A Little More on the New Visa Requirement for US Visitors

Here are a few additional points and thoughts about the Bolivian government's announcement that it will now require US visitors to obtain visas before coming.

First, a source within the government told me that the visa applications will be handled in the US by the dozen Bolivian consulates, not just the embassy in DC. That spreads out the work a little more realistically, but it could still generate more than a thousand or so applications per office per year, a huge new workload for short-staffed operations. That source also points out that a good number of the people effected by the new law will, in fact, be Bolivians living in the US who have obtained US citizenship and no longer have a valid Bolivian passport.

Second, news reports here suggest that the new US ambassador to Bolivia, Phillip Goldberg, was caught totally by surprise by the government's announcement. If so, aside from what it says about how the Morales government chose to handle the issue, it also doesn’t say much for the connections the new ambassador has forged with Bolivian authorities. Are relations so strained that no one in the US Embassy had any source that would give the US advance word?

Third, as a diplomatic gesture, the Morales announcement was odd in its timing. Just last week, during a six-senator visit to La Paz, the new leader of the US Senate, Senator Henry Reid (D-Nevada) signaled a serious thawing in US/Bolivia relations. He called Evo Morales a "magnetic personality," adding that Evo, "could be, if things work out right, the best leader this country ever had." Then two days later the Morales government announced the new visa requirements. I don't know if that will have any effect on the presumed warm and fuzzy feelings that Reid was apparently ready to bring back to Washington on behalf of the Bolivian government.

I was just at a child's birthday party with a couple of dozen Bolivian friends and asked people what they thought about the new visa requirement for US visitors. Most seemed pretty supportive. One had this comment, which I thought was pretty funny.

What's the fuss about? Americans already have Visas. Most of them have Mastercard too.

I am only familiar with one of the Bolivian "consulates" in the US - the one in Seattle - but if it is in any way representative, this is not going to solve much. There is a consule (i.e. human being) here in the Seattle area, and there does seem to be a phone number dedicated to his consular affairs. The address, however, is the man's office in the language institute (i.e. private business) he runs in a business park near the airport. Near as I can tell, he's been given a box of rubber stamps and some forms, and presumably receives some kind of stipend to process occasional paperwork relating to the country he clearly emigrated from some time ago.

When my son was born (I am a US citizen, my wife Bolivian), we called him to get my son Bolivian citizenship (dual), and he told us that Bolivian law didn't allow it, as it was based on old Spanish laws that only recognize the paternal line, so since our son was born outside Bolivia and only his mom was Bolivian, he had no claim on Bolivian citizenship. I believe he also told us Bolivia didn't allow dual citizenship. We were told soon thereafter by friends in Bolivia that those laws had been changed some time before our son was born. Apparently nobody bothered to tell the "consulate" in Seattle.

I can imagine how well that guy will represent a new policy that even folks in the Plaza Murillo don't seem to have thought through too thoroughly.

I don't imagine this policy is a huge big deal in the grand scheme of things (it just happens to affect me personally more than most more-important Bolivian policies do). I think it will just prove to be a prime example of the kind of kafka-esque bureaucratic "royal pains in the ass" that governments all over the world are so good at needlessly inflicting on people trying to go about our little lives. Ugh.

It is a stupid measure by any measure. Most tourists come to Bolivia as an afterthought when they are in the neighborhood. Very few come directly to Bolivia. It the retarded mentality that they think "ahora si los gringos van a zapatear."

What this policy does make clear is the hypocrisy. Venezuela does not ask visas of US citizens, but they do require Bolivians to have visas. Furthermore, will they ask EU citizens to have visas, once the EU begins this requirement soon?

Another example of hypocrisy is the Santino (sp?) case. He spoke the truth about Cuba, and now he is being expelled becasue under Bolivian law no foreigner can be active in politics.

