The national government and the governors of the so-called Media Luna departments (minus the one in jail, see below) continue their discussions here in Cochabamba (Tiquipaya actually) aimed at seeking some sort of an agreement on three main topics: the division of gas and oil revenues between the national government and the departments; the proposed Constitution and regional autonomy statutes; and judicial appointments. President Morales stepped out of the country overnight to fly to Panama to receive an award from a University there. No news yet of how the talks are going, but at least they are going.
Blockades and an OAS Request
The main roads in and out of the city of Santa Cruz are blocked by rural supporters of Morales numbering in the thousands. Those blockading the roads are demanding that departmental government return to national government the various public buildings and offices seized and vandalized last week. The blockaders stopped well short of the city, heading off earlier worries of a confrontation there. The roads blocks also come just as the city is set to open its biggest event of the year, Epocruz, a prized-commercial exhibition that normally attracts close to half a million visitors.
Meanwhile, OAS Secretary General José Miguel Insulza, arriving in La Paz to join other foreign observers of the talks, has called on supporters of the President to end their blockades and other actions aimed at influencing the talks. They declined the request.
Peace Corps and Mormons are Out
Earlier this week the Peace Corps pulled its 113 volunteers out of Bolivia, for what we reported would be a temporary departure until the situation on the ground in Bolivia satisfied the organization's security needs. We were wrong. The volunteers pulled out of Bolivia aren’t coming back. Some will be reassigned in other countries and some will simply end their two years of service early. Here's the Peace Corps announcement. These young people do super work here, so it is a real shame for them and for Bolivia.
Also gone from Bolivia for security reasons are the many Mormon Church missionaries living here in the country. Bolivia is a major center for the church and Cochabamba is home to a huge Mormon temple, among the very largest on the continent. We don't know if and when the Mormons are returning and under what circumstances.

Dynamite is Loud
As we began our staff meeting here at The Democracy Center this morning some 2,000 miners marched by the office, here by bus from Oruro, Potosi, and La Paz. Setting off dynamite explosives as they walked, downtown windows seemed close to shattering and those nearby were treated to an orchestra of antagonized car alarms. The miners are here to "monitor" the dialog between the governors and Morales, with a special demand that a vote move forward on the proposed new Constitution backed by MAS. In a rally held in the city's main plaza, miner leaders said that if the results of the meeting do not go as they want, they will travel onward to Santa Cruz, where it seems unlikely they will visit Epocruz.
Pando Governor in Jail
Pando Governor Leopold Fernandez (pictured above) is in jail tonight at the San Pedro prison in La Paz, charged with being the power behind the massacre of at least 30 campesinos last week outside of Cobija. Meanwhile, human rights groups including Human Rights Watch in the U.S. have called for a thorough and impartial investigation into the killings.

