Democracy Now Interview, and a Comment on Comments
For those interested, I did an interview on Democracy Now yesterday regarding the vote in Santa Cruz on Sunday and what it means more broadly for Bolivia. You can find that interview (both transcribed and broadcast) here. I find the Pacifica news program hosted by Amy Goodman to be a solid source of news and analysis, one that goes much deeper than other media. For readers who aren't acquainted with Democracy Now, I encourage you to take a regular look at it.A Comment on Comments
Every now and then I find it useful to explain our position towards the 'comments' section of the Blog from Bolivia. Since we have many new readers I think it is worth repeating a few points I have made in the past.
First, we offer the comments section of the Blog as an uncensored space where people of all persuasions are free to cast whatever opinions they like. We believe in free speech and that includes making room for opinions contrary to our own and even to people who think their mission in life is to insult others. All comments are posted automatically; we don't even see them (hence the arrival of some spam comments in the mix). From time to time people have asked us to moderate comments and filter out those that, in their view, are inappropriate. Sorry, we have never done that and we never will. Free speech is free speech, even if we object to what's being said.
Second, we do not respond to comments, despite many eager requests that we jump into debates in the comments section. Personally, I don't think that back and forth rantings by people who choose to remain anonymous is really a space of debate. The Democracy Center prefers to deal in substantiated and researched facts, ones that we are willing to put our names on in public. We have between 2,500 and 3,000 readers a day on the Blog and the comments section is basically dominated by about five or six of them. They are free to enjoy their party, but we decline the invitation to join it, as do about 99% of our readers. Perhaps if the space weren't so filled with insults in place of facts, others might join in.
We thank all those who read the Blog and have made it a success since we began it just over three years ago. I know many of you enjoy the comments section, either as a place of debate or entertainment. It will continue as it is, an uncensored space where people can speak or fume as they like. And on occasion, thanks to the efforts of a few, it is also a space where one can find valuable analysis, be it left, right, or center.

Just an observation: why is it that these Lefty female broadcast announcers don't use makeup? Is it part of the feminist persona? I wonder if she shaves her arm pits, or wears a bra??

Jim respect that you have a clear policy towards the blog but I feel that a blog isn't a blog unless you at least respond to clarifications and requests for further information. I understand why you don't want to get involved in the debates, and that's fair enough.
I used to live in Bolivia and neglected making my Spanish fluent so I rely on helpful English news sources like yourselves and it would be great if you could give clarifications on certain issues. But I understand you're not the lazy gringo's news source.

Jim, it is very beneficial to have a gringo in Bolivia that can transmit the facts out of our country, but after watching the Democracy Now May 5th, it was very disappointing to see that you belong to Morales along with the rest of his followers. You forgot to point out that autonomy is being sought for decades and that the opposition movement of civil disobedience, started when the government approved the draft for the new constitution without the opposition in an army base, violating every single law about the drafting.
On top of that, indians were sent to the Congress to push our lawmakers to pass and approve the draft of the constitution. Why did you fail to do what a true reporter is supposed to do ?
Your center is failing to advance human rights in my country.
Sayubu, I was born in a Latinamerican country as well and after living in many countries I am now in the US, so I understand where you're coming from when you mentioned, "indians were sent to Congress to push our lawmakers......"
That's all you had to express to show you're feelings about what you call "indians". To you they are not your fellow country men, it shows your feelings of superiority and disgust towards them. It is particularly amusing to see you then talk about advancing "human rights" in Bolivia.
As it is clear you are not supporting the national government in Bolivia, with its agenda to equalize the economic disparities in the country, I'd like to hear what are your ideas as to why in all its history, with all the governments in the past, all they have produced is the misery it now suffers by the majority (who guess what? they happen to be what you call "indians").
If what you propose is to support the large land owners in those provinces where the main riches of the country are located, so they can separate from Bolivia, what makes you think even after the separation they will not keep living off the poorest by maintaining a feudalistic servitude they are (and perhaps you are) accustomed to?
I am Canadian as well and Canada has been going through difficulties in keeping this vast country together, with Quebec pulling one way and the western provinces, notably Alberta and its oil (like in Bolivia) unhappy with sharing its wealth with the rest of the country.
Alberta and Santa Cruz are much better prepared to enjoy their wealth within a larger country than by themselves. The problem they face is not the particular central government they are under, but their short sighted views of the how the world works.
Evo Morales so far is acting from the liberal side but the fact he allowed the so-called referendum to happen at all shows, he's committed to democracy, and this leaves room for all forces in the country to find a consensus to work together.
If what you want is to actually have a partition of your country, I think you haven't thought through the dire consequences of this action for every one involved, even the Oligarchs.
The great irony of all this is that what makes a strong, viable country is when a society has created a vast middle class, well educated, well fed, where labor unions are strong to demnand employers for better conditions, where the masses have PURCHASING POWER to buy all those products the rich owners produce and sell.
But that's not the view of people like those wanting to separate from Bolivia in order to keep their wealth which could grow even bigger if they were willing to share it with others by way of economic reforms that benefit the masses.

