The Presidents Come to Cochabamba

Dear Readers;

Don't worry – I was never under any impression that all those siren-wielding motorcades and rush jobs to plant gardens near the airport had anything to do with my return here to Cochabamba this morning. That honor goes to the fact that the Presidents of more than a dozen Latin American nations are due here Friday for a regional summit.

All this is a big deal for Cochabamba. The city has scrambled for weeks to find enough fancy hotel rooms and to clean up all the small corners of the city that Presidents might pass. I can also report that somehow (temporary or permanent, I can't say) the city has also gotten rid of that putrid smell that wafts ever-present in the air from a tannery near the airport. The best credit goes, however, to the newly arrived summer rains which have begun to paint the surrounding hills their annual redo to lovely green.

Here's a report from The Democracy Center's intrepid Gretchen Gordon on the Presidents coming to town and the parallel "social summit" being held here this week as well. We'll have updates over the next few days.

The Presidents Come to Cochabamba

Traffic is bad in Cochabamba, but this week it’s not because of civic strikes or blockades. The city is making arrangements for the arrival of 13 heads of state this Friday for the two-day Summit of the South American Community of Nations. At the same time, yesterday, the 2nd Summit for a People’s Integration kicked off its program of workshops and roundtables to put forward proposals from activists throughout the hemisphere.

The Presidential Summit

The summit process of the South American Community of Nations has an interesting history. It grew out of a series of meetings of South American presidents starting in 2000, focused on developing commercial and physical integration within the continent, or in other words, free trade and infrastructure.

In 2004, though, the direction of the summits changed, due in large part to a push from Brazil for a broader political integration. The creation of a “South American community” was proposed. The 2004 Cuzco Summit declaration described a “South American space, integrated in the political, social, economic, environmental and infrastructural spheres,” and affirmed that “South American integration is and has to be an integration of the peoples,” though the concept was still without concrete objectives. The summit taking place in Cochabamba will be the 5th summit of South American presidents, but just the second under the banner of the Community of South American Nations.

In October, Evo Morales sent an open letter of proposal for the summit, calling for a concretization of the idea of a community of South American nations, including “a treaty that makes the Community of South American Nations a real South American bloc at the political, economic, social and cultural level.” Morales also proposed several initiatives, including linking social service provision, including water and energy, a coordinated fight against corruption, a South American development bank, the linking of state enterprises, fair trade initiatives, and physical infrastructure projects that promote local development.

The Social Summit

The parallel grassroots gathering, the Summit for a People’s Integration, is being coordinated by the Hemispheric Social Alliance and the Bolivian Movement for Sovereignty and Integration with Solidarity of the People (it doesn't translate that well in English). Summit organizers predict upwards of 2,500 participants from throughout the Americas, from indigenous campesinos to non-governmental organization representatives and activists. Eighty-six workshops and roundtables are scheduled over four days, ranging from the gender impacts of various integration models, to experiences with increasing social control over water resources. Events are organized around 13 main themes including: energy, water, agriculture, migration, social rights, financing and militarization.

This year’s People’s Summit builds on the recent success of fights against the proposed Free Trade Area of the Americas (a free trade agreement for the hemisphere) and the expansion of the World Trade Organization. Now, rather than focusing on defeating free trade proposals, the popular summits are dealing more with developing alternatives for proactive positive integration. Looking far beyond commercial agreements, the idea of this social and political integration reflects a belief that the countries of Latin America have the opportunity to improve their individual situations by working together. While often having its paths dictated by external forces including international financial institutions, trade regimes, or the U.S., a more united and integrated South America would stand a better chance of “regaining its sovereignty.” Organizers describe the summit as part of a “long process of constructing proposals for an America that is integrated, free, sovereign, and inclusive.”

Examples of this different type of integration include programs of food security, environmental cooperation, or mutually beneficial trade agreements such as the People’s Trade Agreement recently signed between Cuba, Venezuela and Bolivia.

This year’s summit will differ from its predecessors in that for the first time there will be a formal exchange between the official summit and its popular counterpart. Heads of State will address the People’s Summit and take proposals developed during the event.

What to Expect

Though these Summit events are usually more about relationship building than actually developing concrete plans, they will be interesting processes to watch given the recent social and political currents in the region. As more South American governments – Brazil, Argentina, Venezuela, Bolivia, Ecuador - have to varying extents rejected the one-size-fits-all economic model of free trade and deregulation, what will they put in its place? To what extent can these nations find common ground on which to pursue greater integration, and what kind of integration will that be? Will it really break out of the old economic mold? Will it really be “an integration of the peoples”?

