Cochabamba: Somewhat Back to Normal but Waiting

Cochabamba is relatively back to normal today, with the obvious exception of the Central Plaza which is still occupied by groups demanding that Manfred Reyes Villa resign. How long this version of “normal” will last is anybody’s guess. What will happen next will be determined by a whole set of behind-closed-doors conversations happening in Cochabamba, Santa Cruz, and La Paz.

Here in Cochabamba there are even more people coming to the city from rural areas of the department (it is important to keep in mind that the area Manfred serves includes all of the rural areas far beyond the city as well), preparing to put large numbers in the Plaza for a rally and show of force Tuesday.

Over the weekend Evo Morales came to Cochabamba and met with leaders of the protest, calling their demand for resignation “legitimate” and he did not call on them to end the protests. Instead he pushed for his proposed law allowing the recall of officials, encouraged Reyes Villa to return from Santa Cruz, and offered to help mediate between the protesters and the embattled governor. Reyes Villa, for his part, had pledged to stay in Santa Cruz, not for his personal safety, he says, but to prevent additional confrontations aimed at forcing his resignation.

How can one read all this?

As for Evo, he has clearly either chosen not to use his influence to call off the protests or his base in Cochabamba is now acting with such a level of independence that he can’t. He has essentially taken the position: Hey Manfred, this is your problem, not mine and good luck fixing it. I doubt that is a position that will sit very well with the majority of Cochabambinos, who aren’t especially loyal to either side of the “Manfred should resign” debate and just want their city back to normal. I think they want their President to do all he can to find a peaceful resolution.

As for Manfred, he probably could have picked a better symbolic place for his short-term exile than Santa Cruz. He risks looking more like a Camba wannabe each day, but I can understand why he wouldn’t especially want to just fly back to Cochabamba. If I had six thousand people really, really pissed off at me I’d be cautious as well.

I had a thought Sunday, an image than won’t come true. Looking at the sad coverage of two families burying their loved ones over the weekend I wondered if the Catholic Bishop here, Tito Solari, couldn’t pay each of them a visit and say, “Only your two families, together, have the moral weight that might make all sides commit themselves to a peaceful solution. Will you join me in a news conference together?”

I realize the stakes in this conflict are high and the issues are important, for everyone involved. But leaders on both sides can and ought to commit themselves (and mean it) to no additional violence.

A Note to Worried Parents

I know that there are a lot of readers of this Blog who are from the US and have kids living or visiting Bolivia – Peace Corps volunteers, semester abroad students, and the like – and get nervous when they read about the incidents of violence that we have reported on here. I am a father too.

It is important to understand that when outbreaks of violence occur like those last week, they are confined to a very small portion of Cochabamba in the city center. Unless you live in the Center (as many Bolivians do) you really have to go out of your way to get in trouble. If people, like your kids, want to stay out of trouble it is easy to do so: just stay clear of the center of town. Not all of us follow that advice, but you are welcome to suggest it to your kids (as I have to mine).

I was directed to this blog by a friend of mine. My name is Daniel T. and I would like to share my experiences and thoughts from someone who was actually in the middle of the "war" on thursday. I, like most of the citizens of the city of Cochabamba voted for Evo for president and Manfred for Prefecto. I feel very confident in saying that I speak for the majority of middle class Cochabambinos who voted for Evo in saying that we now regret that very much.

It all started with the siege of the city by mostly cocaleros from the tropics of chapare. Please don't be fooled by reports that these were "peaceful protestors" in our city. I was there at the plaza 14 de septiebre when they burned the prefectura building. There was nothing peaceful about them when they spit on, yelled profanities at, threw trash, burned cars, destroyed streets, beat reporters and citizens, and threatened to "kill" anyone who did not have the same position as them including senior citizens.

Do you want to know why the citizens of the city were armed on thursday? It's because on wednesday when there was supposed to be a peaceful gathering of anti-cocalero demonstrators at the plaza de banderas, the cocaleros got wind of it and armed to the teeth destroyed and burned the stage and speakers to be used for the gathering. They waited and chased away anyone who approached with sticks, rocks, and projectile fireworks, including whole families with children. Boasting how they had chased away thousands of the manfredistas and that they would "kill" them if they dared return.

So on thursday I along with roughly 20,000 of my fellow Cochabambinos returned to let them know that enough is enough and we will no longer be pushed around, intimidated, and bullied. It was an ugly site, and i'm not here to claim that everyone on the citizens side is a saint or everyone on the cocaleros side is a demon, because that's inaccurate. There were racists and bad elements on BOTH sides. And believe me the cocaleros were not the only ones innocently being beaten.