June 7, 2008 (LPAC)--The spectacle of George Soros warning about the dangers of a speculative bubble in oil is highly amusing, given the fact that Soros himself is largely a creature of the British-run oil spot market scheme. Soros got his start as a currency speculator, a role which would not have been possible had not President Richard Nixon, under the sway of British agent George Shultz, ended FDR's Bretton Woods system of fixed currency rates in 1971. Furthermore, as a fund manager, Soros depended upon the money of others, and that money came largely from the networks around the Rothschild banking apparatus and, according to our sources, the British Royal Family. Far from being a self-made man, he is a facade, a face behind which the imperial dirty money specialists can operate out of the public eye.
Soros displayed his severe character defects as a young man in Nazi-occupied Hungary, when, a Jew himself, he helped the fascists confiscate the estates of wealthy Jews. He moved to Britain in 1947 to escape the Soviets, and during the early 1950s studied at the London School of Economics, where he was molded into an imperial stooge. After an apprenticeship at the City of London merchant bank Singer & Friedlander, Soros moved to the U.S. and became an arbitrager and analyst on Wall Street, then spent a decade at Arnhold and S. Bleichroeder, where in 1969 he headed his first fund. Thus trained, he left Bleichroeder and created his own Quantum Fund, in 1973.
The timing of this move is indicative of the way Soros's career has been shaped by his controllers, as 1973 was also the year of the first great oil hoax and the creation of the spot market in crude oil, the predecessor to today's futures markets. The spot market was designed to allow financial speculation in oil prices, and resulted in huge pools of dollars--often called petrodollars--piling up in the banks of the City of London, Switzerland and other banking centers. A portion of those petrodollars, along with narcodollars and other hot money, was directed into the coffers of Soros Fund Management.
Soros's big break came in 1992, when he bet heavily against the British pound and won, making a reported $1 billion or so when the pound fell and was taken out of the European Community's Exchange Rate Mechanism. Soros was lionized as "the man who broke the pound" and "the man who broke the Bank of England," but the reality behind the myth was far different: the operation was actually run by the Bank of England, the Federal Reserve, and several big--and quite bankrupt--banks. The operation served the Brits by pulling the pound out of the ERM, and the profits from this market manipulation helped bail out the bankrupt banks. This type of currency warfare would become a Soros specialty, most notably in the raids against the Asian currencies in the late 1990s.
Throughout it all, Soros acted as a public face of globalization, pushing the concept of deregulated "free" markets in the countries of Eastern Europe, Asia and elsewhere. His Open Society operations were nests of British agents, pushing the Anglo-Dutch Liberal system upon emerging nations and helping open those nations up for imperial looting. Far from supporting freedom, Soros was helping to turn hopeful nations into virtual colonies of the British Empire.
In September, 1998, with the global financial system on the edge of collapse again due to Russia's assertion of its sovereignty around the GKO bonds and the panic that put into the derivatives market--bankrupting LTCM among other effects--the central banks responded with what Soros himself called a "wall of money." Orders went out to jump-start the system at all costs, and it was this approach, combined with the hoax known as Y2K, which led to the creation of the Nasdaq tech-stock bubble in 1999 and early 2000.
Soros's funds played a major role in the tech bubble. In 1999, his $10 billion Quantum Fund was down five percent for the year through the first ten months, yet managed to end the year up 32 percent, a period coinciding with the worst of the Nasdaq frenzy. The Nasdaq continued its meteoric rise into 2000, allowing the insiders to sell out into the rising demand in tech stocks, and then in March, the bubble burst and the Nasdaq , falling by 20 percent in a month and by 50 percent by the end of the year.
After the Nasdaq plunge, Soros declared that the days of the giant funds were over and restructured his operation, and began to turn more of his attention to his political warfare operations. However, in the summer of 2007, with the global financial system collapsing, Soros was activated once again, as the British moved to take advantage of the crisis. For the year of 2007, according to the hedge fund trade publication Alpha magazine, Soros's $17 billion Quantum Endowment Fund reported a return of nearly 32 percent in 2007, and he personally made $3 billion.
What, exactly, Soros did to "earn" that return is unclear. In Congressional testimony last week, Soros emphatically denied reports that he had been speculating in oil himself. We don't know whether he does or not, but we do know that this period coincides with a sharp escalation in the price of oil, and that there is no reason to believe anything Soros says. This period also coincided with huge flows of money--legal and otherwise--into the pockets of government officials to head off any attempts at re-regulating the financial system. Soros openly funds extensive political operations within the liberal spectrum and the Democratic Party, and as a British agent, some of his actions represent foreign influence in the U.S. political process and electoral campaigns.
In evaluating the role of Soros, it is useful to keep in mind that corruption and chaos within nation-states serve the goals of the British Empire, and Soros's activities should be evaluated in that light. The British policy is genocide, and George Soros is a tool of that policy.

US Ties to Bolivian Opposition 'Shrouded in Secrecy'

NEW YORK - Who in Bolivia is receiving millions of U.S. taxpayer dollars? That is what many Latin America policy analysts in Washington want to know.

In interviews with IPS, Weisbrot and other critics of U.S. foreign policy towards Latin America and the Andean region voiced deep concern over the George W. Bush administration's reluctance to disclose details regarding the amount of U.S. funding and its recipients in Bolivia.
'The U.S. Agency for International Development (USAID) is doing in Bolivia what it was doing in Venezuela...aiding the opposition,' said independent researcher and writer Jeremy Bigwood, who specialises in Latin American affairs.
For example, a July 2002 declassified message from the U.S. embassy in Bolivia to Washington said, 'A planned USAID political party reform project aims at implementing an existing Bolivian law that would...over the long run, help build moderate, pro-democracy political parties that can serve as a counterweight to the radical MAS [party of now President Evo Morales] or its successors.'
Bigwood has made several attempts to obtain detailed information about the nature of current U.S. spending in Bolivia, without success. He says he has filed five separate petitions under the Freedom of Information Act since 2005.
However, one FOIA request he filed revealed that the quasi-governmental National Endowment for Democracy had funded programmes that brought 13 young 'emerging leaders' from Bolivia to Washington between 2002 and 2004 to strengthen their right-wing political parties.

