Back on the Road
From winter approaching to almost summer. From fields of chewing cows and freshly cut corn, to airports, freeways, and long-awaited reunions with family, friends and Thai food. From south to north. I'm on my way to the road once again.In the next four weeks I will pass my way through California, Washington, London, Kosovo, Montenegro, and Madrid. I'll miss the eucalyptus grove where the dogs and I take our morning tea just after sunrise. What am I doing? Well, depending on which conspiracy theory you believe, I am either paving the way for Hugo, Evo, Fidel and George Soros to seek world domination, or helping Ambassador Goldberg and the Santa Cruz Civic Committee organize an anti-Evo insurrection. The truth is not nearly so interesting as either, so I'll leak it out bit by bit along the way, for those who care (and few do).
I read the latest political news as I headed to the airport. I love Manfred Reyes Villa. In a world so full of politicians who go to great pains to fake consistency, Governor Bon-Bom doesn't even make the effort.
Two weeks ago when Evo-foes pushed the national recall vote for President, Vice-President and the Governors out of the Congress, and Evo approved it, Manfred not only embraced it but also proclaimed that it had been his original idea and that it should have been adopted a year ago. "How many lives and confrontations would have been avoided if in that moment we had approved the law?" he told CNN.
Well, now there is a new poll out that the newspapers have declared to spell worrisome news for Manfred (more on that in a bit) and Reyes Villa is trashing the idea of a recall vote. Today's Los Tiempos quotes the Cochabamba Governor's spokesman saying that the vote is a waste of taxpayer dollars and that instead Bolivia should just have a new national vote to refill all the offices. What a difference two weeks makes? Was it the polling? Is Reyes Villa just trying to keep us confused? Or is this another side effect, like the flu, of "el cambio de clima."
Like I said, you have to like a guy who thinks that consistency isn't even worth faking.
Reyes Villa is also reportedly threatening to sit out the vote if the President of the National Electoral Court doesn't resign (Manfred says he's an Evo partisan). Though it remains unclear how one sits out an election approved legally and with support from both MAS and the opposition.
Okay, to that poll. Los Tiempos declared, based on the survey of 800 people in Bolivia's four largest cities (La Paz, El Alto, Santa Cruz and Cochabamba) that Morales and Santa Cruz governor Costas are in good shape, that Reyes Villa is in trouble and that "Pepe Lucho" in La Paz is toast. But, having been a student of polling, I think the results (if they are accurate, and Bolivian polling rarely is) say something slightly different.
Remember now, that the vote here is not based on winning a simple majority but to have No votes against you greater than what each of these folks were elected with in 2005. Read that complicated explanation here.
Evo, says the poll, currently enjoys a 48% vote in his favor, a 38% vote against him, and 14% undecided or unwilling to say. To be ousted in August, 54% of those voting would have to give him a thumbs down. So, even if every single one of the undeclared goes against Evo, he would still come out on top.
Manfred, says the survey has 49% in his favor, 37% against and 15% undeclared. To be removed from office that 37% would need to leap to 48%. That means that almost all the undecideds would have to vote to nuke their Governor, which seems unlikely. But polls like these always underreport the rural vote and in Cochabamba that vote, a MAS stronghold, is Manfred's nightmare. That may be why suddenly the Manfred camp doesn't think the whole voting idea looks so good.
And yes, "Pepe Lucho" is toast. Only 38% of the voters there need to vote to remove him in order to do so, and the poll says that 50% have already decided to do so.
Whoa, okay I am headed to a place where elections are more simple. You know, where Super delegates decide things after six months of popular voting, where voting in Michigan and Florida may or may not matter, and where you can still be elected President while losing the popular vote. So clean compared to Bolivia.
Don't fret, the rest of The Democracy Center team will be on hand to keep Blog readers up to date as things change in Bolivia. I'm still betting that Santa Cruz will be annexed by Croatia or Belgium, but this is, of course, conjecture.
As for me, don't eat all the corn before I get home, smell the eucalyptus every chance you get, and stop by Casablanca for a cappuccino from time to time. Elio is going to lose a lot of business in my absence.
And oh yes, I'll look for something interesting to write while on the road.