There is this Peruvian guy named Chavez, Editor of the Jugete Rabioso. He is beign honor by the MAS and his citizenship process being expedited. Now is this fair? Is Jim worried of being expelled? Of course not....except if he were to stand up for Democracy in Cuba

There is no doubt this latest move of Evo's will negatively impact Bolivia. The question is just how much.

Nowhere have I found a cogent argument in favor of the visa. As commenters on this blog have noted, the reasoning is supposedly based on reciprocity. But as others have also commented, an argument is needed to show that reciprocity is relevant in this case. But the only arguments I've heard on this point resemble that of Lewis Carroll's Bellman: "What I tell you three times is true."

(Dan,I too am American-born married to a Bolivian wife. We recently had our first child. Were you ever able to gain dual citizenship for your son? Sounds like a good idea. Especially now with this visa business...)

We should consider whether or not US tourism to Brazil declined after Brazil implemented reactionary visa requirements in December of 2003 to the US's 9/11 measures. After a cursury search I learned that roughly 70,000 MORE US tourists entered Brazil in 2005 than in 2004 (http://institucional.turismo.gov.br/). I don't know about 2006, but I bet it increased likewise. If tourism to Brazil dropped I bet it has a lot more to do with rampant violence than Brazil requiring visas, fingerprints, and photos of all us gringos. Likewise, if Bolivia is a US tourist's desired destination, I doubt these new visa requirements will stem the tide anywhere near as effectively as the violence that we've seen here in recent years.


This is clearly a symbolic reaction to US policy. Sadly it didn't and won't make US headlines, nor will it have any positive affect for Bolivia beyond knowing that now US tourists are visited with the same beaurocratic idiocy that Bolivians tourists to the US are. Given that US tourism to Bolivia risen rapidly in the last decade years and showed every indication of continuing this rise, I think that the best we can now hope for is a slower rise and perhaps expect stagnation if not a fall in US tourism. However, I honestly think that all this new measure will amount to is a serious entry fee for US citizens.
Evo and Co. are intelligent and they have perfected the art of talking tough and acting somewhat softer. The headlines in Bolivia seem sensational and tough on US tourism. This, just like the nationalization and any number of other MAS policies, will have a much more pragmatic reality I believe. David Choquehunaco and Evo worked hard to renew the APDEA, the free trade no-tariff agreement between the US and Bolivia and I don't think the MAS will actually implement strict visa requirements that will seriously reduce US tourism unless the US forces them to. I think Evo is looking to Lula, not Chavez for inspiration this time.

I have to say, while I agree that Brazil may be the inspiration for this move, I don't think we can assume recent increases in US tourism to Brazil mean anything for Bolivia. As mentioned above, Brazil has beaches. In addition to a better-known Copacabana, they have a better-known carnival, and better-developed eco-tourism, as well as a lot of reasons for business travelers to enter, etc.

Also, Brazil increased their requirements in response to the increase in US requirements after 9/11, but only as part of a policy of reciprocity that had been in place for many years. It was already hard to get into Brazil long before 9/11. I remember once seeing a European guy have a minor melt-down in a travel agency in Bolivia because the day before his flight home, the travel agent was informing him that his layover in Sao Paulo was longer than 4 or 6 hours (I forget the exact time), and thus he needed a "transit visa" which required a yellow-fever shot among other things, and it would take more than a day to get it.

I also know of lots of people who've planned trips to Iguazu to see the Argentine and Paraguayan side of the falls, but not the Brazilian side because they weren't willing to go through the visa process - although I think it turns out there is an area right on the border that people can get into without a visa -- perhaps Bolivia would do the same thing for their (original!) Copacabana, which is a popular spot for trekkers who are otherwise only traveling in Peru.

(PR: we've not yet gotten our son's dual citizenship, but still hope to; we're waiting to do the paperwork in Bolivia - if I ever get in again!)

I can certainly appreciate that Bolivia is a sovereign nation, and that they have every right to enact whatever laws they choose. The visa requirements to enter the US do seem overly rigorous, and have certainly not been in-line with what US citizens face when visiting Bolivia.