I heard how they tried to say that the people on the citizens side were paid mercenaries or cambas from santa cruz. I want to let everyone know that those rumors are FALSE. The people there were Cochabambinos like myself. I don't own any large lands, i'm not part of any oligarchy, I don't want to repress the campesinos, I voted for Evo, thinking he might actually turn things around. I see now the only thing he's done is divide our country.

My conscious is clean, i was not armed and did not beat anyone, and the same can be said for the majority of the citizen protestors.

Who is mostly to blame for what ocurred? i don't know, what i do know is that we as cochabambinos are tired, absolutely tired of people who don't live in our city coming in and destroying our private property, intimidating our families, and blocking our roads, and our way of life everytime they feel something is not their way. It's very easy to destroy, but not to create. Sure what do they care if they destroy our city, they don't have to live here, pay taxes here, or work here. Make no mistake about it the Cocaleros came in armed with rocks and sticks from the beginning.

I knew the victim Cristian, he was a classmate of my cousins when he went to La Salle before he transferred to Anglo. And believe me he was not a "Pro-Manfred Thug" He was at the protest with his dad. Like many people at the protest they were there with their families. His father, who is still in the hospital, was being beaten severely and Cris tried to save him and in the process was beaten, hacked with machetes, and hung until his last breath of life escaped his mutilated body.

We were completely destroyed at the news of Cris' death. My grandmother weeped all day at the news that Cris, who had been at the house a few days ago was now laying on a slab at the morgue.

I did not know the Cocalero who was killed but i hope his killer is caught and sentenced to jail. But I don't like how they use his body as some sort of martyr and parade it around like it was Jesus, mentioning how he was murdered. Yet they never bother to mention how Cris' was butchered in such a manner no one deserves.

The city I was born and raised in is now somehow different. It is not the same Cochabamba I knew. There is a certain tenseness in the air and divide across my city. Will it ever go back to normal? I don't know I hope so. Many people are so fed up they feel as though, "to hell with it let's have a civil war already and divide up the country". I hope that doesn't happen. But i know the citizens of this city are absolutely outraged at what happened.

If there is to be another confrontation I guarantee there will be more than 20,000 citizens out in force, and this time everyone of them will be armed. You have to remember that the citizen protestors were mostly only from the zona norte, where i'm from. Next time all parts of the city will unite. I will not hesitate to be at the front and armed. You have to understand that, enough is enough, at some point we have to make a stand. When will it stop? when will our lives stop being turned upside down by people who don't agree with a certain law or governor.

The sad part is I was as the Viedma Hospital, where my aunt works, where many of the injured are treated. I heard many injured cocaleros cry and complain how they did not want to come but there was a $250 bolivianos penalty per day for those who did not come to protest in the city. It's sad because many of these people are more concerned with their crops and lands than politics. They're used as cannon fodder and martyrs for those syndicate leaders who don't have the balls to be in the front lines.

Evo is playing with fire because he had the power to stop this and instead he and his party members including his minister of government incited it, by essentially incapacitating the police by firing the police chief for gasing the cocaleros before they burned the prefect building.

Evo had the distinction of being the first indian president, and if he's not careful he'll have the distinction of being at the helm when the country fell apart and ceased to exist.

I don't know what will happen but I hope god helps us all. Thank you for your time.

I opine it shows he has authored an international terrorist’s pamphlet of wildly distorted and exaggerated statements of facts and opinions disguised as facts wrapped within unsupportable conclusions and/or allegations that underpin a use of a wire device to communicate terrorist threats designed to chill gringo[a]s' (including and not limited to Bolivian-American's like myself) federally and state protected rights, including those under the California and United States Constitutions.

When I have the time, I will do a line by line refutation of his case. It is nothing less than a paramilitary neo-fascist's plans to act in concert with like-minded others for reactionary repression practices and policies that historically plague Bolivia and murdered relatives I never got to meet and is the reason why my family was forced to seek asylum in the USA. This unmonitored forum should be for ideas that build democracy and NOT be abused by those who seek to cause fear to those of us who seek to make Bolivia a more just and free democracy that does not depend on violence to adjudicate its controversies or issues.

In the alternative, all costs incurred determining said information through your ISP and electronic discovery shall be charged against you as court costs. Currently, I am doing my due diligence to meet the standards of Rule 11 of the Federal Rules of Civil Procedure's requirement to bring only justiciable controversies to the US Federal Court. Jim, Daniel T.'s comments seem to differ from much of what you had posted. I know you said that you don't directly respond to comments, but since Daniel T. and yourself are the only two eye witness accounts to the events of last week who have posted their versions on your blog doesn't he deserve a response? Or don't we, the readers of your blog who can't be at "ground zero" and count on you for info that we can't find in the mainstream media deserve a clarification of these two opposing eye witness accounts. After all why should your version/word be held in any higher regard then his? You may say that Daniel T.'s report is slanted because of who he is, but haven't you and the Democracy Center been historically slanted also (your occasional forays into mildly criticizing Evo not withstanding).