It is understandable that after being banged out by so much BS in the Corporate Media Establishment with all those beautiful looking females from Fox, CBS, NBC, ABC etc., you can't differentiate between a dumb blond that merely reads what is given to her, and a great journalist like Amy Goodman for example.

CONSERVATIVES HAPPIER THAN LEFTIES*
Regardless of marital status, income or church attendance, right-wing individuals reported greater life satisfaction and well-being than left-wingers, the new study found. Conservatives also scored highest on measures of rationalization, which gauge a person's tendency to justify, or explain away, inequalities.
The rationalization measure included statements such as: "It is not really that big a problem if some people have more of a chance in life than others," and "This country would be better off if we worried less about how equal people are."
To justify economic inequalities, a person could support the idea of meritocracy, in which people supposedly move up their economic status in society based on hard work and good performance. In that way, one's social class attainment, whether upper, middle or lower, would be perceived as totally fair and justified.
If your beliefs don't justify gaps in status, you could be left frustrated and disheartened, according to the researchers, Jaime Napier and John Jost of New York University. They conducted a U.S.-centric survey and a more internationally focused one to arrive at the findings.
"Our research suggests that inequality takes a greater psychological toll on liberals than on conservatives," the researchers write in the June issue of the journal Psychological Science, "apparently because liberals lack ideological rationalizations that would help them frame inequality in a positive (or at least neutral) light."
The results support and further explain a Pew Research Center survey from 2006, in which 47 percent of conservative Republicans in the U.S. described themselves as "very happy," while only 28 percent of liberal Democrats indicated such cheer.

Starting with the annihilation of american indians (or real american citizens should I say?) and ending up with slavery ... You could have been born in Africa "etniks", that does not make you knowledgeable about race.

How does this affect the neutrality of the Catholic Church if it offers to mediate between the 'media luna' and the central government?
In Canada we make a clear distinction between free speech and defamation.
Can we say that Evo Morales is making stupid things banning all exportation in a blog? Certainly. Can we say he's a lama fucker in a highly read newspaper? I don't think so.
We had a case some years ago where a popular radio was defaming people on air. They where spraying lies, insults, racism and defamation all around. The court decided to fine them and ask a compensation for the victims. The case is explained here: http://en.wikipedia.org/wiki/CHOI-FM.
They were also invocating free-speech to continue making trash-radio.
In the end, we figured free-speech was quite different than defamation.
I think insults and free bashing should be banned from any forum or blog. It's simply not a matter of free-speech. Everyone needs and have to be criticised. Nobody should be thrown in the mud publicly.

You don't have to be of a different race to be racist or feel superior. Some of the most racist folks in Bolivia are dark skinned people who are racist towards "indios"
I'm not saying this is you Sayubu, but am pointing out that just because a person is part indio it doesn't make them unable to be racist.