If one peruses Santa Cruz's media which is available on the internet (eg: El Deber, Megavision, Unitel etc) they can understand the causal relationship between only a few oligarchs and the violent acts of their often drug addled or drucken shock troops like the Union Civica Juvenil. Case in point: google "Autonomia Carajo" on youtube for visual evidence.
Of course, Goldberg's lackeys help perpetuate the power of a few ogliarchs by and through the absurd fallacious postings by such ilk as Bert.

Here in the UK it is honestely quite a task trying to find out how things actually stand back in Bolivia.
On Saturday 24th of May, the students of San Francisco Xavier a university in Sucre Bolivia savagely beat Supporters of Evo Morales. This deed perpetrated against defenseless rural women and men is the product of a week long call “to defend the honor of Sucre” by that University’s rector, Jaime Barron, the Sucre “civic leaders” and its public officials. The following is an excerpt detailing this brutal attack:
“ Sucre, 24 May (Erbol).- Al menos 18 campesinos fueron hoy golpeados, tomados como rehenes y posteriormente humillados semidesnudos en plena Plaza 25 de Mayo de Sucre, presuntamente por grupos instigados por el Comité Interinstitucional, que se movilizó de manera violenta para evitar la llegada del presidente Evo Morales a esa ciudad.
Una turba de jóvenes allanó durante la mañana varias viviendas de Sucre, donde se encontraban alojados campesinos que llegaron a la ciudad para participar del acto organizado por la presidencia de la República en el estadio Patria.
Los jóvenes arremetieron con patadas y puñetes directamente contra el rostro de los campesinos sorprendidos que se retorcieron en el piso por los intensos golpes que recibieron.

It is hard to imagine that dark bolivians can be manipulated to humiliate their own kind. It is lack of self respect, easy money to do it, ignorance (pathetic for university students)and the leadership of the Juventud Mafia crucenista who was present there.
How else can you explain that dark skinned people would call racist insults and whipped and beat up poor campesinos?
I believe the government is lacking balls to enforce that basic democratic rights for the campesinos are implemented.

The last post (7:28 am) shows the magnitude of misconception of foreign interventors about Bolivia´s social and racial composition.
It also shows why Mexicans and other Latinos are treated the way they are treated in the US, England, Germany, even Spain.
According to the writer (Anonymous) the issue is basically the color of the skin. So, people of the same skin color should have no reasons for fighting.
I follows then, that Americans, English and French were really stupid in trying to contend hitler´s purpose of erasing the jewish from the face of the earth.

In Bolivia, there is a war between reason and wrecklessnes, between hope and hate, between progress and stagnation.
Most Bolivians are dark skinned, and this they cannot change.
What most Bolivians need to change is their attitude, their way of conceiving the world.
Miners need to have hope, so they stop spending their salary in alcohol and drug.
Cocaleros need to make an effort to stop producing the "sacred leaf" because it most likely becomes a drug, harmful for his kids, for his fellow miners.
Retailers need to stop smuggling because it strangles the country´s economy.
Politicians and entrepreneurs need to stop making corrupt deals because it destroys the basic fabric of the country´s launchpad to progress.
And also, foreign interventors need to be more honest about their purpose. They need to think about their own lives. Their children´s future. Lest they repent later on, when their strenght has already gone, and there is no way in hell that they can straighten their lives again.
Moral values cannot be set aside for job purposes only. It gets to you. It drains your energy and your goodwill.