Tom, why do you say that Jim’s comments are any different than Daniel T. A couple of posts ago Jim bragged about being published in the “Pacific News Service”, where he sent an article saying the following paragraphs:

“Last week, several thousand union members and people from the countryside descended on Cochabamba's colonial central plaza and demanded the governor's resignation. When protesters began throwing rocks at the police guarding the state building, those police responded with a barrage of tear gas. After the gassing, some in the crowd (protest leaders claim they were infiltrators seeking to provoke conflict) set fire to the building's front doors and bottom floor offices.” Daniel wrote, “Please don't be fooled by reports that these were "peaceful protestors" in our city.”. Since I also was there I already posted how the throwing of this rocks to the police in an intend to take the state building was planned around coca chewing and alcohol caiman. Something that happened just before Jim’s “began throwing rocks”. Jim, is clearly accepting that the Evo backer started the violence.

The difference is that Jim has a political agenda that needs blood shed to persevere; which it implies, that for him, it is perfectly good that armed and paid toughs siege a city in order to expel a democratically elected leader because of what he said or thing. Off course, we know the Jim and the Regime is much more afraid of what the democratically elected leader can “do” if not “controlled”. In fact, Jim is very happy when, like Tom wrote, “cochabambinos are tired, absolutely tired of people who don't live in our city coming in and destroying our private property, intimidating our families, and blocking our roads, and our way of life every time they feel something is not their way. It's very easy to destroy, but not to create.”

Thanks for an alternate perspective Daniel. I hope things turn out well, although that does not seem to be the intent of those in the plaza. They demand respect for the will of the people in one breath and deny it in the next and through their actions. Although it does seem that the Bolivian government is abdicating its role (again) in maintaining order, I would caution against looking for trouble. I also understand that if the government refuses to protect the people, that the people must protect themselves. Be safe, and ignore the lawyer; he's harmless (though a bit verbose). I’m pretty sure even he would have some difficulty tracking down an anonymous poster from an internet café.

Interesting turn, or rather twist, of phrase.

The coca growers "occupied" the "shut-down city center". Yes, they were just passively taking advantage of a situation created by some unnamed other party.

Meanwhile, those big, bad Manfred backers actively "blockaded and occupied the streets" of their own neighborhoods.

Because of the sincerity of Daniel T.'s comments I will, as requested, respond.

First, anyone with excuses for either of the killings on Thursday is not someone with whom I share a perspective. The sadness and outrage expressed about the killing of the boy are justified and I am sure the family of the campesino man killed feel the same about his killing as well.

As for the statements about what happened on the day prior, Wednesday (the alleged burning of a stage, etc.), several people that I spoke with who were there claim that there never was any equipment set up for the event that Manfred ended up canceling. If a stage was burned, there should be some record of it in the local press, perhaps a photo. If any readers of the Blog actually have that to link here, I invite them to do so.

As for the events of Thursday. First, it seems a pretty serious exaggeration to say that 20,000 Manfred supporters stormed across the bridge. I walked much of the route these people supposedly came from and they numbered 750 or so. All news reports and eyewitness accounts I have seen and heard put the number between 1,000 and 1,500. Second, film footage makes it very clear that those Manfred backers broke through police lines to start the battle with the cocaleros, not the other way around. As for the justification for those Manfred supporters to be armed, yes, I am sure they expected, correctly, that once they overran the cocaleros on the Prado that a violent conflict would be the result.

I agree that it is important to have the facts as correct as possible.

I just found this blog and I can't believe how the information is being manipulated.

Jim, I think you don't speak Spanish well so you can't understand what really is going on in my country. Or, people near you are giving you the wrong information. Maybe somebody is paying you to take sides. What is going on? I can't understand why are you doing your job so horribly, what you say is not truly portray what is happening here and your reports are not impartial neutral. You should say the truth and the truth is simple and clear.

1.- Manfred, the governor in Cochabamba has been elected democratically. He was calling for the referendum because the people asked for it.

2.- Next the Cocaleros (coca growers), whom receive orders from their former leader Evo, took over the principal square asking for Manfred's resignation. The Cocaleros went already prepared to attack. It was not a peaceful march; they were armed.

3.- The Minister of Government sent orders for the police to leave the Prefecture. Then, the Cocaleros vandalized and burned the Prefecture building.

