Water in Cochabamba After the Water Revolt: A Legend with Mixed Results
In the opening months of the year 2000, the people of Cochabamba, Bolivia took to the streets by the thousands, to protest the takeover of their city water system by a subsidiary of the U.S. corporate giant, Bechtel. On three separate occasions the people of Cochabamba and their rural neighbors shut down the city with general strikes and road blockades, facing down a wave of government repression that left a 17-year-old boy killed and more than a hundred people wounded. On April 10, 2000, Bechtel officials finally fled the city and the water system was returned to public control. But what happened in Cochabamba afterwards? What did the Water Revolt mean for the people and their thirst for clean, affordable water.
Today The Democracy Center releases an important new paper on the aftermath of the Water Revolt, an unvarnished look at the track record since April 2000. The paper is an excerpt from a chapter on the Water Revolt, in the Center's forthcoming book: Dignity and Defiance – Stories from Bolivia's Challenge to Globalization (University of California Press, 2008).

an unvarnished look at the track record since April 2000???????
What kind of a progress report doesn't have charts, doesn't have spreadsheets, doesn't lots of numbers?? Unvarnished, what a laugh! God help Bolivia if Jim's people get full control.
The lede of the article is buried on page 6, first paragraph:
SEMAPA...doesn't have enough income to cover their costs...
The reality of the situation is that it costs money to build a decent water supply system. Changing from a private to a state-owned system doesn't change that reality in the slightest. That money has to come from somewhere - fees based on the actual cost of new hookups and water consumption. Or fees based on ability to pay, with the richer water users subsidizing the poorer ones. Or tax subsidies.
Rainwater is free.
A water system cannot be, unless you intend to steal the materials with which it is built, and make slaves out of those who build it.
In his latest stroke of brilliance, Evo is moving to ban the sale of used clothing in Bolivia.
Well Don & Frank, you would think that a "serious policy" organization like the Democracy Center, would present some hard data. or at least cite some of the serious articles out there on "privatized infraestructure". I see no interviews with "technocratic" academics - there is at least one MBA program in the city. Seems strange when writing what amounts to a a case study of a public policy issue. Particularly in a book published by the University of California Press.
A little more substance surprisingly, can be found in the IPS article posted by Tomboxi...here, where the author actually does find independent analysts:
"But now, the groups behind the "water war" have demanded jobs in the company, which has lowered the quality of administration to extremely low levels, argued Gómez-García.
That view is at least partially shared by Maldonado, who said he has found serious problems in the municipal water company, like the loss of 50 percent of water supplies due to pipe leakage, theft and privileged treatment received by people with political influence.
The hiring of 700 employees rather than the 270 that were needed, fighting over the distribution of jobs in the company among the "citizen directors" and the lack of a complete register of the company's installations are other difficulties identified by Maldonado."
And next, Jim can tell us if the "Gas War" has resulted in improvements to the supply of natural gas to the residents of El Alto.
well, presumably, my dears, Jim doesn't want to or is not allowed to spoil the fun for those of us planning to actually buy the book and get to the crunchy hard numbers.

Look, no matter which way you look at this, there has to be numbers. To paraphrase the economist, this whole thing is a "business dispute masked by a social movement."
And there are serious policy issues The privatization of public infraestructure, whether the private sector should be involved . Whether private sector involvement can do some things better or more efficiently than national or subnational units, and serve the general interests. You have the issue of the World Bank policy that favored (or pushsed) privatization of some resources in developing countries. There is the question of whether water should be treated as a commodity? Or as a right - or somewhere in between by using market discipline to ensure efficiency. In addition, there are questions of decentralization and local citizen control in management of water resources. And so on and so forth.
And here you have a case study of a utilty that was privatized and then reverted to local government control, with local citizen group involvement.
You can not make a claim to properly "analyze" this outcome of this without coming down with the data.
The Banzer-Somoza wannabe's customary verbose comment above is crystalized within his last statement (as awkwardly written as it may be). But just as complex issues cannot be "properly" analyzed without "data", neither can data be presented within context (nor the DC's position be fully set forth) in the 129 words written in Jim's blog above.
Obviously, it is for that reason that Jim provides a link to a chapter from his forthcoming book, wherein data is provided.
Bottom line: Buy the book; read it; think; reason then discuss. Meanwhile, the linked Semapa Brief contains sufficient meaty info to whet one's appetite until they buy the book.
Grindio, you make it sound as if Jim's book is the last word on the subject. My I remind you, that Jim has long ago let his bias out of the bag. He is a tainted source of information.
Who appointed Jim as the as the foremost authority? I'm sure there must be other interested parties in Cochabamba who have analyzed the water situation. Coming from an accounting background, I'm would love to see the results of an independent auditor, consultant or some other INDEPENDENT entity.
Sounds like Gridiot, rather than BN, didn't bother to read the summary. The summary contains no more hard data than Jim's blog post above. Unless you count the depth of the well that the folks in Villa Pagador were forced to dig because of the public water authority's ineptness.