Bert's "Bush-like" fallacious "reasoning"-in service of Goldberg and the Bush-backed insurgency-fails. He is comparing grapefruits to an apricot or two:
1) I live in L.A. thus I don't get TVB. The Internet only gets me various newspapers and stations whose owners are the elites financing the hooligans and paramilitaries that chill/victimize the less powerful masses. That contrast helps prove the oligarchs have greater media power and audience reach than Evo.
2) Even if Evo uses the state's sole network and its limited stations to communicate his position to the electorate, that pales compared to the plethora of networks in the hands of the decadent, evil, dominant class of Bush-backed oligarchs seeking to perpetuate their ill-gotten wealth and the status quo's social injustice.
3) Bert wildly claims Evo's unsophisticated use of TVB is a more powerful tool than the elite's various newspapers and television networks (Unitel, Full TV, Megavision, EL Deber, EL Pais, Los Tiempos and El Mundo, to name just a few.) They are powerful large grapefruits compared to the state's apricot or two.

What you described (dark-skinned on dark-skinned "humiliation") included violence and is not hard to imagine. Consider a principal root cause of the issues you raised, which include ignorance and lack of self-esteem: THE MEDIA, because it molds values. It is not hard to imagine because the primary cause of death among young blacks in the USA is . . . other blacks. Black on black violence in the US is not unlike the problems you described.
Also, consider that like in Sucre, not long ago Robert F. Kennedy was threatened to be kept out of the South when he sought to enforce the right of blacks to attend a state university. RFK had to call in the troops (which you correctly state Evo must also do). Why were all these things so? Lack of educational and employment opportunity; lack of diversity in the media; and media bias that perpetuated negative stereotypes.
Be audacious enough to "hope" for change is on the way in Bolivia like in the US thanks to affirmative action, diversity in the media and people like you and Jim. After all, soon a "dark-skinned"/black man will be president of the US: Barack Obama
(If he is not assasinated, which apparently is why Shrillary is still in the race according to her reminder that RFK was killed in June during his presidential campaign as justification for her not quitting).

Yet because I happen to disagree with you on a topic about bolivia and called you out for having no idea what happens in Equipetrol at 4am due to your location then I am somehow also opposed to your views.
Who is arguing the "black and white" argument?
The difference between me and you seems that I respect that people can have diverse and often opposing viewpoints for very valid reasons.
Bolivia is far more than "indigenous", "oligarchs", and "embassy employees" just like L.A. is far more than what was represented just after the OJ trial. Until you can get past labels and look for ways to actually address the underlying issues, there can be no productive dialogue here on this board or in places that actually count for something that can improve the situation.