I am happy to see that the enviornmental issues are being discussed. I have often wondereded how a guy like evo Morales can just use his "la hoja de coca" no es droga, rehtoric to romance all the travelers and other politicans with tourist mentality into believing that the worlds problems can be solved by growing more coca. THe Chapare and its coca was never indigenous to the region and it has severe enviornmental impacts with the use of pesticieds and poor growing techniques. The "wachu" method was never implemented in that region, coca growing there was a result of economic factors such as the collapse of the Tin mines and the creation of an informal sector to make cocaine. Perhaps this is what he identifies with so strongly, but he should not over look these facts at the expense of the enviornment. Evo and company need all the help they can get since it is apparent that he has no idea how to run a country, but with out him in there as the "puppet president" road blocks and protest would be even more violent.

Anyone with half a brain and cursory knowledge of LatAm history knows that nothing, absolutely nothing come out of this summit other than long winded declarations, vision statements, and with good luck, a schedule for further useless meetings and summits.

THE KNEE-JERK question about Latin America these days is whether the region is "turning left." The flip answer is: "Obviously yes, look at recent elections." But the serious response is: "Your question is irrelevant." What is happening in Latin America today has little to do with "right" or "left."

To be sure, members of "old left" parties have been elected in Chile, Brazil, Uruguay and Peru. But these leaders all seem to understand that Milton Friedman was much closer to understanding economics with his focus on monetary stability and markets than poor old Karl Marx, and their economic policies demonstrate this. So does this make Friedman a "leftist" or suggest that "left" isn't the point? Other serious leaders in the region who owe more to Friedman than Marx include presidents Alvaro Uribe in Colombia and Felipe Calderon in Mexico.

Then there are the very noisy "pseudo new left" types, led by just-reelected Venezuelan President Hugo Chavez with his hangers-on in Bolivia, Ecuador and Nicaragua. There are Chavistas who were near-winners in some other countries as well, including Mexico, from whom we will hear again if the more moderate leaders fail to meet national demands.

These characters may in some respects be well meaning, but they are largely rudderless, reactionary anti-American populists and/or fascists whose old populist ideas will fail in the future as they have in the past.

The guru of this pseudo new left is, of course, Cuba's Fidel Castro, whose famous phrases of the 1960s are being revived by Chavez, along with lines snatched from Simon Bolivar and Mao Tse-tung. Yet Castro is no Marxist. Rather, he's an egotistical, anti-American manipulator of nationalism — but at least he had coherent plans and was thoughtful rather than all spleen.

So if "left" is irrelevant, what are the issues? One must note first that if Latin Americans today think they live in the best of all possible worlds, as a recent remark by former Mexican President Vicente Fox seemed to suggest, then there is nothing more to discuss.

But if, as many polls show, the majority want more food, better homes and jobs, quality education, equal opportunities and rights and security under the law, then the basic problems are well known to all serious leaders in the region. They are:

• Poverty, inequality and the inability of the region's leaders, parties, ideas and institutions to significantly improve conditions for most people under any form of government — right, center or left; military or civilian.

• Frustrations with the above conditions have been exacerbated over the last 15 years by the failures — often demagogically blamed on the United States — of most of the highly touted economic, social and political reforms of the 1990s.

• Region-wide anti-Americanism arising from many sources, including U.S. indifference to the region and anger at arrogant U.S. policies, such as those on illegal drugs and Iraq.

It is not clear, however, that most serious leaders really recognize the fact that the region's main problems are internal. Seeking scapegoats is one of Latin Americans' favorite pastimes.

But another challenge has arisen: China and developing Asia. Despite its current relatively high growth in gross domestic product, history suggests that Latin America will soon tumble into a new crisis and continue falling further behind developing Asia.

Most of Latin America is in fact ambling toward irrelevancy except as the source of food and raw materials for the developed world and the big cats of Asia. The only people who can turn that around are capable and determined leaders, along with a public that will eschew the quick fixes of caudillos such as Chavez and face real challenges pragmatically over the long term.

But what about the Respect of Law and Democracy in the host Country ?

Actually half of "the People" of Bolivia are disagreeing with the violation of laws and even constitution by the MAS and its leaders (president Evo Morales and Vice President Garcia Linera).
Solidarity is OK, but it can only work by respecting the law and in consequence democracy.

the william ratliff post is weak in its analysis. some could even say that "Anyone with half a brain and cursory knowledge of LatAm history" understands that comparisons of the sort that are made are stupid. to suggest that morales, correa and ortega are chavistas is stupid. its lazy analysis, each one is different, and while there are similarities, but they are all different, and while chavez may lend them support, they are happy to use chavez if its helps them.

furthermore the poverty, inequality issue has not changed, but worsened, since friedman's neoliberal ideas were followed - though it can be argued that they were not neoliberal enough, as i'm sure some will. even in chile, there is 20% poverty, and this from the prime success.

towards the end of the piece, it is suggested that the public must "eschew the quick fixes of caudillos such as Chavez". while there are many aspects of chavez's rule, and rule being the word, that are troublesome from a demoractic perspective, he actually is trying to diversify. to what extent is open to debate and what its impact is can also be debated. but the ideas are least on the menu. for example, the recently opened iranian car plant, and as the original piece points out plans for a south american gas pipe line.

