The Face of Autonomy
Well, now we know what Santa Cruz leaders had in mind when they demanded to govern their region of Bolivia without national interference.Today, as part of a regional temper tantrum over their demand for a bigger slice of the nation's gas and oil revenue, champions of Santa Cruz autonomy have:
Sacked and torched the local headquarters of Entel, the phone company. [The theft of all those Entel pre-pay phone cards was a particular contribution to democracy.]
Invaded and taken over the local offices of the national authorities dealing with taxes and land issues.
Engaged in a six-hour battle with soldiers.
Stole some guns.
This is just a part of today's fine handiwork by the Unión Juvenil Cruceñista, which is looking more and more like the Civic Committee's Brown Shirts every day.
So much for the ever-shrinking opposition's argument that Morales' backers are the thugs and they are the honest law-abiding defenders of democracy. Lacking even a third of the national popular vote, Santa Cruz leaders have now apparently decided that it isn’t worth even pretending to have moral authority either.
Their goal, we can assume, is either free cell calls using the stolen Entel cards, or more likely, to goad Evo into declaring a "State of Siege" and a sending in of the troops.
We can hope that Evo and the people around him are not so foolish. Sending in troops to Santa Cruz won't quell violence; it will amplify it up to a level not seen since Gonzalo Sanchez de Lozada played the send-in-troops card in October 2003. That planted more than sixty people in their graves and landed the President in suburban Maryland exile.
A better message might be:
"Well my fellow Bolivians in Santa Cruz, if you are dedicated to burning down your own city there isn't much I can do to stop you, but it is pretty lame thing to do."
And then I'd get on the phone to someone who can mediate – the Church, the OAS, Lula, anyone – and suggest that they suggest a compromise of giving back to the regions half the gas revenues Evo is using for his new pensions program for the elderly. Bolivia is banking hundreds of millions in reserves, so it won’t be hard. And then I'd magnanimously accept the deal and see if the Civic Committee, Mayor and Governor might like to stop destroying their city for a while.
But of course, I have a personal bias toward rational behavior to confess. I'd like the Santa Cruz airport to be open next week when I head home.
Updates on Wednesday Evening
Here's a few updates:
Santa Cruz Governor Ruben Costas justified Tuesday's violence as the legitimate reaction of a "a tired people" and blamed "government terrorism" as the root cause behind yesterday's events. Well, and sometimes when I was 12 I told the teacher that the dog ate my homework. He also called the actions of Santa Cruz's rioting youth, "heroic." What do they get if they burn down a hotel? Sainthood?
Santa Civic Commitee President Branco Marinkovic weighed in as well, declaring that the Unión Juvenil Cruceñista was merely attempting a "peaceful takeover" of the government installations yesterday. It was just those misguided police who got in the way of things that created the problem. The clubs and molotov cocktails and fires were apparently imaginary. After making his press statement Marinkovic put on wings and flew off to complete his rounds putting coins under the pillows of children who lost teeth around the world yesterday.
The Morales government meanwhile resisted efforts to goad it into sending in the military and declaring a "state of emergency" in Santa Cruz, declaring instead that it would use all powers "legal and constitutional" at its disposal to bring and end to the conflict. Yeah, that'll work. At the same time supporters of the government in rural arras in the embattled region announced that they would begin to blockade roads in and out of the city to bring pressure on anti-Morales forces to end their attacks on the government. So do keep an eye out for truckloads of "peace-seeking" Santa Cruz youth headed out to the blockades.
And now this...Evo has now publicly called for U.S. Ambassador Goldberg to leave Bolivia, charging the diplomat with having his hand in the uprisings in the cities in the east. "I ask the foreign minister to find the legal and diplomatic framework to return him urgently to his country. We do not want separatists, divisionists, people who conspire against the unity. We do not want people who work against democracy." On the one hand, Evo frequently overstates the role of the U.S. in Bolivia's political battles. Mr. Goldberg has always seemed more incompetent than conspiratorial. On the other hand, he has become like a party guest who is still looking for food to eat in the kitchen long after everyone normal has left and the hosts have announced they are going to bed. He should have left long ago.