Bolivia calls for legal action against perpetrators of violence in Sucre
LA PAZ, May 25.— The Bolivian government called for action today on the part of the legal authorities or, in their absence, by international human rights organizations, given the violence unleashed yesterday in Sucre, the constitutional capital of the country.
The violence left several injured
in the city.
In a statement on the state Radio Patria Nueva program, El Pueblo es noticia, (The People Are the News) Sacha Llorenti, vice president of coordination with social movements, emphasized that it is the responsibility of the attorney general to identify those who attacked several campesinos.
On May 25, he reported, several indigenous citizens were taken to the plaza by a group of violent youths, stripped of their clothes and forced to repeat racist phrases.
Llorenti denounced authorities in the southern department of Chuquisaca for instigating hatred and belittling President Evo Morales’s visit to the area on the occasion of the 199th anniversary of the Grito Libertario de América, to participate in a public event launching social programs in the region.
He also emphasized that the attacks in Sucre are not isolated events, given that opposition and traditional parties have taken to violence in order to prevent social changes to the benefit of the majority.
First a question: why is the UJC implicated in any violent event that occurs which is anti-Morales? I didn't see any UJC flags or t-shirts in the news footage. They all seemed to be locals. Stop kidding yourself, Grindio, the UJC isn't the powerful, organized paramilitary group that you and others seem to think it is.
As far as Sucre this past weekend, the campesinos were paid by the gov't to go to the city and stir up trouble, not show their patriotism. If you believe otherwise, Grindio, then you are a fool.
I'm probably wasting my time writing this and I hate to burst your bubble, Grindio, but there is no U.S. backed conspiracy to bring down Evo. I know this not because I'm an insider of the U.S. gov't, but rather a suscriber to simple logic. The U.S. has limited to no economic interest in Bolivia. Natural gas? Not interested. Minerals, land? Tampoco. At the end of the Cold War, Bolivia became insignificant, with the minor exception of fame as the #3 producer of cocaine in the world. Sure, it would be nice for the U.S. to have a political ally in Bolivia but the most powerful countries on the continent (Brazil, Chile and Colombia) are strong U.S. allies. Despite the Bush administration's complete inattention to the region in the past 7 years, the U.S.' primary allies are as strong as ever down here, even with two of their presidents being self-declared socialists. Why? Economics. They want to trade with the biggest market on the planet.
Truth be told, Bolivia would be an insignificant blip on the U.S.' radar if it weren't for the fact that the current Bolivian government has embraced regimes like Iran and Venezuela. The former is a threat to U.S. national security and the latter an annoyance that can be swiftly dealt with if the U.S. (or Colombia) chooses. The problem for the U.S. with respect to Bolivia is that political instability, rampant high level corruption and porous borders (none of these problems are new to Bolivia) lend to illicit trafficking of all sorts and given the allies that Morales has chosen, Bolivia could become a threat to U.S. national security. If you are a patriotic Bolivian, you should be concerned that your country is on a path to becoming an enemy of the most powerful country on earth. The U.S.' interest is political stability in Bolivia but the U.S. doesn't really care what the political persuasion is that brings stability, as long as democracy is maintained and Bolivia avoids friendships with the U.S.' enemies. Nearly all of the democracies in Europe are socialist and the successful countries in South America are, too. Separation of powers and the rule of law are what build stability. These concepts are not incompatible with socialist policies. Bolivia needs socialist policies but not Chavez's 21st century brand. Bolivia lacks separation of powers and respect for the rule of law. Again, Morales didn't create these problems, he inherited them but it appears that he's not interested in fixing them.
Bolivia is on the fast track to becoming a failed state thanks to the current government. Bolivia's economy is based primarily on illict trafficking and its energy reserves. Neither create sustainable development for the country and this government doesn't seem to be concerned about that.
Now, it is unbelievable to me that the president of any country in the world could be prevented from travelling anywhere inside its borders by violent groups. It is absurd that a government minister (Llorenti) would cry (how ironic) to Amnesty International or the UN because his government is incapable of governing. None of what happenend in Sucre over the weekend should have been tolerated by the gov't. The fact that the police refused to confront the crowds shows that it is a crumbling institution or simply that it's not willing to be used as a pawn in a drunken game of chess. The army's mission is not crowd control and when the crowds became violent, the army intelligently backed off. Unfortunately the government, if it ever was able to, can no longer enforce the rule of law and should see that it's policies are failing. But it's easier to keep cashing the petro and narco checks. It is not an oligarch or imperialist conspiracy against Evo that's bringing down Bolivia, it's Evo and the band of idiots he chose to accompany him on this acid trip of a government.
Evo is losing power quickly to the individual departments and each of these has its own interests. The national government is no longer respected and has lost control over the country as a whole.
Grindio, I would assume that you're in L.A. because you've found a better life there. Despite family and other ties, if you're not here, then your opinions have less merit. You seem like an intelligent person. Why not come back and contribute to building Bolivia into a stable, unified nation without a cup in its hand instead of living in the empire which, according to you, is destroying your homeland? Bolivia's progress has to come from within and needs to be driven by reasonable, educated Bolivians, not European NGO's, gringos and definitely not 21st century socialists. If Bolivians on the ground can't make it work, then we might as well call it a day and have the UN come in, settle the squabbling and divide up the country among those who can get along with each other. If you really care about Bolivia, stop supporting a government that allows Mexican and Colombian cartels to launder their money on Bolivian soil, teach Bolivians to produce cocaine more efficiently and train narcoterrorists. Wake up and stop supporting a government whose economic policies are destroying what's left of legitimate industry and production and drives its own people out of the country in the name of a wet dream revolution.
