking a conflict resolution course there, sponsored by the same folks. They are offering them in La Paz, Cocha, and Santa Cruz. She surprised me, in that she believed the charges. But she soon explained that - ironically, because she's been studying so much for the course - she hasn't really followed the story. What I found interesting and worth sharing here is that her reason for believing that the course might have involved some spies was that she had read that the Cambas were bringing these people in to teach repressive tactics to police (and other?) in Santa Cruz as part of a broader effort among Crucenos to strengthen their position against that of the Andes/Evo/the national government, in part by getting cozy with the U.S. Now, that doesn't make sense given my understanding of the accusations. But it may shed some light on why the accusations are being made in the first place. This may have a little to do with Evo trying to promote his image as a victim of/threat to the U.S. and an opponent of foreign intervention in response to accusations that he's too cozy with Chavez, and even more to do with his efforts to isolate and cast suspicion upon his political enemies in Santa Cruz in the run-up to the Constituyente.

I dunno. But it doesn't seem entirely inconsistent with Evo's pattern of making these kinds of public (arguably nutty) accusations with one specific audience and political end in mind.

As far as whether the US might have spies in Bolivia or not, I don't doubt that they would. That does not mean, however, that they have the kind of spies these accusations describe. They sure have CIA, some likely working in the Embassy, translating newspapers and watching tv, etc., and perhaps others in more undercover positions. I would assume these kinds of spies existed, given both US history in the region and the current state of affairs in Bolivia and the region - except that they apprently didn't even have anyone on the ground in Iraq in the years between 91 and 03, so who knows what they bother to do in a place like Bolivia these days. I cannot imagine what advantage they would gain by sending people to take a course run by other foreigners. I would be looking at oil men,NGOs even, but not grad students in short, international courses. And whoever is there is not likely there to plan an armed takeover. It does make sense, though, that they would use Bolivian-Americans like the two accused students.

My admittedly unqualified (although probably as qualified as most folks here) take would be that these accusations are probably neither accurate nor quite as insane as they might sound, given both the political context in which they've been flung, and the real likelihood of U.S. intelligence agents in Bolivia.

This is a very interesting dialogue...as one of the grad students currently in Santa Cruz accused of being a U.S. "spy", we've been having much of the same discussion amongst ourselves. It is ironic that we came to study peace and conflict resolution, only to be accused of undermining peace and creating conflict. It's fascinating that someone took the time to google some of us...as you quickly discovered, none of us are that interesting...just students...

As another member of the accused group in Santa Cruz, I want to make one correction to a previous claim that the course in Santa Cruz, "Peacebuilding and Conflict Resolution" is also being held in other cities by the same sponsor/organization. That is completely false. This course was first held in Santa Cruz in July-August 2005 and again this year. But, this is the only course run by the Alliance for Conflict Transformation, the lead organization, in partnership with Nur University. I won't bother to respond to all the other discussion points, but have fun.

Readers of this blog, specially Bolivians, the last 4 entries, starting with Moriarty, are in deed of extremely importance by us; as a frequent traveler among the Bolivian central corridor, La Paz, Cochabamba and Santa Cruz; and a once in a while traveler to Yacuiba in the South and to Potosi in the altiplano; I sadly seeing and heard how our beautiful country is being tore apart because of the political greed of a few once; a strong animosity among us, regionally speaking was greatly enhanced with the Carlos Mesa government and now with the current government the intolerance among us is getting to its most sadden limits.
Even sadden for me, being a colla, is that is in my side of the country where most of the hate and untrue information is passed from generation to generation. When I was a child all that I heard from the Santa Cruz people is that they did not wanted to be Bolivians and that they wanted to be part of Brazil. That they were lazy and that everything that was done in Santa Cruz was given by us, from the highlands.
Today, everybody on the highlands that do not visit frequently, or live for at list 6 months in Santa Cruz, Beni, Pando, Camiri, Monteagudo and Yacuiba, doesn’t only believe that the Bolivians in that part of the country want to separate and that they own us everything they have; most of us actually now FEEL that they our enemy and are willing to believe any stupidity said about them. Most of us want to believe that every camba belongs to the Nacion Camba, how funny, do we believe that all Paceños belong to the Felipe Quispe’s Nacion Aymara?; no, right!!!
I tell you all, our current government and our president promised all of us during electoral campaign to do things differently, they promised INTEGRATION, they promised freedom, democracy, working for ALL Bolivians. But in half a year they only did, and in the worst possible way, what the old political parties had being doing; everyday they excuse their decisions giving examples on how the other governments impose their will in the past, I will say, where is the CHANGE !!!!
Let’s not be naïve and lets NOT be the part of the DEGRADATION of our nation, we wanted things to change, but for better and not for worse. Tomorrow is going to be a grate day for that change in Bolivia, I will be lucky enough to travel to Santa Cruz and I will participate in the Cabildo for the Autonomies, yes a colla. Because I being there the last time and I so thousands of other Bolivians arriving by themselves, no one paid them, no one forced them, no employment was at risk if they were not there, there was no chicote and we there were a bunch of collas, polleras included, hoping for a real change in our country. After that, since there were no tear gases, no vandalism, no rioting, no dynamite, I enjoyed a Chorizo Chuquisaqueño Sandwich. Tomorrow I am hopping to repeat the story.

