Dear Readers:By the time you read this I will be off to somewhere in Bolivia where cyberspace does not reach, cut cold turkey from e-mail and from all things Blog. So I leave you with this thoughtful post from the Democracy Center's intrepid Yi-Ching Hwang, about the environmental dangers facing Bolivia from plans by neighboring Brazil to build two giant dams on the important river the two countries share, el Rio Madera.
This is, sadly, Yi-Ching's last post. Regular readers will remember her popular offering last August on dancing in Urkupina, with one of our most memorable Blog leads ever: "We all had to wear black underwear, not thongs, not tights, but black underwear. And one by one they checked us."
Our loss and yours will soon be some graduate school's gain.

Bolivia Under Waters
In about 5 years, Bolivia’s northeastern department of Beni could be under waters.
Last August, while most attention in Bolivia was on the nationwide voter referendum, Brazil’s environmental licensing authority, IBAMA, silently granted permission for the construction of San Antonio dam, and opened the bid for Jirao dam, both to be located in the Brazilian city of Porto Velho, 112 miles from the Bolivian border.
Estimated to cost around 9 billion dollars, the project would construct two gigantic dams on the Madera River, with the aim of generating electricity for Brazil’s southern agribusinesses.
As a fast growing regional power, the construction of the dams would mean more production, further growth, and for sure an increased GDP for Brazil.
For Bolivia, however, the dams could signify the annihilation of diverse plants, animals and indigenous cultures, cities and towns under water, mass migration, destruction of plantations, an increase in flood-related diseases such as malaria and dengue, and finally, damage to the region’s ecosystem.
Proponents of the dams cite the possibility of river navigation and the advantage for both Brazilian and Bolivian soy growers to transport their grains more cheaply to Pacific ports.
In an interview conducted with La Razón, Marco Octavio Ribera, coordinator of the National League of Environmental Defense, explained, “The Madera River is the only confluence in Bolivia; it is the only exit, there is no other to eliminate the water of the Bolivian, Peruvian, and Brazilian Amazon.”
With 90% of all Bolivia’s water eventually flowing towards the Madera River, halting its flow would lead to disastrous consequences.
Another expert in the topic noted that the Madera River watershed originates in the Andes. Thus the immense amount of water is not just water, but carries with it “Andean sediments that in a few years would cover the reservoirs.”
Bolivia’s Foreign Secretary, David Choquehuanca, have repeatedly engaged with and insisted to Brazil its fears of the immense environmental damage likely to occur on Bolivian territory following the dams’ construction. Specifically, Choquehuanca beseeched Brazil to undertake environmental studies in Bolivia prior to initiating the environmental permit process.
Juan Pablo Ramos, Bolivia’s Vice Minister of Biodiversity and Natural Resources, remarked that Bolivia has requested that Brazil “stop the processing of the dams construction as long as the impacts [of the dams] are not known objectively and with veracity.”
Under Principle 12 as concluded in the United Nations Conference on Environment and Development conducted in Río de Janeiro in 1992, “Environmental measures addressing transboundary or global environmental problems should, as far as possible, be based on an international consensus.”
Brazil, however, have not shown much interest in establishing such an ‘international consensus.’ In a report filed to the Inter-American Commission on Human Rights, Brazil’s response to Bolivia’s continual request was “under no point of view” will the construction be discontinued.
Last October, in a follow-up bilateral meeting held in La Paz, Bolivian technical specialists presented scientific findings supporting the theory that the two Brazilian dams would indeed cause a serious rise in water level, thus flooding Bolivian territory. To the surprise and dismay of the Bolivian participants, the Brazilian delegation not only did not arrive prepared with scientific data, were unable to answer questions posed to them, but also showed up an hour late and made rude comments.
In the face of a potential annihilation of a precious Amazonian area, not only are the local inhabitants and wildlife in danger, the world also risks losing yet another opportunity to reverse a decision where the damaging effects will go far beyond two countries and lasting well into future generations. International collaboration and strategic pressure from individuals, government officials, social movements, civil society, and organizations may still reverse Brazil’s decision to build the dams.