I really don't understand what the big fuss is about.
For one thing, the protestors are simply valid "social movements" seeking out for the "common good" and "rights" for "the people." If that means retaking what's rightfully owed to "the people," what nobler objective is there? The other thing this demonstrates is the pathetic lack of leadership and management by the Morales government.
Reminds me of what members of the current government used to call themselves to justify similar actions done at a national scale during the Sanchez de Lozada-Mesa years.

Good idea Mr. Schultz. As I remember five years ago, many of the same "leaders" from Santa Cruz stated that they needed autonomy, to protect from the tactics of violence, blockades, and public intimidation being used by the "indios" in the west.
Yesterday, that lie has finally and tragically been put to rest by these very same gentlemen, who are no different than that which they criticized.
My deepest wishes for peace and reconciliation between all Bolivians, and my greatest respect to our armed forces, who today, under direct orders from the Minister of Defense, are on order to suffer violence from the drunken and fascist mobs, rather than fire live rounds against their compatriots. Jim is incorrect in two counts;
1) The true face of the "Civicos" is the swastica that they proudly display.
2) Evo needs to get on the phone with Lula and ask him to fire his foreign minister who has sais (according to CNN) that they are ready to deal directly with the Civicos.
All you gringo haters need to be aware that THIS is the real danger for the integrity of Bolivia. It is not in the US interest that Bolivia be broken up, but in Brasil...and anyone with a cursory knowledge of LatAm history (something that I do not expect whitesell or other products of the "excellent US education system to know) knows that the true "imperialist" in the region is Brasil.
So right now it is of paramount importance for Evo to Brasil and Lula to acknowledge that will not superseed his authority and start dealing with "autonmous" leaders.
The other thing this demonstrates is the pathetic lack of leadership and management by the Morales government.

Well, Jim needs to seek info from you folks then Lily before he posts. That was probably one of the worst posts I've seen from him. He completely missed what was behind the initial violence; i.e. the handicapped efforts to occupy the National Tax office and the INRA. (I can’t fault Jim too much though. Costas is doing the same trying to say it was all about autonomy). They announced their intention back on Monday to increase pressure against the government by occupying various government buildings. The first images on TV were of squads of riot police working to prevent their entry into the tax office. They eventually used tear gas to temporarily clear the entryway with folks falling out of their wheelchairs to get away from the gas. They were eventually supplanted by or augmented by men and women, young and not so young pushing against the entry. This rapidly decayed into mob violence. There were several chaotic scenes taken in who knows what order of thugs pulling military police out of their way (when they entered I’m not sure), stripping them of riot gear and weapons, and kicking and beating some of them. Others in the same group quickly moved to protect the military placing their own bodies between them and the thugs trying to beat them. Eventually someone took a jeep and drove it into the entrance of either the tax office or the INRA (not sure which). They crowd got the remaining police out of the way, vandalized the offices, destroyed vehicles, and stole equipment.
I’m sure there were plenty from the universities and from the UJC there, but this did not seem to start with them. This looked like plain old-fashioned mob mentality; the same mentality that has led to lynchings throughout this country. This wasn’t Morales’ fault either. The police and military have demonstrated remarkable restraint… perhaps too much. The absolute disrespect for the law on all sides is a cancer in this country and will tear it apart. If Cruceños want to complain about a dictatorial regime, keep it up.
There did seem to be organization behind some of it though as there was coincident violence in other parts of the country as well as takeovers of the airports in Riberalta and Trinidad. Truckloads of dirt were dumped on the runway in Trinidad resulting in a criminal risk to aviation. The campesinos were every bit as violent in Yapacani setting fire to “autonomic” buildings. Don’t blame the US, Croatia or anyone else for this mess either. This is Bolivia against Bolivia.