'Massacre in Pando
On September 11, in the tropical Bolivian department of Pando, which borders Brazil and Peru, a thousand pro-Morales men, women and children were heading toward Cobija, the department's capital to protest the right wing governor Leopoldo Fernández and his thugs' takeover of the city and airport.
According to press reports and eye witness accounts, when the protesters arrived at a bridge seven kilometers outside the town of Porvenir, they were ambushed by assassins hired and trained by governor Fernández. Snipers in the tree tops shot down on the unarmed campesinos. Shirley Segovia, a Porvenir resident recalled to Bolpress, "We were killed like pigs, with machine guns, with rifles, with shotguns, with revolvers. The campesinos had only brought their teeth, clubs and sling shots, they didn't bring rifles. After the first shots, some fled to the river Tahuamanu, but they were followed and shot at." Others reported being tortured; days later the death toll rose to 30, with dozens wounded and over a hundred still missing. Roberto Tito, a farmer who was present at the conflict, said "This was a massacre of farmers, this is something that we should not allow."
In 2006, Fernández, who denies orchestrating this violence, was denounced by then Government Minister Alicia Muñoz who said the governor was training at least a hundred paramilitaries as a "citizen's protection" force. These paramilitaries are believed to have participated in the massacre. Fernández is one of the opposition governors that form part of the National Democratic Council (CONALDE), an organization which includes governors from Santa Cruz, Beni, Pando, Tarija, and Chuquisaca who are organizing for departmental autonomy against the Morales government and his administration's redistribution of land and natural gas wealth, and other socialistic policies.
After the massacre, President Morales declared a state of siege in Pando, sent in the military, and by September 15 a tense peace had reportedly returned to the region. Morales also called for the arrest of Fernandez who fled across the border, into rural Brazil.

'The US Ambassador to Bolivia, Phillip Goldberg, remained astonishingly silent in the lead-up to the unfolding coup. He did, however, attend a meeting with opposition leaders a week earlier, causing great concern to many, including the Bolivian government who declared him persona non grata.
Goldberg is known by Bolivians and many in the policy world as "the Ambassador of Ethnic Cleansing" for his previous role as Special Assistant to Ambassador Richard Holbrooke, one of the architects of the breakup of Yugoslavia. He also promoted the separation of Serbia and Montenegro, and helped foment conflict between Serbian and Albanian forces in Kosovo. It would seem that Goldberg has a particular knack for promoting racial and ethnic divisions, and that doing so has been central to his political career. Among Goldberg's closest friends are Croatian businessmen in Santa Cruz, who happen to be leaders of the opposition's "Nación Camba" movement and the local "Civic Committee," one of the main proponents of destabilization in Bolivia.
In response to the turmoil, President Evo Morales has called for non-violence and ordered the police and military not to use force against the opposition. Instead, the government hopes to uphold the rule of law and wait for opposition actors to abide by calls from the international community to put down their weapons and talk with the government.'

With the Bush administration everything is a mistery. I was one of those who completely dismissed any US involvement in Bolivia as nonsense. However, I wouldn't put it past the geniuses of US foreign policy. It wouldn't be the first time US foreign policy has championed democracy throughout the world and at the same time help topple democratically elected leaders.
By the way Jim, I'm sure it slipped your mind, but you forgot to mention that the Evo supporters camped outside of the city of Santa Cruz are armed to the teeth. They're threateing to overtake and destroy the tv stations and have been on tv screaming "we want war, we want war" but I'm sure it just slipped your mind, right Jim?

La Habana - El ex mandatario Fidel Castro ordenó hoy al gobernante Partido Comunista de Cuba que combata los robos, los privilegios, el consumismo, la corrupción y la "blandenguería", cuando la isla ha sufrido el devastador paso de dos huracanes.
"Hay países que no vacilan en aplicar la pena capital", advierte el octogenario líder en un artículo divulgado por medios oficiales, aunque aclara que no cree que en Cuba sea necesaria.
"Toda manifestación de privilegio, corrupción o robo tiene que ser combatida y no hay excusa posible en esto para un verdadero comunista", dice Castro, y agrega que "cualquier tipo de debilidad en tal sentido es absolutamente inadmisible".

Señala que "el robo en fábricas, almacenes, servicios automotrices, hoteles, restaurantes y otras actividades donde se manejen recursos o dinero, tiene que ser combatido sin tregua por los militantes del Partido", del que él es aún primer secretario.