The Process of Change
I wanted to share this post with everybody, it was written by Mauricio, a member of the Montoneros Collective. You can visit him here.
By visiting different Bolivian blogs I found several citizens disillusioned, betrayed, discomforted, and even with a sense of revenge. Some of them say things like this about the current government ‘And we believed they were going to be the changing force,’ ‘We have to unite to defeat this babblers of the left.’
What surprises me, is not the government actions, not their legality, neither their legitimacy. What surprises me most, is the low levels of education, perception and short sightedness, of the opposition, which are supported by the economic interests of the elites and not by national interests. What really surprises me is the existence of a middle class particularly afraid, a middle class that believes in any rumor of communism, a middle class that things Hugo Chavéz will take their second set of TV away because of its inability to accomplish a ‘social function.’
I do not pretend, nor am I so naïve, to justify ALL of the actions taken by individual people or political parties of the government and opposition, that are imperfect. To do it would be a terrible mistake, as terrible as the levels of dishonesty and un-nationalism that we have in our country.
This post, pretends instead, to make clear that it is important to understand the words of the President of Bolivia, Mr. Evo Morales, who said to all of us Bolivians: ‘I want to tell the Bolivian people that the road we have began to walk through is a one way road, there is no return, the past cannot be repeated (…) I am convinced that this is an irreversible process.’
That is why, ALL OF US, as citizens of Bolivia, must understand the reality of the country, its opportunities and deficiencies. There will be a good fellow who will propose a SOWT Matrix (Strengths, Opportunities, Weaknesses, Threats) that will help us analyze and describe the performance of our country. Of course, the systematization of information and the rigorous analysis of causes and effects is important, I believe it is basic to understand that:
Bolivia is one of the poorest countries of Latin America and the world.
Bolivia shows high levels of social inequality and tremendous disparities in the distribution of income.
Bolivia has low levels of quantity and quality of education.
There are high levels of racism and intolerance.
Bolivians cannot conceive the idea of Nation-State. We have a fragmented State.
The Bolivian people are highly corrupt.
In Bolivia to obey the rule of law is fallacy.
Bolivians need Employment, but above everything we need Unity and Coexistence. Which element should be the priority? The current government prioritized the new legal reality with the new Constitution. Now, the process of approving or disapproving the new constitution is just another instrument in this process of change.
The process of change DOES NOT imply:
Luxury cars for everybody in the country, not in two years, neither in ten.
To give up one’s house so it will be occupied by the communists.
Rates of unemployment of 0% within the next five years.
Access to Science and Technology in the medium term.
Hugs and Kisses to all your neighbors, regardless of their skin color, and gifts exchanges.
That all Bolivians will begin to pay their taxes on time.
That the public offices will receive everyone with smiles.
That indigenous peasants will become nuclear physicists overnight.
That all public employees will stop being corrupt.
I am sorry to say to all of those who feel betrayed because those hopes have not materialized, that you were too naïve.
The process of Change simply consists of:
To solve pending issues with the different ethnic groups of Bolivia. This does not mean that money will be taken away from those who have taken the big part of the pie until now, and will be later given to the poor.
To create a different playfield where ALL can have the same opportunities, rights and obligations.
To solve those pending issues, requires that all citizens recognize a national identity, a dialogue in which everyone recognizes their neighbor as their equal. Everyone should recognize that we need to live together and respect each other, accepting differences of color, culture and tradition.
The crisis that we are living through now, shows that this is a painful and uneasy process of change, not everyone wants to play by the same rules, it is very convenient to some people that things remain unchanged, static. And others acting in desperation, try to accelerate the process. If it is convenient to some that things remain unchanged, just as they were until now, then why if this process irreversible?
Simply, because those ‘some’ ARE not the MAJORITY.
While the country is totally inhabited by poverty, misery, discrimination, and racism, the process of change with or without Evo Morales will be irreversible, and permanent.
Let us not make this process more painful than it already is. Bolivia is still a PACIFIST country; let us maintain it like that. We must adjust the inequalities of our country to then focus on a future of dignity, employment, social justice, health, less corruption. Those will be the fruits of this process of change.

That is fascinating, at least we can say that Costas et al. do not have a monopoly on stupidity, authoritarism, shortsighteness, and of course putting short political (and personal) gains above the long term interests of the country.
I'll leave it to the usual suspects in this blog to list examples where the MAS has given a true post-doctoral lectures the ridiculous. We can start with the coca diet that will ensure you'll live to be 700yrs old and of course blaming the global food inflation on four families based in Sta. Cruz.
Can Someone answer the following?
1. On what legal basis was the autonomy vote considered illegal by Some?
2. Where is it written that it is illegal to organize such a referendum?
3. If it were truely illegal then how would one go about making a autonomy referendum legal?

Golly, when I was in the socialist Scandinavian countries I didn't notice much misery. Of course that was 35 years ago. Maybe things have changed since then? Please fill me in.

It has raised the average standard of living to a height never dreamed of in earlier ages. Jews leaving Bolivia as Morales favors socialism, Iran, Chavez