This is:
1) Goldberg;
2) a few Goldberg-backed Bolivian right-wing elites;
3) right wing owned media; and
the aforementioned's mercenaries: A) Colombian; B) camba; C) UCJ; and D) outside agitators that aid and abet the aforementioned
versus
1)Bolivia's natural resources (in that they seek to plunder and transfer its wealth to a few global elites;
2) Bolivia's democratically elected government; and
3) Bolivia's population.
Norman maybe in Santa Cruz, but he knows jack about what is going on as evidenced by his silence or cover-up of collections have been taken up in Equipetrol to buy arms; arms, munitions, armament including and limited to shields and helmets have been smuggled into Santa Cruz.
On their blogs, camba elites discuss that foregoing, their strategic discussions with Colombians, and how to move social masses. All to create caos, anarchy and to overthrow the democratic government.
Norman scapegoats the brave, humble, peaceful police who stood their ground against the UCJ and civicos' Trojan Horse. (Trojan Horse: when UCJ members strategically infiltrated the ranks of paid militaristic members of the disabled Bolivian community and then arose out of their wheelchairs and violently attacked the police when they got close enough to them to do so.)
Admittedly, there is another aspect to all this: Evo's lack of sophistication and education.
According to a former attorney of Evo's who now distances himself from Evo, Evo's government is full of mediocre people. He predicts Evo's government will stand only about a year to a year and a half. He argues that Evo is content with governing only the west because he thinks Bolivia consists of that region. That opinion may be sour grapes but it is alarming that a young attorney who was an advocate for Evo has abandoned Evo.

Issue 1) Wasn't it I that said this would happen?
Issue 2) Wasn't it I that wrote that a "MARKED" difference in the level of violence after Goldberg's secret strategic meeting-with the rebel leaders Marinkovic and Costas-may be attributable to Goldberg's instructions or advice?

3) Is it not possible that Goldberg's secret advice was how to proceed to create caos and anarchy such that a plan for Goldberg's balkanization of Bolivia could proceed (a bloody plan for Bosnia that earned Goldberg his reputation as the "Butcher of Bosnia" for how he butchered that sovereign nation by villification of Serbs)?
Issue 4) Norman constantly defended Goldberg and the racist political repression machinery of the oligarchs. Previously, responding to my clarion call of the dangerous state of affairs in racist Santa Cruz, Norman tactically sought to diminish that threat by claiming that racism consisted of (according to his examples that he provided) a less than representative percentage of people of indigenous extraction compared to those of euro-centric derivation among the local bank's staff (ie, more whites than brown-skinned staff). In essence, Norman reduced the rampant violent racism to a businessperson's right to employ the person that merits a certain job, an issue that speaks more to unequal education between privately educated eurocentric elites and publicly educated unrepresented minorities than racism.
Argument:
Only Goldberg can end the violence.
Santa Cruz's anarchists are not supported by the democratic governments of Chile, Argentina or Brazil. Only Bush-Cheney, Goldberg and the US mission support them. Without said support, the anarchists are a pariah entity.
Therefore, the racist, domestic terrorism can be ended by:
1) informing Costas, Marinkovic and Dabdoub that the US will never recognize Santa Cruz as a sovereign ;
2) informing the above they will never be granted asylum in the US; and
3) canceling the above's visas to the US, effective immediately.
4) After Marinkovic's visit to the US and Goldberg's secret visit to the right wingers in Santa Cruz, violence increased a thousandfold; and
5_ it is not a coincidence that key government institutions with pending corruption cases against Marinkovich and the right wing ogliarchy were taken over sacked and its evidence stolen by the insurgents.
Thus, the US is the key actor in the ongoing racist rebellion.

Even if you were to go to the extreme of issuing a warning, you rarely ever comment on what the consequence will be. Here Amorim details exactly what the consequence of not complying to his wishes are: Brasil will open "its own contacts" with the seditious side. Not a warming that it will mediate the crisis independently, not a warning that it will have the gas contracts terms respected, he directly skips all sorts of mesuares to one that directly implies that the eastern province gobernors can have independent international relations with foreign powers, despite what the central gov't might want to do.
Now, why are you such an ardent Brazilian defender? methinks it is because you hate the US so much that you are blind to the possibility that a samba-soccer nation could be playing a little game realpolitik on their backyard.