My first impression after reading the title "Bolivia Under Waters?" was, "Does that include Cochabamba? Those clowns who instigated the "Water Wars" might feel a bit upstaged."
Then, when I read, "In about 5 years, Bolivia’s northeastern department of Beni could be under waters." Oh, okay. Jim, Jimmy, Jimbo, James...Juancho. Do you know how many Titicaca lakes could fit in Beni? Tone down a teeny weeny bit with the exaggeration note, OK? You're sounding too much like the apocalyptic "environmentalists" and other fear mongers. For as long as I can remember these bipeds have been predicting the end of the world through famine, disease, overpopulation, natural disasters, climate change, Ronald McDonald, and most of the time they've been embarrassingly wrong.
At any rate, the word "could" has been used so liberally that it could mean anything. It's as if I said, "Cuchi Cuchi worshipper could lose a pound or two with his Jenny Craig political postures" or "Morales could actually stop grunting incoherently against the U.S. after getting spanked by Obama during a Caporales dance in Tipuani." What I would really, really be worried about is that if some areas of Beni get flooded, it will become a Katrina II (assuming Morales is still in power, of course). Remember that a few years ago, and out of malice and ignorance, it took Morales days to send assistance to flooded Beni areas that desperately needed it? Bolivian Katrina indeed!
Anyway, I totally support the building of these Brazilian dams. Dams mean progress. Progress means jobs. Jobs means less poverty. Even Jim agrees with that. There is no certainty -- besides the word "could" -- that these dams would affect Bolivia in any way, shape, or form.
You're not against lifting people out of poverty, right, Jim?

We should contrast the opposition against Brasil's damn with Patzi's rabid support for the construction of the Bala project, which would pretty much destroy the Madidi park and would only benefit illegal loggers. I wonder why the MAS, who are "pro-pachamama," would be so willing to do this (and to also open the area to oil exploration)...I guess we have to follow the money.
Well, it took oil, downed trees, plus other natural resources equaling a massive "carbon footprint" for us (including you) to enjoy the computer you're using, 9:22 AM. Follow the convenience.

It really does seem as though the first poster actually hates Bolivia, doesn't it?

Oh, the bit about them taking days to get the aid out to Beni and Santa Cruz when the floods after El Niño hit a couple of years back - I watched it. Both the Bolivian and foreign governments sent aid which the opposition, most notably Costas as it's figurehead at that point, had the aid impounded in the Ramon Tahuichi stadium in Santa Cruz and was refusing to let it out for some political reason or other for days on end while the people were rotting in the countryside.He blamed the goverment.The Bolivian goverment were imploring them to let it go. Even the Cruceño press couldn't make it look good and the aid eventually left, along with messages of fraternity from Costas and the likes.The white upper class opposition came across about as well as the English during the Irish potato famine.
So that was the way things happened in my world, as verified by what we call 'evidence'..
As for the Brazilians, well...they have form for screwing their neighbours over, do they not, and it may just be that it's impossible to go up against the continental juggernaut (Georgia and Russia come to mind at this point, rather woryingly) without getting crushed. As a last resort, using world opinion as a lever, perhaps Evo can wring some other concessions out of Lula.Though God kows what they might be. Environmental, perhaps.
I don't see what the Bolivians can actually do.

I have yet to read anything by Jim Shultz that contains more than half truths. He's not a journalist, but a sensationalist who has his own views he's trying to push and pretend it's journalism.
I wonder if Rush Limbugh's wealth enables some of his followers to disrupt this page with comments such as the ones from croat from katrina.
So much ignorance of sciencific evidence is pathetic, but then some bolivians are copycats of the masters of deceipt.