That having been said let me tell you of my situation:

I have some time off before starting a new job, and some extra frequent flyer miles. And I have decided to visit Machu Picchu in Peru in early February. Now I am not rich by any means, and the affordability of the region played a large part in my choosing Peru.

Because I will also be in the area, I had also decided to visit Bolivia & Northern Chile. They both offer unique cultures and are relatively close and inexpensive.

I found out yesterday about the new requirements for US citizens, and now I fear I will be unable to visit Bolivia.

My trip is less then a month away, and I believe the nearest Bolivian Consulate is in Melrose Park, Illinois (150 miles away). If the current report of a $100 cost for the visa is correct, that means with a full tank of gas and the fee it will cost me at least $150 and at least a day off to obtain. That is assuming this consul office can even handle my request. If not I am totally out of luck.

Because I am on a limited budget for this trip, I may have to spend my dollars elsewhere. I had been planning on possibly five days in La Paz and Copacabana @ about 40 dollars a day ($200). Certainly it won't break the Bolivian economy if I don't go. But, it is approximately a month’s average Bolivian salary.

The estimates I have seen for yearly American tourism in Bolivia are 70,000-140,000 per year. Imagine the effect to the Bolivian tourist industry if even 25% of them were in a similar situation to me, and decided not to go.

See, it's already happening. If you're on a limited budget, or you're working with a short amount of time before your trip, i.e., you don't live near a consulate, or you decide to visit Bolivia while backpacking across S.A. or on your tour of S.A., or you simply don't want to go through the hassle of obtaining a visa, tourism to Bolivia is going to suffer. There are plenty of other nations, not only in S.A., that don't require U.S. citizen to obtain a visa. Some might argue that people of nations other than the US visit Bolivia, while this is true, I'm willing to bet that an extremely large number of tourists to Bolivia are from the United States in comparison to tourists from other countries. To be frank, if you are an American, chances are you have some disposable income that can be used towards travel, or you are able to save enough to do so, something that most people of other nations simply just can do.

I respect Bolivia's sovereignty, but being a sovereign nation does not mean that a nation should be governed wihout first careful consideration of the cause and effect of a proposed initiative.

It seems to me either A. this was not done. B. this was done, and whoever thought this up could care less what effect this will have on Bolivia's economy as long as they're, "showing those Americans" what Bolivians have to go through to obtain a US visa". Ultimately it is not the US tourist who this will most affect, but the Bolivian economy and hence its people.

Random Thoughts:

1) Yes, Bolivians working in the tourism industry will be most affected.

2) The Bolivian Diplomatic infrastructure and human resources are not going to fare well either.

3) I've found mostly European tourists who chose Bolvia as their destination and not as a side-trip. Most US citizens tend to come as missionaries of one church or another, or as USAID or related ngo-ers, the rest seem side-trippers but they are very few.

4) I would love to see the Israelis required entry payable visas with minimum expense requirement too. I've seen them haggle for the absolute lowest possible rate for anything from a saltena to a room at a hotel. They go to Bolivia because it is cheap and then try to strech their money as much as the vendors will possibly bend, often breaking them.

5) Proper sustainable eco-tourism requires at least fair trade expenditures. Chalalan in Rurrenabaque is a prime example of this enterprise but the Israelis will not pay it, instead will pool a group together to pay a guy with a raft that will take them into the jungle for "Cheap or LESS" and allow them to play hunters and trappers injuring animals and the forest.

First, a source indictment: disregard those posts. Both posts were written by the same operative, perhaps an unemployed Miami Herald writer or some other hack in the employ of the Bush disinformation campaign whereby they pay for posting propaganda. See stories regarding Miami Herald publishing anti-Castro stories and other newspaper columnists who got caught plugging US policies. .