Interesting that the Democracy Centre did not write an article with this tone in April, 2000 when the 'water war' was taking place here in Cochabamba.
I remember walking down Heroinas and Ayacucho; it looked like a war zone. Adobe walls across the streets, all glass store fronts shattered, the streets littered with rubble and burning piles of whatever; most of which was sacked from the banks, stores and offices of the downtown area. That was applauded by this website as DEMOCRACY in action. What has changed the tone regarding "DEMOCRACY in action" in Santa Cruz?

I pick up the phone and call Santa Cruz law professors to get their insights and to test my hypothesis, which are generally affirmed. Their input contrasts with your tales of Santa Cruz as an island of racial harmony (whose banking sector staffing is the only sign of racial inequality). I should also disregard the input of lawyers for the State and lawyers who represent the European Union. For only you and Goldberg are correct. Check. Got it.
People, I'd like to encourage you to investigate on your own. Don't believe any 'fact' that is presented on any blog.
EG, for example, admits he lives in Los Angeles, CA; several thousand miles from Santa Cruz, Bolivia. He enjoys surfing and skiing and the media; and "developing self-owned content for the symbolic information economy" whatever that means.
For all we know he's a bright 14 year old high school student that gets his kicks shaking things up on random blogs.
In 2000, Cochabambinos were defending their water rights from a HUGE hike in water rates by Bechtel. In 2003, Bolivians were defending hydrocarbons, which as Mr. Schultz has pointed out, has resulted in the additional $2 BILLION dollars coming into our country every year.
Now, what is the UJC defending? A bigger slice of that pie which they were happy to give mostly to transnational corporations?
I agree that all violence is bad, but lets look at true causes, true intentions and their effects.
As for Brazil, I think this is a call for Evo to militarize and that is all there is to it. I hope that Brazilian imperialism does not convince the government to forego peace. Amorim can invite Costas over for an asado but he cannot negotiate with them and he knows it.

I agree, Mr. Amorim's statements appear to be an insinuation that Evo MUST leverage the Armed Forces, and secure the pipelines, as well as the oil and gas fields. Brazil's energy needs require this, and I don't feel that there is going to be much patience from that side with Bolivia's messy situation.
What I am not so sure of is this: Will Brazil ignore treaties it has signed, concerning the territorial integrity of South American nations?
Or is this simply a statement that THEY will be the ones to militarize the region, and quash the rebellious idiots (who are too stupid to realize they are being manipulated)?
Yes, in 2000 the folks in Cochabamba laid siege to the city. In 2003 the folks laid siege to the altiplano. BOTH situations were wrong. They stomped on the rights of many, many people in the name of doing what THEY thought was correct.
Now, in 2008, the same is happening in Santa Cruz; ignoring the rights of some for what they believe is true.
BUT, who is the judge as to what constitutes justification? Not you, not me. Personally, if I pay taxes and want to drive down the road, that is a right. It's a right to not be beat up. It's a right to leave Copacabana and travel away from the disturbance.
Anarchy begins when people think only of themselves and trample on others. Yes, this is happening in Santa Cruz in the SAME WAY it happening in 2000, 2003 and January 2007 (Cochabamba).