LA PAZ, Bolivia (JTA) -- More than any other single event in recent years, the future of Bolivian Jewry may be determined by the outcome of the country's upcoming national referendum on a new constitution.
The proposed constitution calling for increased state control of private-sector enterprise is being fiercely opposed by many middle- and upper-class Bolivians, including the country’s Jews.
The referendum is scheduled for May 4.
Bolivia's Jewish community has shrunk considerably in the past decade. Young Jews are seeking larger Jewish communities, and both old and young have left to find professional opportunities unrestricted by the policies of Evo Morales, the socialist who became Bolivia’s president in 2005. Morales, Bolivia's first indigenous president, is staunchly anti-American and has endorsed Venezuelan President Hugo Chavez's call for an anti-American "axis of good" comprised of Bolivia, Venezuela and
Cuba.
The winds of change
Ricardo Udler, the president of the Israeli Circle of La Paz, the country's main Jewish organization, says Bolivian Jews are increasingly uncomfortable about the direction the country of 9 million is taking under Morales.
"Since Evo was elected there's been a radical change," Udler said.
Though there is no overt anti-Semitism in Bolivia, he said, Bolivia's approximately 350 Jews feel threatened by Morales' close ties with Chavez and his growing relationship with Iranian President Mahmoud Ahmadinejad.
"Things could get worse for Jews in Bolivia," Udler warned.
Since Morales took office, the Jewish population of La Paz, Bolivia's capital and the home of its largest Jewish community, has fallen by some 10 percent. That has a significant impact on a community of approximately 180. Bolivia's Jews find themselves in a predicament not unlike Jews in South America's socialist leader, Venezuela, which has lost approximately half its Jews since Chavez took power. As in Venezuela, Jews in Bolivia fear increased state control of their businesses and lives.
Morales' increasingly close relationship with Iran hasn't helped. Last September, Ahmadinejad on a visit to Bolivia pledged to invest $5 billion in the country over the next five years, including in the natural gas and oil industries. Those industries already receive support from Chavez. The Morales administration also has announced the possibility of Iran opening an embassy in La Paz.
Due to these developments, said Bolivian Jewish businessman Joe Epelbaum, "a lot of Jews are planning to leave. This is a fast-shrinking community."
End of an era
The upturn in Jewish emigration from Bolivia represents a surprising reversal for a country that during World War II was among the few in South America that offered visas to Jews fleeing Europe. Jewish immigrants settled in La Paz as well as the cities of Cochabamba and Santa Cruz, establishing communities that thrived in the postwar years. During the 1950s, La Paz had between 12,000 and 15,000 Jews, according to Udler. Harald Schoengut, the president of the Israeli Association of Cochabamba, said his city's Jewish population reached 2,000 half a century ago. About 110 Jews now live there.
In La Paz, some two dozen Jews recently attended Shabbat services at the Israeli Circle of La Paz building on a Friday evening. At a dinner later that night, the host noted with chagrin that one-tenth of La Paz's once-booming Jewish community could fit under a single roof.
Most of those leaving the country are third-generation Bolivian Jews seeking better educational and professional opportunities in the United States, Israel and Europe.
“We’re trying to avoid this by enticing the younger generations to study here in Cochabamba,” Schoengut said. Despite this effort, most young Jewish high school and university graduates continue to leave the country.
Udler said a similar exodus is taking place among young Jews in La Paz.
"We have a big problem that our children go to study abroad and they don't come back," he said. "My sons, for example, won't come back to
Bolivia," from Israel, where they have moved, "because in Bolivia they don't have a Jewish future."
Since Morales came to power, older Jews also have been leaving in greater numbers than ever, according to Epelbaum, who owns a large textile factory here with two brothers-in-law.
"Families with bigger, more profitable businesses that are harder to leave behind are staying," said Epelbaum, 57, who was born in Poland and immigrated to Bolivia with his parents when he was 7. "But there's no future as a Jew in Bolivia even if you have a business that's doing well."
Jews in the country’s textile industry have been hurt by Morales’ unpredictable labor and trade policies, Epelbaum said. Morales has limited exporters’ access to international markets and restricted foreign investment in Bolivia. Epelbaum's textile store, on a busy commercial street in the center of La Paz, is crowded with rolls of colored fabrics. A photograph of Epelbaum's three daughters hangs on the wall behind the counter at the back of the store. All of them have left the country.
"I'm basically still here for economic reasons," he said. "Eventually, though, I don't see myself staying here. In the next 10 to 20 years, there will be no more Jews in Bolivia."

Lots of opinionated words--but unfortunately very few facts, and many of the facts given are not factualthey are opinions. I don't doubt the numbers of Jews leaving Bolivia that are quoted--what I doubt are the rational reasons for them leaving. Read my reply and then re-read the article and see if you agreethe Daniel Bush article contributes only by fomenting fear by Jews.
Jews are not the only group leaving Bolivia--look at the mostly-young non-Jewish Bolivian population leaving too, with hundreds of thousands of Bolivians who have left for the USA or Spainbut no mention of that--leaving the distinct (and false) impression it is solely a Jewish phenomenon.
What I don't understand, especially since the author of this article admits that there is no overt anti-Semitism (nor does he claim instances of covert anti-Semitism)--is why Jews are leaving Bolivia other than for better educational and money-making opportunities elsewhere--yet that is what the article impliesfear of anti-Jewish actionsbut without any reason for the fear, other than a non-specific suggestion that increased state control of private-sector enterprise is being fiercely opposed by many middle- and upper-class Bolivians, including the countrys Jewswhat most people would call the empowered elite.
Is there any mention in the proposed constitutional changes of limiting opportunities for anyother than those reaping obscene profits through the continued rape of Bolivias resources? Not that I can find, and nothing in the article supports that allegation, either. Instead, what is offered is the suggestion that As in Venezuela, Jews in Bolivia fear increased state control of their businesses and livesyet no reason for those fears in either nation are cited.
I am friends with some Cochabamba Jews who are still there, and they also want to leave Bolivia, but not for any discrimination reasons or fear for their safety of staying there, but to follow their grown children to places of greater opportunity.

