Readers:I am back in Bolivia and catching up on local news.
Here is a small quiz about international diplomacy. Below are two scenarios (note: one is true the other is not) and following those is a set of questions. Please offer your answers and thoughts, if you like, as comments to this post.

Scenario #1:
Last week the Bolivian Ambassador to the U.S., Gustavo Guzman, paid an official visit to leaders of the U.S. Senate and House of Representatives to discuss the recent political confrontations between the Democratic Congress and the Bush administration over setting a timetable for withdrawing U.S. troops from Iraq. The two houses of Congress passed a resolution earlier this month conditioning continued funding for the War to a timetable for withdrawal.
Following his meeting with Congress, Ambassador Guzman met with U.S. journalists and proclaimed the Bolivia government’s support for the right of the Congress to assert itself in U.S. decision making about the War. “Bolivia considers that no democracy can be strong if the powers of all branches of government are not respected. We are convinced that democracy is only strengthened when the views of all branches of government are respected.”
A year ago, following President Bush’s declaration that he would not commit to any date by which U.S. troops might be brought home, Bolivia President Evo Morales publicly declared his concern about “the erosion of U.S. democracy.”
Bush administration officials reacted quickly and unhappily to the Bolivian government’s declarations. The President himself told reporters, “I regret that Guzman, on the pretext of respect for the powers of the various branches of government, has sought to defend a policy of surrender to terrorists.”
Scenario #2:
Last week the U.S. Ambassador to Bolivia, Phillip Goldberg, paid an official visit to members of Bolivia’s Supreme Court to discuss the recent political confrontations between the country’s judiciary and President Evo Morales over judicial opposition to the some of the government’s proposed policies. President Morales has accused some members of the Court of corruption and demanded their resignation.
Following his meeting with the Court, Ambassador Goldberg met with journalists and proclaimed the U.S. government’s support for judicial independence. “The U.S. considers that no democracy can be strong without respect for the independence of those powers. We are convinced that democracy is only strengthened when there is respect for its institutions.”
A year ago, following President Morales’ decree nationalizing Bolivia’s gas and oil, President Bush publicly declared his concern about “the erosion of Bolivian democracy.”
Morales administration officials reacted quickly and unhappily to the Bolivian government’s declarations. The President himself told reporters, “I really regretted that Goldberg, on the pretext of respect to powers independence, tries to defend corruption and injustice."
And now the quiz:

2. In the two cases above, was the action of the foreign diplomat appropriate or not appropriate and why?

Mr. Shultz, to make your "quiz" more interesting, why don't you include the comments made by the venezuelan ambassador about the "new role" of the bolivian armed forces ...
The American ambassador’s declarations about Mr. Morales current effort to destroy the Bolivian constitutional tribunal are unacceptable and constitute a huge error of the US foreign policy. But at the same time, I believe that the intervention of ANY ambassador in Bolivian affairs is unacceptable. The rule has to apply to every foreign representative in the country (the US, Venezuelan and the Cuban ambassadors are included).
It is silly to discuss the merits of your hypothetical case. Why don't you find a real case to compare and contrast. Venezuela's is an excellent candidate as justo mentions, or let's take it to a logical extreme and talk about Darfour or Bosnia.
Goldberg is simply the power he has in his hands judiciously with those comments. They met, so what? The US Ambassador meets with a lot of people. I'm sure Jim knows of people who have been guests at the 4th of July party at his home, then again, even the convicted felons like Oscar Eid are in attendance. It just comes with the territory.
Now there was no quid pro quo, no preassure of sanctions, ATPDEA track, etc. etc., simply comments about something the Democracy Center should observe. A central pilar of Democracy is the separation and balance of powers. The goverment is by the citizens thru these powers and no one, even Evo or the MAS can operate via dictums and w/o deliberation with minorities thru these powers. No matter how historic or "the result of over 500 years of lucha against the the spanish chupacabras."
GOLDBERG IS SIMPLY DEFENDING DEMOCRACY WITH HIS COMMENTS. There was no "intervention," just comments. The Democracy center would serve its mission to follow Goldberg's example and defend the separation of powers in a democratic state. A directory on their website pointint citizens to foreign and nation NGOs that provive free legal resources and advocacy would be a great start. Finally, I would expect some sort list of improvements to the current system to be generated. I can't imagine a rational person, or even Jim for that matter, to agree that disbanding the judicial branch and letting it be managed by one person thru people who have NO LEGAL TRAINING OR INSTINCT is a bad idea.
I will answer the third question "Do some nations have more of a right to intervene in the domestic politics of others, and if so, why?"
Just because it's so easy.
Of course not all nations are remotely the 'same'. The whole idealistic idea behind multilateral organizations like the UN, is nothing more than a good moral idea.
Of course Amb. Goldberg must meet with whomever has some kind of power to intervene in certain process' that is (currently) not in the US best interest.
Of course when one talks about "nation interests" one must take into account that one is not speaking of that nation's citizens. One is talking about that nation's companies or those companies close to the heart of a government. And in this scenario, is our understanding that Bolivia (or better yet, "bolivian companies") have nothing to loose with the US government's actions (and whatever the choose to do).
Amb. Goldberg's tea-talk with some judges, is a clear indication of an increasing exasperation at the State department, regarding Bolivia's actions.
And it's kind of sad to watch.
Clearly, Amb. Goldberg's lobbying efforts are more than insulting to all US citizens. To lower the bar has never been the purpose of US foreign relations.
Perhaps, we're witnessing the last straw of a flawed and ill-mannered diplomatic strategy, on US part.

