The Iraqi Refugee Crisis - Report from an Eyewitness

According to Washington Post reporter Bob Woodard, in his book Plan of Attack, then-Secretary of State Colin Powell warned President Bush that by invading Iraq the US would be bound by the Pottery Barn rule: "You break it, you own it."

By any definition imaginable, the US invasion of Iraq has left the nation more badly broken than even the war's fiercest critics imagined. The stories of violence have left us too numb to absorb them. Estimates of Iraqi deaths soar from 150,000 to 600,000.

Last night here in New York City, I sat down with my old friend Cathy Breen, an eyewitness to the war, and listened to her tell about the Iraqi human rights crisis that has virtually escaped public notice – the flood of desperate Iraqi's trying to flee the violence the US ignited – hundreds of thousands who want to get out and can't.

A Voice of Conscience from the Start

Cathy Breen is no new recruit to the cause of human rights in Iraq. I have known her for more than fifteen years. When I first lived in Bolivia in 1991 Cathy was a Maryknoll lay missionary, a nurse who lived humbly in a poor neighborhood and helped her neighbors with everything from health advice to maneuvering through the maze of Bolivian bureaucracy to secure birth certificates for their children. In 1997 she returned to the US to be nearer her aging parents and took up residence in a Catholic Worker house in lower Manhattan – living humbly once again amidst the homeless, the disturbed and those who sought to make a life by their side.

She also threw herself full scale into the issue of Iraq and the US economic sanctions that cut people there off from medicines, food and other essentials, leaving thousands dead as a result. To ask Cathy how she was in those years (the years between the wars) was to hear accounts of her vigils at the UN and her efforts to let people in the US know what the impact really was of those invisible sanctions.

In 2002 when President Bush started his campaign to push the US into preventative war in Iraq, Cathy responded by moving to Baghdad. As a member of the group Voices in the Wilderness, Cathy lived side by side with the families that would bear the violence the US and its "Coalition of the Willing" threatened. She wrote reports home to her friends and returned to the US to sound the alarm. After the war she returned to Baghdad once more. But eventually, as George Bush's Iraq descended into civil war she found her presence a threat to those she sought to help (being associated with an American is akin to a death sentence) and returned to the US once more.

A Million Refugees and No Room at the Inn


From March to September of this year Cathy returned to the region, planting herself in Amman Jordan and immersing herself in the latest Iraqi human rights crisis to not make it on to the world's radar screen – the flood of Iraqi refugees trying to get out and being told by nation after nation, "Sorry, no room at the Inn."

According to one UN human rights commissioner Cathy spoke with in Amman, there are an estimated 700,000 Iraqi refugees in Jordan alone. Other estimates, Cathy told me, put the number closer to a million. But the Jordanian government has no interest in becoming permanent host to the flood of refugees set loose by Washington. Legally they can stay three months and then they must go. One of the Jordanian prerequisites for permanent residency is $100,000 in the bank.

Families that have faced unspeakable violence at home face the constant threat of deportation back to hell. The US government, says Cathy, has its own plan for helping the refugees escape. In 2006 the Bush administration allotted all of 500 slots for Iraqis to come to the US.

In Jordan, living with and among the Iraqi refugees there, Cathy heard account after account of women raped in the presence of their families, of vicious kidnappings for ransom (some carried out by Iraqi security forces), and of violence at a scale and brutality few of us can imagine. So she set off to the foreign embassies, more than 20 of them, to find out what could be done to open foreign doors to the Iraqi's fleeing the violence. Some were polite – "The Japanese served me tea," she told me. Others, including that of the country that began the war, wouldn't let her in the door. None had plans to address the crisis.

In January Cathy Breen will return to Jordan to take up the refugee cause there once again. Before she leaves, her group (renamed Voices for Creative Nonviolence) will be issuing a report on the refugee crisis. We'll be posting that here and doing all we can to help her get out this story.

Thank you Jim - great to see this support for Cathy's great work and important message about the war's refugees. I was lucky enough to be a Maryknoll Lay Missioner with Cathy in Bolivia in the 90s, and her wisdom and example played an important role in my formation. Her dispatches from Iraq and Jordan have been some of the most insightful writings I've seen on this war. "Unembedded reporting" with heart and a deep human connection to it all. I look forward (tragic as the situation is) to reading more.

You do not need a war, civil or not, to create a refugee crisis; you just need a Country’s unwilling economic conditions, followed up by an authoritarian government and all of a sudden you have a Bolivian Refugee Crisis, like the one in the hands of Evo´s MAS totalitarian government which no regime’s human rights wanabe advocate want to write about. It looks like not even valiant nurses want to go to Bolivia these days and prefer safer grounds like Iraq to expose the excesses of the ones that uphold the power, momentarily.
Yes dear Cathy Breen, your old pal Jim is one of the few “human rights advocate pretender” in this world that supports vehemently a government that sends their zealots inside a Catholic church to violently remove people that were under a hunger strike requesting the return of democracy in the Country. This “violence at a scale and brutality few of us can imagine” is happening today en Bolivia just because some of us want to live in a free country; brutality that not even happened in the Inquisition where churches were respected as asylums, or brutality that not even know empires like the British crown used against people like Gandy going on hunger strikes.
So, like Iraqis in the Middle East, there is no real hope for the hundreds of thousands of Bolivian refugees in Europe, Argentina, the USA and other Countries; the lowest numbers today give us over a million people searching for a better place to live outside of Bolivia. And like it is happening to the refugees of that Country, the European parliament just told us than since march or April of next year our “services” are not longer welcome and the Inn’s, the Sheraton’s and the rest of the Hotels will be closed for us in that continent.
Please Cathy, please, come back to Bolivia and give Jimmy Boy a good sermon, do crush on his Democracy Center, maybe that way the Regime’s zealots will not throw rocks at their window like they did to the People’s Advocate office in La Paz after trashing the church; because, God forbidden, he was supposedly speaking against the government. I guess Garcia Lineras did not understood in the hundreds of books he supposedly red that the People’s Advocate was there to protect the people from the government’s abuse; how then will defend the advocate from the government; It has to be you Cathy Breen, I do not see anybody else that can do it.
Nerveless, if you don’t come, we will stand up for you, we understand, in the next few months Iraq might fill like a Summer Camp to you comparing to Bolivia, good lack Cathy, good luck.