Yes, Evo is anti-imperial, anti-neo-liberal and anti-American (for good reason) and is allied with Chavez and Cuba for those same reasons. Yes--the economic situation is unstable--and it has been so for hundreds of years, and more so since neo-liberal policies were adopted in the 90s. What is causing the present unstable business climate now? I believe it is in large part due to the millions of dollars per year spent by the US state department to foment division in Bolivia.
The author quotes one businessman's opinion that "Morales has limited exporters access to international markets and restricted foreign investment in Bolivia," but gives no instance where Morales' policies have caused that--not one law or dictum or instance where Morales' policies have limited opportunity--not one. Instead, what does the article claim? Fear--with no basis given by the author for warranting that fearespecially reasons why Jews should fear.
I'd like to better understand the roots of that fear, because I believe it is fostered by divisive anti-Bolivian forces bent on the destruction of Bolivia--and what better way to do that, than cause a capital drain by fomenting that fear?
Perhaps it is only coincidental that the present (and some of the past) US ambassadors to Bolivia are Jewish, and also coincidental that the present ambassador also assisted in the division and Balkanization of Yugoslavia prior to his appointment to Bolivia--but I dont think so. I think similar (US) plans of destroying Bolivia are in the making, and as before in many instances, the Jewish population are only pawns in the game. Re-read the article and see if you dont agree.

I don’t know about anyone else’s reasoning. I was trying to prove that it was legal when I began my research, but came up short based on the following:
Article 4 of the current Bolivian constitution states: El pueblo delibera y gobierna por medio de sus representantes y mediante la Asamblea Constituyente, la iniciativa Legislativa Ciudadana y el Referéndum, establecidos por esta Constitución y normados por Ley.
In plain English then the referendum is one method used by the people to govern. The referendum is to be conducted in accordance with unspecified laws.
Article 2 of the Ley Marco del Referéndum states Existen las siguientes modalidades y ámbitos de referéndum: a) Referéndum nacional, sobre materias de interés nacional, en circunscripción nacional. b) Referéndum departamental, sobre materias de interés departamental, en circunscripción departamental.
i.e. national interests >> national referendum and regional interests >> regional referendum.
Article 5 states Para la convocatoria a referéndum nacional, podrán adoptar la iniciativa las siguientes autoridades: a) El Poder Ejecutivo. b) El Congreso Nacional, con la aprobación de las dos terceras partes de sus miembros presentes.
i.e. the President may convoke a national referendum as well as congress (by 2/3 vote).
Article 6 continues with: Se convocará a referéndum nacional, por iniciativa popular apoyada en firmas de por lo menos el seis por ciento (6%) del padrón nacional electoral… 2.- Para temas que hacen exclusivamente al ámbito y competencias de un determinado departamento o de una determinada sección municipal, se adopta el referéndum por iniciativa popular, apoyada por el ocho por ciento (8%) de inscritos del total del padrón electoral de la circunscripción departamental. . .
Additionally the people may call for a popular referendum by gathering signatures from 6% of the national electorate (for a national referendum) or 8% of the departmental electorate (for a departmental referendum).
This referendum on the Estatutos de Autonomia affects national interests in various articles so it would appear to me to be a matter for a national referendum in which case it should have been convoked per articles 5 or 6. If it is argued that it was a purely departmental matter, then there should have been a gathering of signatures there. If it happened, I missed it. I could not find anywhere where the Prefect is authorized to convoke a referendum. I think he should be able to, but I can’t find where he can.
3. If it were truly illegal then how would one go about making an autonomy referendum legal?
I would say gather the proper signatures first then put it up to a vote. If you can comply with the above articles, I don’t see an issue. I’m no lawyer though.

Why would that be an odd thing for a fascist to do, b-dogg? If Morales feels he has a better chance of winning now than later, it's a smart move. The way the recall referendum is written, he would need to lose by at least that same margin. While his approval rating is in decline, it's still strong enough. Best to get it out of the way now while he's still ahead. Meanwhile, it will take a lesser percentage to remove prefects.