You are making a huge mistake in your comparison making.
Fighting a government is not the same as fighting a foreign corporation.
A. Evo's government has the vast support of the people.
B. Bechtel bought the rights to water distributorship from a government that had, at most, a 30% approval at the urns.
In other words, the actions of the UCJ, and other fascist organizations, are simply actions that contravene popular will, and as such they represent a threat to the democratic process in Bolivia.
Morales has been extremely patient in not authorizing deadly force for the military and using them relatively sparingly. From what I saw on TV from the taking of the gas production facility at Villa Monte, US military would have been authorized deadly force. The soldiers here simply wrestled to try to keep control of their rifles which were eventually taken away by the crowd. The commander also showed restraint in asking that the weapons be returned and assuring that nothing would happen further except that he and his men would leave.
This ultimatum from Brazil plays very well for Morales. He now has the option to authorize deadly force for the protection of national assets (something any US president would have already done). Moreover, if there are a few autonomista martyrs, he will still have appeared to have been restrained. I see Lula's ultimatum as an indicator of near term escallation.
I haven't posted here in months but recently events are accelerating. Having lived in Bolivia for 3.5 years now I think we are at the most dangerous moment for Democracy since the 2005 election when talk of "civil war" was also in the air. I have always believed that real problems would come not from Autonomy referendums, but from actually trying to enact some of these statutes (IE not paying taxes). Despite Brazil's recent comments I don't think that they would ever dare "annex" Santa Cruz for several reasons. 1. The entire South American community most especially a Mr. Hugo Chavez would go ballistic. Chavez has actually vowed to defend Bolivian democracy by force and it not known to back down from confrontation with neighbors. Brazil knows this and I think their goal right now is simply to put more pressure on Morales to keep giving them a sweetheart gas deal in return for Brazilian non-intervention in Bolivian politics. Lula, while certainly not the reformer he ran as, is not much of an expansionist either and I believe this is pure talk right now. If real fighting broke out in Bolivia, the last thing Brazil would want would be to get involved. I'm sure the Cruceño leaders love all the help they can get from Brazil for their autonomy as a *Bolivian* autonomous region but I think there would be a very strong counter-reaction from within Santa Cruz if the leaders play the Brazil card too hard IE try to separate from Bolivia and align with Brazil. To them this is all a game to see how they can enrich themselves, their region, and become regional heroes. Evo plays a similar game with a bit more genuine altruism but no less dirty tactics. Frankly, the US is utterly unable to address international affairs right now due to the election, Bush's impotency, Georgia looming and this explusion will probably not be met with a very strong reaction. My guess is that somewhat inept Goldberg is replaced by an actual CIA coordinator who keeps a better lid on his activities.
I congratulate the police, government and military for not resorting to bloodshed. This crisis has more potential than any since the election to create serious violence so perhaps Evo has learned from Sucre and Cochabamba and will handle this more adroitly by negociating...knock knock knock. I hope that all of us on this blog and on the ground in Bolivia appreciate that we desperately need not just dialogue but actual political/economic accords to be made, and quickly. The last thing Bolivia needs is more violence and I urge everyone both here and in your neighborhood to restrain from extremism on either side.
The government will do little, it seems. There is enough street muscle on the side of the MAS to deal with these upstarts.
Reading the various Bolivian new sources, one can get a sense (and recently at that!) that the ring leaders have been identified, and that they will be attacked.
Leadership is the cause for action, so the leadership is always a target in these things. It only makes sense that these treasonous Civicos take the brunt of things to come.

Critics of Jim and the Democracy Center might do well to re-direct their anger toward Costas and Marinkovic. The patina of legitimacy that this movement for "democracy" and "regional self-determination" gained from the autonomy and re-call votes went up in smoke yesterday. I would wager that most of the good people in Santa Cruz did not sign on for this. The entire country is clamoring for dialogue, yet Costas and Co. insist on fomenting violence.
Jim's right to suggest that the government return some of the IDH revenue. Hell, give it all back. The recuperation of what amounts to 5% of Santa Cruz's budget won't satisfy the rapacious agro-industrial elites behind the campaign to topple Morales.
I am US citizen and long time resident in Chile, who tries to keep up on neighboring Bolivia's struggle in its long delayed democratizing process, greater sovereignty over its own natural resources and the building a less racist, multiethnic nation.
While it may be true that Evo overstate's some of US Embassy actions and certainly Brazil is increasing its power politics in the region, I can't help but remember, on this Sept. 11, 35 years ago, the brutal Chilean coup e'tat took place, with significant (documented) support from the US government. Sure, the global context was different but now its not called the Cold War but the War on Terror or the War on Drugs. CIA financing of truckers strikes for over a year prior to the Chilean 1973 coup, despite increasing electoral support (less than what Evo enjoys now)sure sounds similar. Now these US defined "wars"- in a large part reflective of increasing desire of the US corps and their govt. hacks to control energy resources and justify huge US military expenses (what is the U.S.'s DEA action in Bolivia really about?), seek to create havoc where needed, whether it destroys landlocked, distribution poor but resource rich nations like Bolivia or not. It also seems apparent they are aiming to drive a wedge between Evo's admin. and the Bolivian military to see if this can force a greater deestablization and an early exit of Evo.