4.- The government doesn't say anything about it. People who don't live in Cochabamba were part of the movement in Cochabamba. My sister, who lives in Cochabamba, told me she talked with people from Potosi and they said MAS was providing them with all resources and promised land if they went to Cochabamba. Some of them even didn't want to be there but they were afraid because of the repercussions from MAS.

Who gives them money, transportation, food, water to stay in Cochabamba if they are poor? Of course MAS, who else? They just receive orders. The people aren't thinking on their own.

5. Of course, days after Coca growers took Cochabamba hostage, people who live in the city (not all of them are white or rich) started reacting with a perfectly normal reaction. Deprived from food and water, with no help from the government, they went out to the streets. They had sticks for self defense because the Coca growers had machetes.

6. Then finally after many people were wounded and 3 dead ( 3 not just 2 like you said on your report. Did you forget the young boy who was killed ? )

All of this really happened, and all that Daniel T said is true. It is the government who is doing all this. Can't you can see???
This government is showing it wants to get total power by using innocent people and by building confrontations. I am sure that with all of these problems, there are many people whom have been starving. Of course, the government doesn't care about that. Jim probably receives a salary, and was not suffering from being deprived of water or food, but he didn't mention any of that in this blog. But, I know many people who did suffer.

It's unbelievable how they cut the water and you, Jim, didn't mention that part on this blog. Maybe because they didn't cut the water were you live or because you knew it would happen and so you took precautions. Did you ever think about the rest of the people who are suffering?

Then Only Channel 7 (state channel) is going to be in the principal square this means. Channel 7 is going to inform", (of course because just is going to inform what is convenient for the government since this channel is 100% MAS)
The attack to mass media and particularly to the journalists was hard during this conflict in the "war by the prefecture".

From that then, the work of the press is totally risky by the permanent physical and verbal aggressions of the demonstrators and political activists related to the Movement To the Socialism.

We are slowly losing our democracy and we need to react soon and fast before is too late.

I am amazed how the campesinos didn't attack you since they have been attacking every person who doesn't look like them. My sister is witness how they badly hit a man who was just wearing decent clothes. Cocaleros almost killed him.

Jose Manuel Pando's nightly program, "Detras de Los Titulares" on Channel Sitel was abruptly cancelled last week, not because of low ratings, but because *somebody* didn't like what Pando was saying. Freedom of the press? Not in Evo's Bolvia.

To Evo and Managers: Cancelling Pando's show only gives legitimacy to what he was saying about Bolivia today.

When you read that:

the poster's name is Anonymous;

a first time poster is purported to be posting for the "first time";

a poster "just found this blog";

a poster claims someone "just told me about this blog" like in the case of "DanielT."

then you should not believe them when they write that THEY have the real truth and Jim as well as the most credible media are wrong as to key facts.

Let us just look at one fact: Manfred admits the referendum is unconstitutional if it is brought again within this constitutional period. Further the referendum was soundly beat but according to a "Vivian" all those voters changed their minds thus Manfred "was calling for the referendum because the people asked for it."


Yeah, right. All that you wrote should be disregarded because you lack credibility, your writing style mirrors the blogger who posted as "Daniel T." and then told us 20,000 marched peacefully that dark day of infamy in the history of Cochabamba.

I got a big laugh when Vivian said "all that Daniel T. said was true". I am only able to laugh at that harrowing terroristic threat because I know I will hold them accountable in a US Court of law. Notwithstanding the "opinions of law" expressed by the "JudgeJudy-Law" practioners on this list, that day will come sooner than I expected.

I've been to this blog. I highly regard the author and appreciate her many photos. Note the docile and tranquil nature of those the right-wingers would have us regard as blood thirsty saves instead of the scared, humble, plain farm folk most of them are. Which why I am becoming more of an advocate for them daily and one determined to make a significant impact on those that seek to oppress them.

How Many Dead?
On the streets of Cochabamba this afternoon, “How Many Dead” was the most heard phrase around, after a violent confrontation between right-wing supporters of Cochabamba’s governor, Manfred Reyes Villa, and pro-Evo Morales protestors demanding the governor’s resignation. “Five dead, four of us and one of them.” “Two dead, 50 injuries.” “Three dead, all of us and one was a young guy, but injuries on both sides.” “Six dead, it has already been confirmed by the press.” Rumors about the number of people dead could be heard everywhere, as more and more people gathered in the downtown plaza, angry and ready to fight back. In the plaza, two people talking loudly between themselves immediately drew a crowd of over fifteen, as everyone tried to find out what had been the actual results of the afternoon’s confrontation.