The croat is not that far for the truth. I was here then and our embassy offered several C-130s full of aid along with medical and rescue assets. President Morales declined our help. We had a small king air airplane on loan from our embassy in Buenos Aires... that is all of the aid Morales let the US deliver... aair taxi for bolivian gov officials to survey the extent of the damage done by the fllods.
There also was a follow on offer from our embassy with food aid.... Also declined by Morales so it was diverted to Afghanistan.
The excuse was dignity of the Bolivian people... what a bunch of crap... He's still accepting over 20 mil from our NAS (probably to keep troos paid and fom turning on him) I also wonder how many died from the floods due to his negligence and arrogance.

As everybody knows, Morales longs to retire in the midst of his coca plants and with a 15 year old. And as everybody knows, Morales was a deadbeat dad who rarely or ever saw his child until the Supreme Court a few years ago forced him to pay for his child's food and clothing. (No idea if he ever complied, but that's another story)
Now we have news that the current president of Paraguay, while being a bishop, fathered a child a couple of years ago. The mother is 26 now, and it's been reported that this relationship started when the woman was 16 and the guy in his late 40s. I don't know what's worse: 2 old farts engaging and/or fantasizing in pedophile activities, or having to be forced by the media and/or Supreme Court to "man up" and be fathers to their respective children before being self-aggrandized "Fathers of the Nation."

I still don't see how a dam whose top is lower than the lowest point of Bolivia is somehow going to put Bolivia underwater. Perhaps the humanities majors who write this blog don't realize that water can only flow downhill.

Let's look at the two fact we know: They try to kill Terrazas, a harsh critic of Evo, and then in a picture perfect operation the people are found and killed.

I agree. Of course we'll never really know what happened or who hired them, thanks to Evo. First it was a shootout then we find out they were killed while still in bed. No fiscal or other authorities were present. Looks like the boys in green came in guns blazing, shoot first ask questions later. The murdered suspects allegedly tried to kill an anti Evo Terrazas, then the lunatic Linares claims they were planning on killing Evo and company as well as Costas and his crew.
This whole stinks up to high heaven, and as always the smell is emanating from the palacio quemado.
I'm going to withhold judgement for a couple of days to learn more about the facts. The news are fluid, rumors are rampant and the conspiracy theories abound.
For the upteenth time, Cuchi Cuchi worshipper has denounced these past tenses as merceneries hired by the "Empire" intending to kill him. As usual, he shows no proof but rather his usual caveman bigotry against the most hard working and productive region and people of the country and his single digit IQ by declaring that the conspiracies to kill him take place in Santa Cruz churrasquerias. On the other side, opposition leaders denounced that either the government planned this whole show or that the past tenses narcotraffickers with close connection with the government trying to silence the opposition, including cardenal Terrazas.
I personally don't think Cuchi Cuchi worshipper planned this as a montage because he simply doesn't have the IQ or imagination to pull off such a stunt. I also don't think the opposition has the resources, brains, or gonads to topple Morales violently. At any rate, expect from lowly bipeds that crawl from the little rocks they hide in a more bigoted backlash against the coolest cats of the Collasuyo...the Croats.
I'm sure Jim's next article will be about the "Morales assassination attempt." We'll see how fair he'll be.