This article soft-pedals the failures, and in the end does not answer a key theoretical question: Could the same number of of households currently served by SEMAPA have been served more efficiently, at less cost (both in costs paid by hh and in absolute budget terms for the different state and local actors). than presently do under the current regime?
How much $$$ has SEMAPA torn through?
This article doesn't answer the main economic questions which no serious analysis can avoid. I happen to believe that this was a screwed up deal from the beginning, with only one bid, too little regulations, and no adequate consideration of pricing.
I do think that a government, as a precondition of development has an obligation to supply all its citizens with access to affordable, clean water. I could GAF who ends up actually delivering it more efficiently, whether state action alone, by local councils or private enterprise, or a mix of all of the above. But in order for this to get done, you need to figure out what works best, not what "feels" better.
And the one opportunity that the article has to give a truly meaningful statistic - and one that should be relatively easy to find - the percentage of residents covered by the water systems of La Paz and Cochabamba - the article hedges, fudges, and evades.

if you want information on the autonomy desired by the indigenous groups, then you need to look for info regarding the Pacto Unidad. It is a proposition put forth by the main indigenous groups, listing, in their own words, exactly what they want from the Constitution - including their autonomy. The site to check out is:

Really, the whole site is good to follow the proceedings going on day-by-day in the AC, although it tends to have a slant of relating to the indìgenas, originarias, and campesinas (or what is called "leftist" by these jaded and narrowminded bloggers (y'all from the states, mostly, i'm guessing?)). But for the most part it is unadulterated by opinionated "journalists", and the left side of the home page also has great references to posts by highly informed and involved individuals.
And, really, the rest of you should check this site out too, and stop blowing smoke out your asses (but of course that would require you to pull your heads out first...)
These issues are complicated on all sides, and any generalizations, no matter how abrasive or abash, will simply be wrong, and in turn make those who say them seem ignorant, which they probably are.

Now that the heavy lifting has been done for Bryan and he has a headstart on his research, the reader should cross-apply Mook's conclusion to the water debate for it too is a complicated issue wherein generalizations "will simply be wrong".
As to Jim, of course his is not the final word on this topic. He is but one source whose arguments must be checked for verifiability and soundness. Not just regarding Bolivia's water issues but all matters. That's just standard procedure for a critical thinker. But, most commentators above show they are not capable of that since they disparage Jim despite that none even claim to have read an advance copy of Jim's book nor cite specific examples for their disqualification of Jim as a source . Thus as Mook reasons, their prejudicial comments "make those who say them seem ignorant, which they probably are".

James Dunkerley, a Bolivia scholar not entirely unsympthathetic to Evo, broke down the MAS coalition into: indigenous activists, old school marxists "in their sixties", and "radical intellectuals" from the 90's. It is this last group that produced the likes of Garcia-Linera whom in the 1990's, Dunkerley describes as having been under the "inertial, dogmatic currents of altiplano Stalinism and Troskyism." Apparently, he has "improved" to become a mere "Marxist" - not to mention a lead theoretician of the MAS constitution.
The same one that limits the right to private property by its "social utility" (who decides what is or not?), gives "autonomy" and jurisidiction to a myriad of groups, effectively breaking up any attempt at even governmental autonomy, and which also proposes a 4th "Power" of "social movements" to look over the other "3 powers".