well hello, interesting blogs everyone, I am a student here in Bolivia, in fact one of the students accused of being a spy. This whole time here has been very difficult for all of us. Try coming down to Bolivia to study peace and conflict resolution when you are suddenly being accused of being an amphibious commander or a sniper or something. The very thing that we are trying to avoid, or at least fix, conflict and war. Nevertheless to all of you questioning us, we are NOT spies, we are students. There are only TWO professors, the rest of us are all studying. SOOOOOO>>>> now you know that Evo has quite bad intelligence and is afraid of some international students studying peace in his country. It is quite obvious he just wanted us out, that was his way of trying, but, it didn't work. We are still here studying PEACE. p.s. we did not get arrested, well at least not all of us, but our passports were taken. Shit. Can I go home now?

A correction: Evidently, my sister-in-law's course (a post-grad specialization sponsored by UNIR Bolivia, offered in more than one city) is different than the course in question. My apologies. I really should not have dragged her into this at all - she was, as I said, admittedly uninformed on this particular topic. Also, she herself was not attacking cambas, but rather recognizes that the camba/kolla divide exists, had heard it referred to by a journalist in reference to this case, and noted that it seemed believable to her that it would play a role. And she certainly would not even have made such casual comments in this public setting. I'm sorry for even bringing it up. Welcome to the blogosphere!

My local University, with quite a good Latin American Studies program, has seen its excellent Cuban Studies program limited from going to Cuba anymore, because a faculty member...VERY loosely affiliated with it, was found to be a Cuban spy. Hope that Evo's spymasters haven't infiltrated the departments Andean studies program here either, no more trips to Bolivia.

JUST KIDDING....

What I get from some of the posts here, is Evo is trying to stir up the pot a bit, with some anti-Camba hate.

On the other hand, could it be that people are deliberately feeding him (mis)information???? He said he "believes" what Colonel Hugo says. I think El Chavo gets his kicks from firing people up, and causing minor diplomatic incidents.

What I find absolutely hilarious is the Bolivian Minister of Governments s explanations.
She says one guy is a military spy, because he "registered" at the U.S. embassy, because only "diplomats and military" types register at the US embassy.

Then she says that the course in question:

Los cursos de manejo de crisis y conflictos internos, por ser temas muy sensibles, importantes y con clasificación de reservados, solo están dirigidos a personal de alta jerarquía del gobierno y personal militar especializado en este manejo como ser unidades especiales, de inteligencia y de lucha contra el terrorismo
En estos cursos se entrena al personal en los niveles de decisión y de operaciones en situaciones de secuestros, rebeliones, amotinamientos y alzamientos armados populares..

Siendo demasiado sospechoso que personal civil, sobre todo estudiantes jóvenes, tenga acceso a esta clase de cursos, la titular de Gobierno, dijo a la ABI, que el caso es investigado minuciosamente por los mecanismos de inteligencia.

Assuming that Venezuelan and Cuban soldiers (which should usually be translated “doctors”) are entering Bolivia at the elected government’s request, wouldn’t it be reasonable to assume that the USA would get paranoid w/ Bolivia acting like an uppity sovereign nation by inviting these visitors on the USA’s persona non grata list into its backyard? Add to that the great moral & capital offense of Bolivia now putting itself in a position of benefiting from the wealth generated by its own natural resources and you have the historic scenario for more US clandestine presence up to God-knows-what.

I have no doubt that Morales spoke the truth. My only question is why did it take him so long to notice.

uh... No! Mr. Morales is involved in a political campaign at the moment and has no problem with lying to achieve his desired end state. The US would gain nothing by clumsily infiltrating soldiers into Bolivia. After spending a month in Bolivia, I have only encountered friendly smiles after declaring that I am an estadosunidense. I have not been accused of beeing a spy and other than this blog, the topic has never even come up. The US Government does not have James Bond type spies, and the Bolivian Government does not have the level of counter intelligence described either. Maybe some people working in the governments are still reading this blog, but even that is questionable? By the way; if you want to talk, you know how to find me. I would love to chat!