who are US citizens would make your voice heard in Washington and
in particular Senator Dodd (D- CT.), head of Western Hemisphere Affairs subcomittee of the US Senate Foreign Relations Comittee who might be able to pressure US State Dept. to stop ( or minimize) this US government intervention in Bolivia's affairs. I don't but great faith in US politicians in general, but I get a sense that the Bush Admin., in its waning days, is trying to foment, or at least, not distance itself from violent seditous actions of these elite groups, with strong ties to local or international monied interests, who attack governments whose policies don't follow IMF or Washington Consensus dictates.
Now is especially the time for international, especially respectful "gringo" solidarity for the Bolivian democratization process.

I live in Santa Cruz and didn't see any Americans (or lowlander civic leaders, for that matter) holding guns to heads forcing the Unionistas to steal and destroy buildings. Where is a sense of personal responsibility?
There is way too much credit being given to Goldberg/ America or even Costas/ Branko. Even if they/ someone from outside came up with the suggestion to take government institutions, even if they offered them money (as if Evo has never offered money/ food to demonstrators on his side), each rioter had to make a decision if he would be there, if he would steal guns, if he would hurt someone, if he would swipe a handful of phone cards. I am sick and tired of people giving Bolivians such a low standard. Can they not think for themselves? Seriously . . .
This country has to realize that one leader is not what will bring about lasting change for the better. It starts with a country of individual hearts, personal responsibility, people standing up to say, "No, I won't." I won't hate. Won't break the law. Won't racially target other Bolivians. Ante el golpe fascista, Evo llama al... ¡diálogo!