The counter argument is simple:
1) The scope of the problem, if there is any, is insignificant and small
2) The decree will improve Bolivian tourism, if it has the effect stated in the fable written above.

According to El Diario's front page on January 3, 2007, the evidence shows that the first poster was lying. The scope of any possible problem is small since only about 38,000 Americans traveled last year to Bolivia. Also, the second poster wrote disinformation because the above proves that it is false that “an extremely large number of tourists to Bolivia are from the United states since only 9.7% of said tourists are from the US. The article states in relevant part:
"Según datos de la Asociación de Empresas Operadoras de Turismo, anualmente visitan el país 38 mil ciudadanos norteamericanos que representa el 9,7 por ciento del total de turistas que llegan a Bolivia."

The posts above utilize an old fascist trick: They seek to divide as to the appropriateness of Evo’s government by spreading fear that a significant economic results from the scapegoat, Evo. The posts seek to associate that economic harm with Evo’s anti-corruption government. The posts should be recognized for what the evidence shows they are: lies.

If the first poster existed, he should stay home and put those two Benjamins in the bank in case of an emergency. If someone were so clueless as to budget only $200 for a trip to the other side of the world, then if they got sick or were in an accident, they would tax Bolivia’s resources since they had no contingency funds.

Now is as good of a time as any for Bolivia to upgrade its tourism industry and target countries that didn’t have Bush transferring wealth from the poor and the middle class to the richest 2% of its citizens or as Bush calls them, “my base”. By all standards of living, Europeans and Asians have been passing up Americans in quality of life and in terms of disposable income and are a better target market. Notwithstanding the bold of assertions of “anonymous”, the decree can be used to separate the chaff from the wheat, in terms of target market. Just have to advertise and upgrade the infrastructure. The product is there.

As the poster that will be visiting Peru in February (1:10pm, Jan 8 post), I feel the need to respond to El Grindio’s post. E.G. Does a very good job of directly quoting some of the things that I posted, and falsely inferring others.

First, I nowhere said that I was unemployed. I am an independent contractor that has minimal attractive projects available until March 2nd. I assure you that I have plenty of money in the bank, and a future source for more. I am fully insured, and will take out a travel policy as well for this journey. Not bragging, but you seem to think that matter is significant.

Second, I don't mean to sound flippant, but why would anybody budget more then $200 for five days in Bolivia? A budget is a planned expense, correct? I have never been to Bolivia, but have read extensively about my proposed trip, and may have even over-estimated my planned spending. I prefer to travel without going to fancy, expensive places, and find that it gets you closer to a people to seek out more normal ‘typical’ accommodations. Is my estimate incorrect? If this makes me ‘chaff’, then so be it.

Third, by no means is $200 the budget for my entire trip. I will be in S.A. for a total of 16 days, and fly in and out of Lima. I wish it could be longer, but the frequent flyer flights dry up after that point.

Fourth, my numbers were incorrect. I saw the El Diario article as well, and noted approximately 10% was the estimate and that 38,000 was the number. I then believe I saw a post (or another article) somewhere that claimed double that number. I was my mistake in accidentally going from the 38,000-70,000 I meant to post, to the 70,000-140,000 I actually posted. I assure you that it was unintentional. But I do find it interesting that E.D. only ‘quoted’ my higher figure. The 25% figure was pulled out of my ass, and frankly could be much higher at this time if they are enforcing this at the border (or airport) with no prior information out there. It could also end up being much lower, if some type of ‘visa on arrival’ system is implemented, or when the confusion dies down. I state this ‘without any evidentiary support’. :) What’s your estimate?