Acepta que es difícil la tarea de los dirigentes "en un mundo donde la incitación al consumismo es permanente a través de todos los medios radiales, televisivos, electrónicos y escritos, y los métodos de seducir al ser humano son extraídos de laboratorios y centros de investigación".
"Pero el robo está lejos de ser el único mal que daña a la revolución -continúa-. Están los privilegios conscientes o tolerados y los inventos burocráticos. Recursos asignados para una situación temporal, se convierten en gastos y consumos permanentes".
"Todo conspira contra las reservas en materiales y en divisas del país, lo cual puede traer escasez de productos y exceso de dinero circulante. Lo mismo ocurre -dice- cuando los que tienen dinero abundante corren a comprar en exceso lo que les vendan en las tiendas de divisas".
En Cuba hay aumentos de precios, acaparamiento y temor de una aguda crisis alimentaria tras el paso de los ciclones "Ike" y "Gustav", que causaron pérdidas cifradas por medios oficiales entre $5,000 y $10,000 millones.
Castro denuncia incluso "aparatos del Estado con la tendencia de generalizar los privilegios o dar mucho más en la competencia que desatan por los técnicos y la fuerza de trabajo disponible".
"A veces se vuelven timbiricheros con métodos genuinamente capitalistas en la búsqueda de ingresos, para administrar recursos con los cuales hacer el papel de eficientes y ganar el apoyo complaciente de los suyos -explica-. Son costumbres burguesas y no proletarias".
"A lo largo de mi vida revolucionaria vi cómo estos vicios crecían al lado de las virtudes", comenta Fidel Castro, de 82 años, que cedió la Presidencia a su hermano Raúl por una enfermedad que le ha impedido aparecer en público desde julio de 2006.
"También se producen blandenguerías en algunos ciudadanos que se habitúan a recibir y dedican poco tiempo a meditar, leer periódicos e informarse de las realidades. El enemigo conoce sobradamente bien las debilidades de los seres humanos en su búsqueda de espías y traidores", advierte el artículo.
Pero el enemigo, dice Castro de Estados Unidos, "desconoce la otra cara de la moneda: la enorme capacidad del ser humano para el sacrificio consciente y el heroísmo".
"El imperio se ha topado en esta isla con un pueblo capaz de resistir su bloqueo y agresiones decenas y decenas de años. Por ello extrema sus medidas contra Cuba. Trata de arrebatarle personal calificado y su fuerza de trabajo", asegura el ex presidente.
"No sólo lucharemos sin tregua contra nuestros propios errores, debilidades y vicios, sino también ganaremos la batalla de ideas en la que estamos enfrascados. Si de algo podrán estar seguros siempre los jefes del imperio -afirma-, es que ni huracanes naturales ni huracanes de cinismo lograrán doblegar a la revolución".

Mas organizes rallies to march on Cobija to break the Autonomistas stike. Rumors run wild.
Local people (autonomistas)place a road block, just before town of Por Venir.
MAS supporters are turned back at road block after fighting, No one armed on either side. Some of the non MAS local people are taken captive and beaten and torured by the MAS mob.
Mas supporters retreat to ranch owned by Local MAS supporter Miguel Beccerra and many are armed and paid to go butst the road block.
MAS supporter break the blockade with gun fire and MAS mob execute a local forestry engineer, Pedro Oshiro. They also leave for dead a local town leader, Oshiro's companion from Por Venir, attpempting to cut his right hand off and striking him twice in the head with a Matchete. He is loaded on a truck. (a radio account of this portion of the event was posted on El Deber, the day after it happened. Sorry I don't have the link, it was very dramatic).
MAS supporters march toward Por Venir burning vehicles on the way. Servarl hostages are taken by MAS (including the local man from por venir who they had tried to cut off his hand) en route and were beaten severly by the now armed MAS Mob.
Police attmept to stop the violent MAS March. A stand off for over 2 hours. Por Venir side gets reinforeced (possibly by some hired guns from family of murdered engineer, this is the local police theory).
Shots and a full fledged fire fight begins when the body of the murdered engineer is seen by family and beaten condition of MAS hostages held in MAS trucks. Six from the MAS sided and one from Porvenir killed initially. Many wowunded on both sides. One of the locals from Por venir has an uzi machine gun. Locals from Por Venir claim a military sharpshooter's id was taken from one of the MAS caualties and given to the local fiscal. Some from Por Venir say some of the MAS band were military dressed as civilians.
MAS supporters run out of ammunition and scatter in all directions and some run from town followed by angry locals and 8 more MAS killed as they flee and try to cross a river.
A horrible tragedy on all sides.

The serious violence started when MAS supporters executed a local forrestry engineer from Por Venir and tortured and left for dead another from Por Venir and marched on Por Venir and took hostages and burned vehicles. Time stamped and dated pictures of the dead engineer exist.
After the above the Police intervened and tried to stop more violence.
Reaction to seeing condition of tortured hostages cause shooting to break out.
The main fire fight left casualties on both sides.
Any "massacre" took place after the MAS side ran out of ammo.
It was a horrible tragedy and all sides should stand down. This even shows how bad it could get if both sides don't give some and look for true peace.