(ASC-Noticias).- Es posible que la arremetida fascio cívica en oriente fortalezca de nuevo al gobierno del MAS en el occidente y otros lugares del país, pero no hay que dejar de considerar, por otro lado, que su actitud contemplativa le lleva finalmente a su desmoronamiento por confusión interna, desmoralización de las masas y consiguiente retiro del apoyo popular.
Es la irresponsabilidad del gobierno del MAS que lleva al país a este desastre, no entiende qué es gobernar. Ya vemos que ante los sucesos de Santa Cruz, donde el fascismo toma cuerpo, el gobierno respondió con letanías, llamando al diálogo y trasladando a otros su responsabilidad, como eso de pedir a la fiscalía que actué, cosa imposible pues el fiscal cruceño se muestra públicamente en compañía de los cívicos y del dirigente principal de la Unión Juvenil Cruceñista, es decir del delincuente.
El comandante de la 8ª División de Ejército, por otro lado, protesta pero quiere que los cívicos, asaltantes de instituciones, se pongan a leer la Biblia. Ahora pese a que el gobierno declara que se inició el golpe fascista vuelve a llamar al diálogo y sus personeros son estropeados por los delincuentes en entrevistas de medios de comunicación. Así todo está perdido, no se puede esperar nada del gobierno del MAS que quiere detener al fascismo con oraciones, sólo queda que las sectores más concientes se organicen, como en el Plan Tres Mil, para hacer frente al fascismo evitando que el legalismo y el democratismo del MAS lleve a la gente a la derrota.
El golpismo, la derecha falangista, el movimiento conservador, ha tenido en Santa Cruz su sede desde hace mucho tiempo, y ha sido tras la caída de Goni que de nuevo se ha convertido en su reducto, desde donde, pese a la supuesta existencia de la dichosa democracia, se han vuelto a poner en vigencia las viejas prácticas de intolerancia, aderezadas con mucho racismo y anticomunismo. Actualmente Santa Cruz es la punta de lanza del nuevo golpismo del siglo XXI, que fenómeno más notable de barbarie y que prueba la decadencia en la que ha ingresado el capitalismo.
Los elementos que los cívicos fascistas han reunido de la enciclopedia de los golpes para preparar su actual cóctel mortífero que ha venido infectando Santa Cruz sin que se tome en cuenta con más seriedad, y que además se ha exportado a otros departamentos, son los siguientes:
1. Siembra del terror, con profusión de ataques terroristas, para que la población crea que hay alguien extraño y oscuro que busca atacarle, generando ideas como que "el gobierno odia a Santa Cruz", "somos diferentes", "no nos quieren", etc., todo para que la gente acepte la violencia generalizada y hasta la guerra. Elaboración de listas de personas y de domicilios a ser declarados como enemigos y luego sentenciados. Después golpizas a individuos o grupos, negando la libertad de expresión y finalmente, en la etapa final, si es necesario, ajusticiamientos selectivos.
2. Toma, desorganización o desnaturalización de las instituciones populares de tal forma que aparecen impostores representando a tal o cual sector sin mayor derecho, pero que se brindan a apoyar objetivos extraños a los de las bases, y no hay quien lo niegue o denuncie so pena de ser agredido.
3. Desinformación sistemática y diversionismo ideológico, asignando a los contrarios sus propios males para que la gente lo asimile, sesgando la información para su lado, ampliando lo que conviene y a la inversa. Campaña exagerada contra un comunismo inexistente para ganar a la clase media tan temerosa de perder su comodidad y propiedad. Aparición pública de los delincuentes declarando sus fechorías mientras son alabados por la prensa, en actos más propios de la apología del delito.
4. Donde sea posible desate del chauvinismo, una forma exagerada de apego al lugar que puede tomar rasgos separatistas con toques de epopeya revolucionaria.
5. Guerra económica, boicot, generando alzas de precios y desabastecimiento para provocar el descontento popular y volcarlo contra el régimen a través de movilizaciones exigiendo diversas demandas. Eso ha sido el bloqueo de caminos impuesto a la fuerza por minorías. Esquema ya utilizado en Chile con Allende.
6. Desconocimiento paulatino e impune de los atributos del poder estatal, aparición de bandas paramilitares ejerciendo poder, eso ha sido el ataque a la policía y a los comandantes. Sustitución de las organizaciones populares por bandas violentas del lumpen que también comienzan a actuar como organismos paraestatales.
7. Cerco a las instituciones policiales o militares para ganarlas, neutralizarlas o quebrarlas.
8. Por último, el objetivo de los cívicos ha sido tratar de repetir lo que le sucedió al gobierno de Sánchez de Lozada, que ellos llaman "hacerle probar al gobierno de su propia medicina".
También hay un factor que en el caso de Bolivia, país atrasado, es crucial; la posición favorable o no del imperialismo al golpe o al conflicto nacional. Los gringos no han estado muy cómodos con Evo Morales debido a sus poses radicales, de él y de sus amigos del exterior. Pero en general lo soportan pues en realidad sostiene los planes neoliberales originalmente diseñados por Goni, controla a las masas conflictivas y las impulsa hacia la idea de democracia burguesa, siempre se ha declarado respetuoso de la propiedad privada y lo anota en su nueva constitución, secunda los planes de erradicación de la coca y tiene buenas relaciones con los organismos internacionales como el BM y el FMI.
Como entre el gobierno y los cívicos no hay mayor diferencia ideológica porque principalmente se sostienen en la defensa de la propiedad privada, cualquiera de los dos puede ser bueno para el imperialismo, por eso éste ha dado señales de que también es aceptable la carta de los cívicos, francamente proimperialistas y cavernarios que han hecho su tarea para que el tio Sam los tome en cuenta, mostrando que pueden controlar a las masas a palos, por eso un enviado especial como Shannon y también el embajador norteamericano Goldberg visitaron al prefecto Costas, para darle su bendición.
Estas son señales en sentido de que Bush otorga su confianza a los cívicos, sin ese espaldarazo no se hubieran lanzado al actual ataque aparentemente definitivo. Es también una señal en sentido de que el imperialismo está dispuesto a aceptar por último la división de Bolivia, cuestión que se mueve en la región latinoamericana como corriente conspiradora organizada bajo el nombre de "autonomía". A todo eso el gobierno del MAS respondió apenas con una pataleta de niño caprichoso.
Ante la puesta en práctica por los cívicos de los métodos anotados, asesorados por golpistas consetudinarios como los falangistas, el gobierno timorato sólo ha atinado a dar discursos dejando impunes todos los delitos de los fascistas, lo que ha devenido en un mayor avance de sus posturas atrevidas para actuar con total confianza y generar un estado de caos e imponer sus planes golpistas. Al gobierno del MAS, puesto contra la pared, ahora sólo le queda negociar las condiciones de la rendición pues cualquier medida violenta del gobierno parece ser tardía.
Lo peor de todo lo realizado por el MAS es haber neutralizado la lucha popular, pues en vez de movilizar al pueblo lo ha llevado a votar, haciéndole creer que la solución es esa, creer en el voto, en la ley, en la nueva constitución. Si actualmente, con la constitución vigente, teniendo el gobierno los mecanismos para hacerse respetar pero sin hacerlo efectivamente, con la nueva constitución no será diferente. Además cuando aparece el fascismo, para pararlo es necesario impulsar la organización y movilización de las masas, la lucha popular, cuestión que el gobierno del MAS desprecia.