Fifth, I have registered to post this time. I only posted anonymously in the previous post for the sake of expediency. I assure you, I have no agenda in this case other then to visit Bolivia, and to not raise my budget 75% in doing so. Actually, in researching this trip I have read a decent amount on Morales and find myself almost entirely in agreement with his policies. For what it’s worth, I also did NOT vote for GWB (twice), and totally disagree with the US embargo against Cuba. I do, however, appreciate the comparison to an “unemployed Miami Herald writer or some other hack”. I have noted it as the best review ever of my writing style. J

By the way El Grindio, I am still planning on attempting to visit Bolivia. And I believe that it has a lot to offer. I wish President Morales much luck, and I hope that this visa decree is implemented in such a fashion that makes it a win/win situation.

As for what I will do for my trip. I have called the consulate in Chicago, whose phone appears to have been disconnected. And I left a message at the Consulado General en Washington. I will be visiting San Pedro de Atacama in Chile, and there is Bolivian representation in Calama 130km from there. Perhaps they will be able to set me up with a visa. Otherwise I may just show up at the border and hope for the best. A few posters on Lonely Planet’s Thorn Tree forums have had success doing so.

Grindio: I am not a Chavez operative nor do I engage in what can be defined as “lurks” and my posts are generally developed points as evidenced by this response. The record should reflect that I think Chavez's Venezuela is not an appropriate model nation because of its high amount of corruption. Bolivia needs the rule of law and zero tolerance for corruption. Nor is Cuba because its current situation does not allow sufficient freedoms. Norway serves as a better model nation for Bolivia, with or without Evo as its leader.

"Anonymous" should copy and paste evidence of myself on "several boards attacking anyone who even dares question Evo's divinity".

With his drive-by ad hominem attack as my evidence, it is clear that the only lurker is "Anonymous". By definition, he is a "smart-ass lurker". Please note the following definition from wikipedia:

Without waiving my right of privacy or confidentiality, I note that long ago in an exchange of emails, because of our commonality, I identified myself to Jim since I am a Bolivian who emigrated to California and he is a Californian that emigrated to Bolivia. So that Jim might know that I might be able to help him, said correspondence disclosed my personal information as to my relationship with Reyes Villa and his family in Bolivia and Miami.

In contrast to that relationship, I do not know Evo or any other members of the left (anti-imperialists). I regard it as unfortunate that Evo and Manfred currently have an adversarial relationship. (In fact, today the prefectura of Cochabamba was set on fire. I am informed that Manfred had to leave the building disguised as a policeman.) Since I have a long history as successful independent businessman, by definition I could not a member of MAS nor be regarded as an Evoista. I simply weigh issues, arguments and positions on their merit. However, I have a social agenda that is pro democracy, social justice, equality, education, economic opportunity and anti-corruption. At times that compels me to address certain issues, when I have something substantive to say or to correct disinformation as spread by this gang of "Anonymous" lurkers.

Grindio: Is that the best argument you can make? That only merits: No it is not "retarded". However, it should be applied equally against all nations according to the principle of diplomatic reciprocity. That would include Venezuela.

For context, you are only budgeting $200, which here in L.A., only represents a night on the town for two.

For those that are Americans married to Bolivians: What is the process to get a Bolivian "green card"? I married a Bolivian in the US and we got our marriage license recognized in Bolivia, but we haven't done anything since. We visit Bolivia a few weeks per year and up until now it was never a problem. Does anyone know if I can get a long term visa or residency in my situation (living mostly in the US).

I'm sorry, but if Mr. Morales purpose is to spite the US and its citizens (which is obviously the case), then companies will pay the price and put up with the nonsense and a large percentage of tourists will find dome place more attractive. In the end, it's unlikely that it will have any major impact on the Bolivian economy, it will put an interesting stress on consulates that I doubt are even remotely prepared to handle thousands of visa applications per year, and, well (yawn)... did Evo really use "reciprocity" and the bombing of a hotel in La Paz as a justification?!? What a petty putz! Since you're at it though, how about issuing 10-year visas like the US does?

Forget Bolivia spend your money in Peru and go to Machu Picchu, its really a treasure to see. I lived in Bolivia for 13 years before Evo, what a beautiful country then, now sadly the change is not worth spending the money to see it.