The cocaleros (coca farmers), labor unions, campesinos (people from the country) and members of other grassroots social movements have been demanding the resignation of Governor Manfred Reyes Villa for over a week now, mainly because of the second referendum vote on the issue of regional autonomy that he ordered in Cochabamba a month ago. Regional autonomy is currently one of the most controversial issues in Bolivia: supported in conservative states such as Santa Cruz and Tarija, where President Evo Morales’ progressive political policies are disliked, and opposed by the people in grassroots social movements who want real change in Bolivia. After initial marches last Thursday, the demands for Reyes Villa’s resignation hit a climax as the Cochabamba police force shot tear gas into the crowd of protestors holding a vigil in the main plaza. This led to a violent conflict between the police and the protestors, resulting in the burning of the government offices as well as several cars.

After the violent police repression against protestors Monday, the next couple of days were unusually quiet. Although Reyes Villa supporters, who are mostly middle- and upper-class Bolivian citizens living in the north part of Cochabamba, were supposed to hold a counter-march on Wednesday afternoon, the demonstration never happened. Last night, however, three planes of Reyes Villa supporters arrived in Cochabamba from the city of Santa Cruz, and tension skyrocketed. Early this morning young Reyes Villa supporters took to the streets with arms, calling themselves the “Youth for Democracy” brigade.

When I walked through the plaza at noon, the entire area felt like a time bomb. Although things looked much as they had all week, with hundreds of people sitting around the plaza and waiting, there was an anticipation in the air and everyone seemed to know that something big was going to happen. Meanwhile, in the northern part of the city the pro-Villa Reyes marchers were getting closer to the anti-Villa Reyes campesinos who were blocking roads in that area of the city.

I was in my office two blocks away from the main plaza at 4:00 PM when we first heard that a confrontation had happened. Listening to the radio, we learned that the armed Villa Reyes supporters were attacking the campesinos, who were out numbered and had no arms. People from the office immediately ran to the main plaza, where the majority of the campesinos and anti-Manfred protestors were congregated, to let everyone know what was happening. We continued listening to the radio but through the screaming and crying it was close to impossible to know what was really going on.

We ended our meeting and went to the plaza. In the short walk I heard over ten versions of the story, as people “confirmed” that five, no two, no three people had died. In reality, no one had any real information. And without the information people were just getting angrier. Rivers of people were flowing into the plaza from all sides, ready to fight back against the Reyes Villa supporters that had flown in from Santa Cruz (referred to as cambas). People knew that the cambas were getting nearer to the plaza, and they were ready for their arrival. Any noise would make everyone jump and run to see what was happening. At one point people started yelling, and I saw a man get surrounded and beaten with sticks. “A camba,” someone told me, but the co-workers I was walking with were not sure if it was actually a camba, or just someone who unfortunately looked like one. Everyone was waiting for the cambas, but they never arrived.

As a foreigner in a crowd of Bolivians I could feel dozens of eyes on me at all times, and with reason, since I look much more like the conservative cambas that had killed their fellow protestors than like an indigenous campesino. However, I chose to stay with my co-workers in the main plaza, rather than venture into the streets of downtown Cochabamba by myself. As we walked around we saw that almost everyone was holding a wooden stick, ready to defend themselves. There were groups of people shouting their opinions for everyone to hear, while others stood quietly. We waited in the plaza for more than an hour, until we finally decided that we would be more useful to collect money to buy food for the protestors to eat tomorrow, rather than stay in the plaza.

Everyone I talked to today says that there is now no turning back now, people have died, and either Reyes Villa has to resign or fighting that results in even more deaths is going to take place. There are rumors that busloads of miners from the state of Potosí are traveling through the night and will arrive tomorrow. People are also saying that more people from the interior part of the state of Cochabamba are on their way. I am currently writing this article from the neighborhood of Villa Pagador, where I live, on the outskirts of the city, and although we are far from the main plaza downtown people are still organizing themselves to support the anti-Reyes Villa protestors in any way possible. My co-workers are meeting early tomorrow morning to buy food that can be cooked and given to the people in the plaza for lunch. People say that there have not been demonstrations this size since the water war in 2000.

No one knows what will happen tomorrow, but the people of Cochabamba are angry and unless Reyes Villa resigns now there is bound to be more violence.

"FACTS" is an interesting word. The media, normal people from either "side" can take exactly what they want as "facts". A man I know was at a talk where it was discussed that the people who burnt down the prefect building in the Plaza were the glue sniffers, paid to do it. Another friend of mine who was stuck in Cocha saw these people hanging around the plaza "doing nothing" while the cocoleros and poilice stood guard, just beofre it happened. This information has not been told to wider sources and has not been used in any way as a "fact" as yet.