I think that the comment above offers real insight into how fearful and irrational the opposition has become in Bolivia.
This post asks, I think, a legitimate question: How would the US government take it if foreign diplomats inserted themselves into domestic politics the way the US regularly inserts itself into domestic politics in Bolivia and elsewhere all the time? I find it amazing that people flip out just to see that question asked.
Rather than actually consider the question, commenters just throw names and labels around. The only thing this will persuade anyone is that those who write such comments haven't evolved much since the fifth grade.
The post is comparing apples to bananas. It is the Ambassador’s job to intervene in the politics, domestic or otherwise, of other nations wherever and whenever it affects the interests of the nation that the Ambassador represents. For what other reason does the Ambassador exist?!? The question to ask then is; does the action in each scenario have anything to do with the represented countries interests? Are Bolivian interests affected in the slightest by US debate over withdrawal from Iraq? That seems extremely unlikely. Are US interests affected when Mr. Morales consistently circumvents existing Bolivian law in his effort to consolidate and centralize power in his office? Of course the US is affected. The Ambassador would be negligent if he did not attempt to exert influence in this matter. Is that really such a hard distinction to make!
Norman (or others): an honest question, with the accompanying admission that it is past my bedtime and I may be missing something: How is the US affected by Evo's conflict with the courts?
In response to question 3, I'm not sure, but (those of you who are ever-vigilant against mush-minded commies and self-hating gringos should unsheath your swords right about here), I would submit that if the answer were yes, then in the example of Bolivia and the US, Bolivia would have more of a right to intervene in US domestic politics than would the US to intervene in Bolivian domestic politics. That is simply because what happens in the US, a (the) global superpower, has powerful repercussions throughout the world. All Bolivians feel the effects of a number of US policies whether they want to or not, whereas the US is mainly affected by what happens in most little countries like Bolivia only inasmuch as the interventions of private US citizens in those same countries (i.e. international trade and investment) are affected.
Finally, regarding comparisons between the role of Venezuela in Bolivia and that of the US: there is a significant difference, I think, between solicited and unsolicited advice. One is advisory support, the other is meddling. The Bolivian administration may be seeking too much advice and help from Venezuela, but I think with regards to the question of appropriate intervention, the fact that it is sought is important.

By your logic, everything in a global economy is connected. So if we extend this logic, every country or for that matter, every single person, would have to ask all Bolivians what they should do before doing anything. Afterall we vote with every purchase and sale.
Just to humor you, I'll accept your idea that Bolivians have more right to intervene since they are more affected. Then the question is, since everyone in the world is affected by the US (u know the whole, US-sneeze=Worl pneumonia thingie), who gets priority. Canada, Mexico and China are the largest trade partners, so they would have to have more say. If you were to list how much US policies affect each country. Bolivia would be at the bottom. Iraq, Israel, NK, Venezuela, Chile, even Costa Rica occupy far more mindspace than Bolivia.
Now this whole debate is silly. As mentioned earlier, ambassadors by definition have to intervene in behalf of their country's interests.
If Jim would want to engage a better debate, let's talk about the cancellation of RCTV's license in Venezuela. I would LOVE to hear how a defender of democracy can defend this most undemocratic move. Let's talk about this and compare it to the constant verbal and mob attacks by EVO and the MAS against Unitel. The question is: Does a democratic government have the right to control the press (as well a the judicial branch)?