traditionally, intra latin american trade has been poor, however the new leaders are it appears aiming to increase intra-trade. and this brings me back to the original comment of the poster who suggests that these summits are useless - they're actually trying to get things moving on economic, social, and political levels. of course its not a click of the fingers, massive institutions meeting as governments are very complicated - witness the EU, but overtime as issues are framed in terms of regionalism, and instititions become familiar with this operating field, then who knows. did you actually read the piece you submitted?

and the anti-american line - its tiring, the use of the word "indifference" beautifully captures the mindset of the author. if they are indifferent then why are there policies concerning the region? what everyone in LA is pissed because the USA don't want to deal with them???

and why hit gretchen - the piece is about the summit and sub-summit, giving one a flavour from a particular angle about on the ground happenings.

Don't get offended, but I think this might more factual than your generalities.

Ratliff does simplify things, but he is generally right in saying that there are two types of "socialists" in LatAm.

Chavez might be opening a car plant and other interesting things with Iran and North Korea, but the fact is that today there are less than half the number of firms than when he got started. The pipeline is just a pipe dream. Economically it will have to compete with Chile and enviromentally it would be a disaster.

I agree with intra-regional trade, the topic actually won the Mckinsey best article of the year award this year. However, in the case of LatAm the countries are more likely to compete against each other than be complimentary. If you analyze the factor endowments and comparative advantages, Bolivia is better of trading with the US and the EU than with Peru or Ecuador. Aside from this, contrabandistas have a defacto free trade agreement with the world. With a TLC, we can at least bring them out of clandestinity and get some favorable terms with other countries.

Milton Friedman didn't fail the region. Corruption, lack of oversight, unrealistic expectations, extremely high fertility rates, and specially a horrible justice system did.

Finally it might not be completely fair to take a swipe a Gretchen, but you can't deny the fact that this Bolivian blog tends to ignore news that are not favorable to Morales. I voted for Morales, I think he is doing some great things...but there are some things that are not kosher.

I would read the press coverage of the Summit, many have already called it a failure.

Now, something you might not understand. When two people, or countries, trade both of them benefit. Otherwise they would not enter into the transaction. Of course you have to manage trade/competitive distortions.

Of course, I don't expect you to agree, after all you smell like the type of person who would call for a roadblock if I told you that the Law of Gravity was discovered by an Anglo....surely, it must be an imperialist tool.

The peoples trade agreement is not a commercial agreement, but a political alliance.

But you radicals are such hypocrits. You fight tooth and nail against the US, but bow down before the Soviet Empire, Cuba, or Chavez. You use the constitution to declare oil contracts void, but turn a blind eye when Evo violates it over, and over, and over again. I can go on and on naming the hundreds of times the double standard appears, but why? You are just like Bush, I'll show you all the evidence of why you are wrong, but you will still say that you would invade Iraq.

Whereas, for people who have Bolivia's interest at heart (by definition, those reading this blog) "la creación de una secretaría general de la Comunidad Suramericana de Naciones (CSN)" and designating Cochabamba as its "sede" are reasons to regard the "Summit" as a success for Cohabambinos and Bolivianos.

If by way of the internet, there is anything that smells, it is your education as evidence by the stench of what you wrote below:

For a guy that's working to fight poverty, Hugo Chavez sure goes all out for himself...

He showed up with over 100 people in his entourage. I didn't count them at the airport on Thursday but it took three busses and seven Land Cruisers to transport them... And this was on his multi-stop SA tour. Did he take them everywhere?

Read BBC regarding the election and many, many ex-pat Venuzuelans complain of corruption. Perhaps it's true.

Oh, in case you are wondering why this is posted on the Bolivian blog; according to our president Hugo Chavez is "Nuestro Comandante..."

Truth hurts, doesn't it? I beg you to please refute at least one argument. But not by insulting me, like you enjoy doing, but addressing the point. I'll give you a frebbie: Why is ok to to be subordinate to Chavez?

The overall point is that people like you don't take an arugment by its own merit. You first have to know who said it before you figure what to think. Some conservative says corruption plays a role for the mess LatAm is in, and you call him a hack. Someone like Jim says the US is solely responsible, and it is the Gospel. Can you refute the fact that Jim and Gretchen profit from the misery in Bolivia? For Christ's sake he had his son studying at the AFS Calvert, monthly tuition there is more than what most of middle class Bolivians make in a year.


BTW I'm happy to have added "cursory" to you vocabulary. Very glad to educate you anytime I can. Also the word is "cite" not "site" Your first sentence is a run-on. It was called "Sudamericana" not "Suramericana" People from Cochabamba are called "Cochabambinos," not "Cohambinos" but others call them "Cochalas" Internet should be capitalized. And a cursory reading of the rest of what I wrote would not tell you much, because it would have been a cursory reading