I just to be a frequent reader of this Blog. It used to have some good things to say, and good arguments. Now, it just has no sense. Bolivia is burning, or at the edge of it, and all this blog talks about is everything else.
So, I think you should made some changes:

The Blog is called "Blog from Bolivia". Take the name of my country out, if what you talk has nothing to do with it.
Your center is called "The democracy center". What democracy? Don't you guys see what is hapening in Bolivia? Is this democracy? Aren't you supposed to be writing to defend it? Then DO IT! Say something! Don't you see it?

Obviously, I am not so naive to think you dont see it, you see it, you are happy with it. Probably you are even paying for all this to happen. A totalitarian leftist government. Such a good experiment Jim? Such a good excuse for an intervention, for a crisis, for more funding for your center?

Your MAS background is so obvious. Whenever "las papas queman" you just divert attention to other aspects (I am not saying Iraq isnt important, it surely is, but that is not the subject of this "Blog from Bolivia", is it?)

People like you, with the power of the word, should be more objective. Bolivia is not MAS, not Evo. We are not happy with him, and with what he is doing. Why do you back him? He is clearly not democratic! Can't you see it? Can you write about it, please?

This is the hypocrisy of extreme wing radicals (both right wing and sinister wing).

Take the trial of Goni, if he is not lynched, justice would have not been served according to them. They don't care about due process, jurisprudence, rule of law, evidence, or the fact that a responsible government must use force and even kill people to quell violent protests (led by people who refuse to negotiate) that have held 1.5MM people hostage, without access to food or economic sustenance.

On the other hand take Evo's desafuero. He clearly violated laws, instigated violence, caused economic damage to businesses in the Chapare region. However, according to these radicals, this was an injustice.

The same happens with Fidel. People like Jim, who wave the democracy flag, completely ignore the fact that he is a dictator. Why is it that Cubans don't deserve free elections? If Fidel is doing such a swell job, he surely would be elected president. Chavez is at least doing better in this department.

I have not read the archives, but I'm willing to bet that Jim was outraged at the use of tear gas to clear MAS violent protests. I'm sure there was no mention of poor Bolivians who were stuck in flotas for weeks, with no food, money, desperate to get home. No sympathy for the old, children, pregnant women. Why should they suffer because 2,000 families (a minuscule segment of the population) want to cultivate a coca leaf that is not meant for traditional use? However, if 700,000 cambas want more autonomy, they call it a Serb-Croat minority.

When violence is used to clear a PEACEFUL protest (taking place in a Church) that is not violanting anyone's right of free transit, employment, etc., etc.,....Silence.

So I ask again, to Jim and Grindio, do you believe that all humans are created equal and should have equal protection under the law? Or does the 500yrs of injustice means that natives are entitled to impose injustce for another 500yrs? Impose it on a population that derived no benefit (sure there are may be 1,000 families that enjoy a benefit today, but face it, they are in Miami by now) and was not responsible for it?


Mr. Schultz, have you no decency?

I dont know how you can compare Iraq to Bolivia. Even with the poverty and political situation Bolivia is alot safer than most countries in the world even many places in the good ol USA. I was there during the "overthrow" of Carlos mesa and yes there were blockades and conflicts but certainly not violence and brutality like nowhere seen before. Evo was elected to make changes and those changes dont come easy. Im not saying hes perfect but it definitely shows a change in the consciousness of Bolivians and that the country is moving in the right direction. I just hope that the government gets the basics covered like encouraging sustainable solutions such as Rainwater harvesting, revival of traditional sustainable agriculture but I guess that happens at a grassroots level. I dont understand the people who are whining on this board. You all have oral diarrhea, stop talking so much SHIT. If you want to live in a dreamworld where you can make a living pushing pencils and papers and exploiting people come to the US. there plenty of opportunities here.

Also, I find it very hypocritical of you to whine about "a dreamworld where you can make a living pushing pencils and papers and exploiting people", when most people in the developing world would give their right arm to be where you are - in the United States, in a comfortable middle-class (if not higher) existence.

Maybe you should put your money where your mouth is, and try to surive outside the USA. I bet you wouldn't, and couldn't.

Frank IBM, I actually live in Queens where new yorks finest (cops) shot two unarmed men 50 times and killed them hours before one of them was to be married.
I dont see whats wrong with farmers (you know the people who grow the food me and you eat?) rediscovering simple techniques to live better and take care of the environment. Yes I do realize that most people in "third world countries" would kill to be where I am but that is why its important to encourage ways (instead of ridiculing them) for people to be able to get out of the slums, live self sufficiently and dignified instead of coming to the US to exploit the people they left back home. I think you need to get off your computer a little more, get some exercise (Im pretty sure your overweight)and think about what where gonna eat once we turn the worlds forests into SUVs and IBM computers.