Lets start with statements
Foreign governments - through duly licensed agents do lobby the executive and legislative branches of the US government. The Chavez robber-lution uses a high power law firm with Republican and Dems. to do their key lobbying. Foreign powers including China, can and do , make strong statements against US policies, and try to influence outcomes in the legislature.
2. DC enjoys talking about "contexts". How about this one:
Say a country's largest trade partner is the worlds most powerful nation. Say that it has had a fairly good relationship for the past 70 years with that power. Lets even say that this power even provided aid to this country's national revolutionary government, at a time when that was controversial. That this world power pretty much looked the other way, when two of its largest companies were nationalized. That this world power also refused to give military aid to military dictatorships after 1976, and pushed the country to return to elected rule, and also did not allow it to fall completely under the spell of narco-influenced military and civilian leaders. And that this world power has given billions of dollars in economic aid over that time period.
So does this world power's ambassador have the right to openly talk about his country's fears the country's judiciary might lose its independence?

Stronger argument is reality, Bolivia's government is influenced and advised by Venezuela, where an elected government is rapidly becoming a dictatorship by decree. It is also influenced by Cuba, which has had totalitarian one-party rule for 5 decades.
If Chavez can give speeches in Bolivia, telling Bolivians they need to vote for MAS in the constitutional assembly, the Venezuelan ambassador can tell Bolivian troops they need to prepare against their real enemy a certain "world power", and a Cuban cabinet official can suggest that Bolivia needs to lock up for life, reporters who are against the government.
Why do you make such a fuss Jim. The Cubans and Venezuelans are saying some pretty hard things. If anything, the US ambassadors statements are a needed counterweight to all that nonsense.
Okay, lets turn this into a contest of national interests if you like.
The US Interests in the Bolivian Supreme Court: Worst case scenario for U.S. interests – Evo Morales runs roughshod over the nation's judicial process and some U.S. companies get treated unfairly.
Bolivian Interests in the U.S. War in Iraq: Worst case scenario for Bolivian interests – Bush keeps giving birth to more terrorist hatred against the US and Al Qaeda comes after the Pentagon again, this time with a small nuke. Ten thousand Bolivians in Arlington become ashes.
Or we can decide that the U.S. has a moral interest in protecting Bolivian justice. But of course no one but the U.S. then has a moral interest in the slaughter of 50-60 Iraqis or a dozen US soldiers a day. That is a private matter for the U.S.

RE: RCTV: The national government in Venezuela (like in the US) grants - and has the legal power to deny - a broadcaster's right to operate. RCTV, with it's long history of violations of law, openly supported a coup d'etat against that democratically elected government. The chance to denounce direct suppression of an independent press may be too delicious for Chavez opponents to resist, but in this case the facts suggest that closing the station is not unreasonable.

Unreasonable? When Chavez himself mouths off that he is closing thge TV station because it mouthed off against him during the 02 coup. This in the same year he glorifies HIS FAILED COUP in 92 against a democratically-elected government.
If that were in the U.S., it would be called straight up "retaliatory". On top of that, isn't it closing down the source of people's livelihoods? If it were a government agency, bet Dan would be furious.