All right...I'll add another conspiracy theory to the mix:
It's all about the Lithium. Why kill leaders of both sides, to create more instability, perhaps push the country to a civil war, take advantage of the chaos to win a favorable concession. Morales is not exactly "business friendly" with this next resource, opposition has no chance of taking over. Next best solution is to mix things up a bit, hoping that when the dust settles, the people behind this get a favorable deal.
Under the Bush Doctrine, probable cause exists to seize this blog's resident Croat instigator. One word: "rendition". Yes, incarcerate him and send him to Castro's Cuba for questioning and water-boarding (he'll understand since he's supported Bush-Cheney's torture policy.) :-)
After a lengthy shootout and the Croats using a grenade against the Bolivian civil servants, the record indicates the Bolivian peace officers captured two of the violent, heavily armed, Croat-led terrorists: 1) Mario Fardig Astorga, a croat-trained military mercenary; and 2) Votel Toazo, a Hungarian with Croat connections.
Fardig and Toazo were captured shortly after a powerful explosion destroyed over 30 rooms on the fourth floor of the Hotel Las Américas, where Romanian terrorist Mayarosi Ariad, Irish terrorist Duayer Michael Martin and Boliviano Eduardo Rózsa Flores fell in the raging gun battle.
Fardig and Toazo proudly boasted of their prior terrorist attacks against the home of Bolivian viceminiser Saúl Avalos, in March, and this past Wednesday against the home of the allegedly gay Catholic Cardinal Julio Terrazas.
Since Bolivian security officials recovered the terrorists' computer, more of their terrorist plans and links should be revealed, as prudent.
It should be noted that in room of Rózsa Flores, one or more Uzis were found as well as the clues which led to discovering a cache of heavy armament (including more machine guns and explosives) hidden at a location under the control of Cotas, a company used to allegedly launder funds for the Croat-led insurgency movement's guerilla warfare against Morales' government.
So far it has not been confirmed that Norman had anything to do with the latest parmilitary efforts to overthrow Morales or assassinate him.
How can a hotel that has 66 rooms have 30 of them on the fourth floor?

I hired a collegiate Croation exchange student to translate the Camba Croat's blog. The problem is that the temp worker claims he read some insidious comments on that blog that caused him emotional duress and much grief that will require psychiatric counseling until he is able to work again.
According to this Croatian translator, that Croatian blog was virally infested by the psychologically damaging technique of brainwashing by posting a mantra that went something like this: "The Croats are Morales' Jews Beni is Morales' Katrina"
Well, that didn't take long. Just as little bugs slithering out of their little holes and crawling from under their little rocks (most of the time squashed or eaten by predators, the Croat bigots, full of hatred and envy, spew their incoherence and vitriol towards towards the coolest cats of the Collasuyo.

A BBC television documentary shown in May depicted a few days in the lives of a motley crew of 100 pound a month British mecenaries, many of them ex-British army, who are helping the break away Croatian Tudjman regime as part of an international brigade.
the programe, titled "The Dogs of War" and shown in the BBC's Inside Story series, put a part of the detritus of British Society under the spotlight. Carl, a military explosives expert from Merryside, who went to Croatia for something to do and had served as a mecenary in Sri Lanka, the Sudan, Surinam and a couple of places "too sensitive to mention". Dave, seemingly from Manchester, who wanted to experience the joys of "killing without compassion, like the Yorkshire Ripper. Roy, the kid with the inane grin whose mother thought he was "working at Euro Disney"; and the Welshman known as "Frenchie", now hospitalized after shooting himself in the foot with his own machine gun.
The only onw with any redeeming features was Kit, an ex-paratrooper and French Legionnaire from the northeast, who freely describes himself as a "vagabond" and found life in Croatia preferable to the one in prison that he faces if he returns to Britain.
Kit, his personal life obviously as big a shambles as he describes his woeking colleages, had no illusions about the fact that he was in the company of cut throats whose main lust was to spill blood. "these sods are just as bad as the other side" he concided in a candid moment.
The programme was worthwhile as a series of character scetches focussing on the socially and it appears mentally disoriented flotsam and jetsam of Britain's failing economy.
However, it was important in other ways.
MURDER AND DECEPTION
What was crucial was that it gave an insight into the way in which the gangs of freelance marauders, enlisted by the Croatians to plunge Yugoslavia into bloody civil war, go about their business.
The British company, about 30 strong, was based in the town of Osijek, which was been the flashpoint for heavy fighting. One of its functions, the programme demonstrated, had been to provoke breaks in the cease fires arranged between the two sides in the conflict, in an attempt to throw the blame for continued shelling and violence on the overwhelmingly Serbian Yugoslav Federal Army.
These provocations bear the stamp of careful and systematic planning. The documentary proved this beyond doubt with footage showing a team of British and French mercenaries going out to lay explosives charges.
Radio news reports the next morning then said that "the shelling of Osijek was intense" and was "the worst violation of the cease fire since the current truce went into force."
The reality, explained the programmes commentary, was something different. The mercenaries had, in fact been in action laying explosives "to decieve the European Community observers who would assume it was the Serbs".
The British mercenaries are teh kind of people for whom fitting into normal social surroundings is anathema and for whom the mere thought of killing without feeling is attractive. They are the type of men who flocked into Hitler's Waffen-SS legions.
And like their predecessors they are being used as willing pawns in a game that is being played for staked much higher than they can begin to understand.
EDUARDO FLORES-FIXER FOR MURDE
handing out the orders to the British mercenaries in Osijek is a sinister young Spanish gentleman by the name of Eduardo Flores, a man whose name crops up with ever increasing frequency in investigations of the deaths of British photographer Paul Jenks and Swiss reporter Christian Wurtenberg in January ... around the time the BBC team filmed the "Dogs of War".