I write from Europe. I have spent a lot of time following events in former Soviet republic and have seen evidence of US support quasi "civil rights movements" and "opposition" in the name of "democracy" but infact seek to destabilsie a country for their own foreign policy gains.
Is there any evidence that the US is sponsoring through money, equipment, giving advice to the opposition in Sucre? ANd may be even facilitating the disturbance. Or are the people there always been discontent with central authority?

The US is not very creative or innovative on how it subverts foreign govt's, but in the case of Bolivia there is simply no evidence beyond a memo from USAID where they say that they would like for help organize the indigenous groups into a moderate party. Other than that the other act that some say are "fightin words" are economic consultancy jobs given to people that were previously involved in other regimes.
I see no problem with the first, since some of the MAS rethoric is rather extremist, out of step with the current reality of the world, and the fact that the "opposition" in Bolivia is rather pathetic and self-serving. A healthy democracy needs a healthy opposition.
The second I would give the benefit of the doubt and label an unfortunate coincidence since most of the educated people that are capable to do say a multivarible-probit model to predict the effects of cavendish banana and education are very, very few. There's probably only 2 or 3 people in the whole country capable of doing some of these studies...and some of them did have a job in a previous administration. These professionals also have no choice since Evo has made it ilegal for them to have a job.
However you look at it, this week the big looser is Bolivia. The winners are those who want chaos.

You are dead wrong. Here is Arash Norouzis analysis of the alleged comments of Ahmadinejad:
'THE ACTUAL QUOTE:
So what did Ahmadinejad actually say? To quote his exact words in farsi: "Imam ghoft een rezhim-e ishghalgar-e qods bayad az safheh-ye ruzgar mahv shavad."
That passage will mean nothing to most people, but one word might ring a bell: rezhim-e. It is the word "Regime", pronounced just like the English word with an extra "eh" sound at the end. Ahmadinejad did not refer to Israel the country or Israel the land mass, but the Israeli regime. This is a vastly significant distinction, as one cannot wipe a regime off the map. Ahmadinejad does not even refer to Israel by name, he instead uses the specific phrase "rezhim-e ishghalgar-e qods" (regime occupying Jerusalem).
So this raises the question.. what exactly did he want "wiped from the map"? The answer is: nothing. That's because the word "map" was never used. The Persian word for map, "nagsheh", is not contained anywhere in his original farsi quote, or, for that matter, anywhere in his entire speech. Nor was the western phrase "wipe out" ever said. Yet we are led to believe that Iran's President threatened to "wipe Israel off the map", despite never having uttered the words "map", "wipe out" or even "Israel".

While the false "wiped off the map" extract has been repeated infinitely without verification, Ahmadinejad's actual speech itself has been almost entirely ignored. Given the importance placed on the "map" comment, it would be sensible to present his words in their full context to get a fuller understanding of his position. In fact, by looking at the entire speech, there is a clear, logical trajectory leading up to his call for a "world without Zionism". One may disagree with his reasoning, but critical appraisals are infeasible without first knowing what that reasoning is.