going back to the ambassador...
There is a certain issue of competence here. While the Bush administration is a disaster, the bottom line is the ambassador represents the US government - hence the people who voted for it, and its institutions, much as the EvoMAS represents Bolivia.
And when it comes down to issues of judicial independence, there is something the US has to offer in terms of practical experience, and a theoretical basis. Because for most of the Republics life it has had a relatively independent judiciary - Is it perfect? Heck no! The Bush/Reagan Supreme Court is a disaster. But in a "world" and "third world" scheme of things...the US system of justice, from the smallest municipal courts to the highest court in the land is an example of an independent judiciary, which is a co-equal power.
--Who would you rather get advice from? Cuba with its totalitarian one party rule, or Venezuela where justice from top to bottom is Chavista?
try suing the government in Venezuela, in the US you can still do it.
a minor point of clarification: an ambassador only represents the people of a country indirectly. s/he is technically the representative of the president/premier of his/her country, i.e. all US ambassadors are personal representatives of George W. Bush, all Bolivian ambassadors are stand-ins for Evo Morales in the countries of their respective missions.
Venezuelan ambassadors, on the other hand, do represent the people of Venezuela, because Hugo Chavez IS the people of Venezuela. (Couldn't miss an opportunity to sound like a Chavez apologist).

Either Chavez goes down because of this episode, or we are witnessing the birth of a dictator ship. Evo is being smarter about it, building a network of radio and tv stations, using gov't $$$ to pay for propaganda while taking away national funds (which is a liberal issue in the US). So now the poor will only hear Kim style propaganda and the opposition will be financed by the darkest of special interests.

The Cuban Minister of "Culture" - a cabinet official IN A PUBLIC MEETING IN BOLIVIA....suggests that media owners should get "life imprisonment" for "lying". Evo then says he will form a commision to examine "the media" setting up a "special tribunal" to "sanction" "morally" members of the media who "disinform".
So its ok for the representative of a half century old totalitarian regime, which violates freedom of speech, controls all media, jails and persecutes journalists to suggest to Bolivians that publishers of independent media be jailed. And its ok for Evo to sit there and suggest some sort of "tribunal"...calling for "moral sanctions" WTF that means....
Communist aparatchiks from Cuba, can come and lecture Bolivian high level officials (and scare journalists) about the need for prison terms for "spreading" "disinformation", but the US ambassador can not meet with members of the judiciary to express the importance of judicial independence.

"Ojalá pudiéramos meter preso al dueño de un medio, con mucho gusto lo meteríamos, cadena perpetua, preso, por mentir, por confundir a la gente", dijo Prieto a los reporteros que cubrieron el acto, a quienes dijo comprender en el cumplimiento de su trabajo porque sólo cumplen órdenes.
Otro de los asistentes al encuentro, el ministro de Cultura de Venezuela Francisco Sesto Novás, justificó la decisión de su gobierno de cerrar la televisora venezolana RCTV porque fue "un mal inquilino".
En el acto en La Paz para la entrega de conclusiones del encuentro, que giró en torno a ejercer mayor control sobre la prensa y de promover el socialismo, Morales insistió en que sus mayores opositores son algunos medios y en que, contrariamente, "casi todos" los periodistas siguen al oficialista Movimiento al Socialismo (MAS).
"El primer adversario que tienen mi presidencia, mi gobierno, son algunos medios de comunicación y saben aquí los amigos periodistas", dijo Morales, quien en la inauguración del encuentro declaró que el capitalismo es el peor enemigo del hombre.
Morales formuló esos juicios pocos días después de que se publicaran las investigaciones de una red internacional de diarios, reproducidas por medios locales, que hablan de una fuerte dependencia de su gobierno respecto del venezolano.
Entre las conclusiones del encuentro se hallan también la censura a organismos periodísticos internacionales, como la Sociedad Interamericana de Prensa (SIP) y Reporteros sin Fronteras, que han denunciado riesgos para la libertad de prensa en varios países de la región, entre ellos Venezuela y Bolivia.,

Do you know how to read? I see nothing here that objects to the US Ambassador meeting with members of the Bolivian court and making comment. It just asks the question, doesn't the Bolivian Ambassador have the same right, or is the US just special?

Marx almighty, I was joking (about the Venezuelan ambassador - I still think the RCTV closure is, in and of itself, less horrific than many are painting it; that is different than thinking that Chavez couldn't be a threat to a free press more generally - on that count I really don't know).
Dan, so you know, Chavez now has absolute control over 9 of the 11 stations that broadcast in VHF (RCTV being the only one with a national coverage). If that is not horrific to you …. I really can’t figure out what could be… By the way, he is already telling Globovision that they are next in line (for broadcasting the protests of the students defending RCTV).. What else do you need to consider this a major step into dictatorial ways?