It didn't quite work out. The Bolivian police, under not entirely clear circumstances, killed three foreign "terrorists" and arrested two. The group is accused of plotting to assassinate Bolivian president Evo Morales. The Bolivian president is convinced that Washington is behind the assassination attempt, but this is highly unlikely given the cast the characters. Unfortunately, most of the news accounts that I read shed little light on the would-be assassins. What, they asked, was the common bond among the five men (names often misspelled) involved in the plot? Perhaps the Balkan wars where at least two of the five fought on Croatia's side against Serbia. My feeling is that Croatia and the Balkan wars have mighty little to do with this case.
The leader of the group, now dead, was Eduardo Rózsa-Flores. He was born in Bolivia but spent his teens and most of his adult life in Hungary. We can find ample information about him and his family on his blog "Sic Semper Tyrannus" (http://eduardorozsaflores.blogspot.com/), roughly translated as "Death to the Tyrant." His father, György Rózsa, was a painter and university professor who left Hungary in 1948 and married Nelly Flores Arias, a Spanish high school teacher. The couple settled in Bolivia, where Eduardo was born in 1960. In 1973 they moved to Chile, but the family left after Pinochet's military coup. For a couple of years they lived in Sweden as political refugees. In 1975 the Rózsa-Flores family moved to Hungary, where Eduardo attended a Budapest high school. He then spent three years at the country's military academy but left without graduating. Two years later he enrolled at ELTE, the Budapest university, from which he subsequently received an M.A. He was the last KISZ (Communist Youth Organization) secretary of ELTE. He later claimed that the only reason he took the job was to show that he could win the post against the wishes of people like Ferenc Gyurcsány. (I suspect that this is revisionist history.) After university he dabbled in journalism, taking advantage of his fluency in Spanish. For example, he wrote articles for La Vanguardia, a Spanish daily. He also supplied news to the BBC's Spanish language radio. He first reported from Croatia as a journalist but later volunteered to serve in the Croatian army. He fought in the battles of Osijek and Vukovár. The Croats appreciated his services and bestowed citizenship on him. President Franjo Tudjman promoted him to the military rank of major. A year later he became a colonel. He was wounded at least three times in different battles. In 1994 he returned to Hungary and published seven volumes of poetry. I didn't manage to find the seven volumes of poetry, but I did find five other books dealing mostly with the Croatian-Serbian war. During his stay in Croatia his name was associated with shady deals involving weapons and drug sales. According to rumors two journalists, one from Switzerland and another from Great Britain, who were investigating these transactions disappeared into thin air. In 2002 Ibolya Fekete made a documentary of his life, "Chico," that won first place in the documentary category at the Thirty-third Hungarian Film Festival. Next Tuesday MTV will air another documentary that is apparently the last testament of Rózsa-Flores. It was made in September before he embarked on his journey to Bolivia. One has to wonder how truthful these recollections are. Here, by the way, is a recent
